învăţământul în cifre. învăţământul public
maghiar din România în perioada 1990-2014
Studiul analizează datele statistice oficiale din perioada 1990-2014, cu pri-
vire la elevii de şcoală primară care frecventează clase cu predare în limba
maghiară. Pe lângă prezentarea numărului elevilor din România care învaţă
în limba maghiară şi a ponderii acestora în cadrul întregii populaţii de elevi,
studiul prezintă separat ponderile brute de înscriere la grădiniţă şi de şcola-
rizare, în baza rezultatelor recensămintelor din 2001 şi 2011.

Aşezăminte educaţionale periclitate
Acest studiu cu caracter descriptiv prezintă obiectivul şi cadrele programu-
lui „Şcoli în pericol”, elucidează conceptele cele mai importante, folosite pe
parcursul desfăşurării programului, precum şi dispoziţiile legislative rele-
vante ale sistemului educaţional din România. Textul sintetizează principa-
lele rezultate cuantificabile ale programului şi oferă o posibilă tipologie a
aşezămintelor educaţionale periclitate.

Puncte de abandon în cadrul sistemului
educaţional maghiar din România
Prima parte a studiului prezintă succint domeniul de reglementare structura-
lă caracteristic pentru sistemul educaţional cu predare în limba maghiară din
România. După aceasta, textul trece în revistă şi prezintă acele situaţii în care
copii de limbă maternă maghiară ajung în instituţii de învăţământ cu preda-
re în limba română (sau germană). Studiul prezintă 36 de situaţii concrete de
abandon.

Romii în cadrul sistemului educaţional în limba

maghiară: ponderi, procese şi provocări
Studiul nostru încearcă să ofere o trecere în revistă a celor mai importante
provocări legate de participarea romilor din Transilvania în învăţământul
cu predare în limba maghiară. Cel mai important punct de interes al posibi-
lelor politici identitare maghiare legate de romi constă în sistemul educaţio-
nal. Ca o axiomă se poate formula ideea că romii de limbă maternă maghiară
trebuie menţinuţi, pe cât posibil, în sfera de atracţie a culturii maghiare şi a
educaţiei în limba maghiară. Cu toate acestea, în baza cercetărilor relevante
se constată faptul că distanţa socială dintre romi şi alte etnii din Transilva-
nia (care joacă un rol şi în viaţa de zi cu zi) nu s-a redus, ci chiar s-a accentuat
în ultimele două decenii. Studiul încearcă să prezinte problemele la care con-
duce acest conflict şi întrebările care se nasc de pe urma sa.

Şcoli elementare/secţii şcolare urbane cu
predare în limba maghiară în Transilvania
Cercetarea cu privire la şcolile elementare şi secţiile şcolare urbane cu pre-
dare în limba maghiară a fost iniţiată ca un subprogram în cadrul proiectu-
lui de cercetare intitulat „Şcoli în pericol“ în 2014. Studiul sintetizează cele
mai importante date şi concluzii ale acesteia. Analiza a cuprins doisprezece
oraşe din Transilvania cu populaţie majoritară românească şi patruzeci şi
două de şcoli şi secţii şcolare cu predare în limba maghiară din aceste oraşe
(aşa-numitele şcoli elementare urbane), bazându-se pe interviurile realizate
pe teren în perioada martie-mai 2014 şi pe datele de statistici pe educaţie re-
feritoare la anul şcolar 2014/2015.

Impunerea navetei, sistemul autobuzelor şcolare
şi educaţia diasporei maghiare din România
Scopul studiului constă în analiza problemei navetei şi a sistemului autobuze-
lor şcolare, cu o atenţie deosebită faţă de educaţia maghiară din diaspora. Pe
lângă prezentarea cadrului legal referitor la impunerea navetei, studiul sin-
tetizează cele mai importante tipuri de autobuze şcolare, în baza studiilor de
caz din cadrul programului „Şcoli în pericol”. Aceste tipuri sunt următoarele:
1) autobuzul „cel bun”, 2) autobuzul „agresiv”, 3) autobuzul „oportunist”, 4) au-
tobuzul „superfluu” şi 5) autobuzul care lipseşte. Aportul modelelor prezentate
constă în faptul că oferă factorilor de decizie posibilitatea de a analiza sistemul
existent al autobuzelor şcolare şi de a optimiza reţeaua autobuzelor şcolare.

Provocări şi posibile puncte de intervenţie
în domeniul organizării învăţământului în
cazul aşezămintelor educaţionale maghiare
din România aflate în situaţie periclitată
Studiul reprezintă un fel de încercare de sistematizare a problemelor şi pro-
vocărilor formulate în cadrul programului „Şcoli în pericol”, cu privire la
învăţământul în limba maghiară din România, care încearcă să identifice
câteva posibile puncte de intervenţie în care actorii şi factorii decizionali din
domeniul învăţământului şi al politicii educaţionale, activi la diferite nivele,
ar putea să îşi asume un rol. Potrivit logicii structurii şi conţinutului, textul
are mai degrabă un caracter de propunere de politici relevante în acest do-
meniu, decât un caracter ştiinţific.

