Summary
Islamic culture and education in our regions have their long and rich
tradition. They carry visuall sign of epochs they passed, beginning with
first mosque of the prophet Muhammad a.s. and school in Medina, in 7th
century, trough the centuries of Arabo-Turkish and Austro-Hungarian
period, to the first decades of 20th century. Whence afirmated by Arabs,
and with intermediation by manny other nations, they spread all over the
world, caughting our regions over Ottoman empire, wich in second half of
15th century came under administration of Ottoman government.
Just five hundred years of presence of Ottoman administration in
Bosnia and Herzegovina, leaved indelible trace, how in cultural- educational,
also in socio-political and economic sphere in lives of our peoples.
Basic educational institutions, mektebs, medresses, libraries,
academies and highschools, were identity form of education in entire
Ottoman state. They were developing in accordance with time and needs of
government wich carried islamic tradition, so that educational intitutions
beared that sign. Similar forms of confessional education are met among
members of other nations in this premises.
Basic education-mektebs, like most spread form of beginning
education, was organised in Bosnia and Herzegovina on the same principles
like in all Ottoman empire. Education carried out in turkish language, by
old traditional method, wich even after many centuries of appliance, did
not gave distinctively good results, even practicaly all junger generations
were embraced with this kind of religious education.
Though in ending of Ottoman administration in Bosnia and
Herzegovina was demands to implement some reforms of basic religious
education, to change Turkish with Bosnian language and to reduce unreal
long time of mektebs education, it has little success, because conservative
powers has dominant respond in entire lifesphere of bosnian muslims.
Conservative charge was so powerfull, that even reform clutches in other
regions of Ottoman state didn’t have success to jar it harder. Emotional
conection with turkish language like transmission of islam from arabs, was
so powerfull to make any serious reform in that area. Basic islamic schools-
mektebs, beside that didn’t establish methodical, but most commonly they
were subject of initiative of private individuals and independent vakufs,

without any major influence and intervention of the state.
Material base of mekteb was different, depend on establisher. While
severals were very good situated, manny others were scarcely assembling
end with end. Technical equppied was on low level, even it can be said
on primitive level. Studendts were coming to the books very hard wich
were very rare, what is with weak methodical acces making that mekteb
is lasting to long, even to the manhood of the student. All that, besides
of good sides of mekteb, was reducing their true made on religious and
basic educational level of muslim people. But even beside that, mektebs
had unquestioned dimension and place in lifting religious, cultural and
national conscience of Bosnian muslims.
Arabic letter, wich was with the holly Kuran, learned in mekteb, gave
good ground for learning religious and oriental knowledge. It was opening
horizonts to bosnian people, conecting it over „bosanchica“ and alhamijado
literature(wich he could folowing, thanks to mektebs education) with other
cultural and civilisational asquisitions. Thanks just to that fact, bosnian
people had hughe number of writters of diferent acts, major number of
writters wich writting and singing in three oriental language, what is aying
of he’s intelectual power and spiritual vitality, despite many difficulties he
passing trough he’s stormy history.
Like high level of basic, or some kind of lower highschools, in
difference of mektebs, was rushdijje, with basic-educational program. In
them by the first time, are occuring the classes, books, tables, banks, maps,
all signs of contemporary school. Assignment of rushdijjas was to educate
administrative cadre for local administration. Problem was that they were
rare(only 30 in bosnia and herzegovina) with small number of students,
mostly bosnian nationality, though they were provide for members of all
confessions. However, even low numbered, rushdijjas were presenting
considerable refresh in bosnian educational system in second half of 19th
century. In them, beside religious, were presented some secular articles.
Particular students are after this schools, extending education in medresses,
militarry schools, highschools, faculties in carigrad, and later in wienna.
One of the crucial questions, how in time of turkish administration
in bosnia, also later was lifting competent teaching cadre. Ottoman state
are tried to determine that problem by establishing of darul-muallimin,
secondary teaching school(1869), wich in beginning relatively had lowly
teaching program, but like idea had very important milestone in educating
contemporary teachers cadre. Austro-hungarian administration are later

launched establishing contemporary teachers school, based on modern
pedagogic principles, with purpose, as it accenting, to enable to bosnians
including in teachers class, according that „Christian teachers were coming
to bosnia and herzegovina from other regions, while for islamic teachers
that possibility wasn’t exist“, (mitar papic-schollar in osnia and erzegovina
in time of austro-hungarian occupation, 1878-1918).
For low, second and high level of education in turkish state
served medresses, wich in our regions, from coming of turcs, by
some informations, was over hundred. Some where very known like
kurshumlija(