Decizii şi concluzii din domeniul organizării educaţiei
Acest studiu sumar prezintă zece dileme practice legate de organizarea edu-
caţiei minoritare, care au apărut ca importante în baza experienţelor câşti-
gate de pe urma programului „Şcoli în pericol”. Este vorba exclusiv despre
chestiuni care ar putea fi influenţate de către inspectorii şi directorii şcolari,
fără schimbarea cadrelor legale de reglementare actuale. Articolul îşi pro-
pune înlesnirea activităţii organizatorilor maghiari din domeniul învăţă-
mântului.

maghiară din Transilvania, din perspectiva
programului „Şcoli în pericol”
Baza de date conţine cele mai importante date cu privire la reţeaua educaţi-
onală maghiară din România, pentru anul şcolar 2014/2015. în cadrul bazei
de date se regăsesc toate aşezămintele educaţionale (localităţi şi instituţii)
unde, în anul şcolar 2014/2015, a existat învăţământ în limba maghiară sau
unde, în ultimul deceniu (începând cu 2005), a existat educaţie şcolară în
limba maghiară cel puţin pentru perioada unui an şcolar. Structura bazei
de date urmează cadrul conceptual şi structural folosit în programul „Şcoli
în pericol”.

Education in Numbers: Hungarian Education
in Romania between 1990 and 2014
The study analyses the official statistical data related to children who have
studied in Hungarian-language classes at the primary level between 1990
and 2014. Based on the 2001 and 2011 census data, it presents the number of
children who conduct their studies in Hungarian and their ratio within the
school population as a whole, along with the gross ratios of kindergarten and
primary school enrolment.

Endangered Educational Sites
This essentially descriptive study presents the main objective and the
conceptual framework of the “Endangered schools” program, it clarifies the
most often used concepts associated with the program and the relevant legal
provisions of the Romanian educational system. The study synthesizes the
most important quantifiable results of the program and contains a possible
typology of the endangered educational sites.

Drop-Out Points within the Hungarian
Educational System in Romania
The first part of the study briefly presents the structural regulatory
framework of the Hungarian-language educational system in Romania.
Then, the study reviews the most important, typical drop-out points within
the Hungarian educational system in Romania, i.e. the typical situations
in which children with Hungarian mother-tongue follow their studies in
Romanian-language (or German-language) educational institutions. The
study presents thirty-six specific drop-out points, illustrated in many cases
with specific examples.

Roma in the Hungarian-language Education
System: Rates, Processes, and Challenges
This study attempts to review the challenges associated with the participation
of the Transylvanian Roma in the Hungarian-language education system.
The most important focus point of the potential Hungarian identity politics
associated with the Roma is the education system. It can be stated as an
axiom that the Hungarian-speaking Roma should preferably be kept in the
sphere of attraction of Hungarian culture and education. However, according
to the relevant researches, the social border between Roma and other ethnics
in Transylvania (which also plays a role in everyday life) did not vanish,
but strengthened in the last two decades. The study attempts to present the
problems to which this conflict can lead to and the issues it raises.

Endangered Hungarian-Language Urban Schools
and School Departments in Transylvania
This analysis, concerned with Hungarian-language urban elementary
schools and school departments, was initiated in 2014 as a subprogram
of the “Endangered schools” research project. The study synthesizes the
most important data and the conclusions of this program. The analysis
included twelve Transylvanian cities, mostly inhabited by Romanians, and
forty-two Hungarian-language schools and school departments (the so-
called “urban elementary schools”), and it was based on on-site interviews
conducted between March and May 2014 and the education statistics for
the 2014/2015 school year.

Commuting, School Bus System, and the
Hungarian Diaspora Education in Romania
The paper’s main objective is to analyse the commuting and school bus system
in Romania from the perspective of the Hungarian diaspora education. After
presenting the legal framework, the paper presents a school bus typology,
which influences the education system’s functioning. The five types are the
following: 1) the “good” school bus, 2) the “aggressive” school bus, 3) the
“opportunist” school bus, 4) the “unnecessary” school bus, and 5) the “missing”
school bus. The main idea of these models is that they give an opportunity for
decision-makers to optimize the school bus system by eliminating the buses
with harmful effect.

Challenges Related to the Organisation of Studies
and Possible Points of Intervention in the Case of
Endangered Hungarian Educational Sites in Romania
This study attempts to systematize the issues and challenges related to
Hungarian-language education in Romania, raised within the framework
of the “Endangered schools” program. It also undertakes to indicate certain
points of intervention where educational actors and decision makers working
on different levels could take a more active role. According to the logic of its
structure and content, it is more a policy proposal than a scientific text.

Choices and Conclusions of Educational Organization
This brief study presents ten practical dilemmas of organizing minority
education, which seem to be important from the perspective of the
experiences gained from the “Endangered schools” program. These are
exclusively issues which can be influenced by school inspectors and directors
without changing the present legal regulatory framework. The study aimed
at facilitating the work of Hungarian-language education organizers.

The Aggregated Database of Transylvanian Hungarian
Public Education for the 2014/2015 School Year ֊ from the
Perspective of the “Endangered Schools” Program
The database contains the most important figures related to the 2014/2015
school year of the Hungarian school network in Romania. It encompasses
all the educational sites (localities and institutions) where Hungarian-
language education could be found at any level of public education in the
2014/2015 school year, or where Hungarian-language school education was
present in the last decade (since 2005). The structure of the database follows
the conceptual and organizational structure used within the “Endangered
schools” program.
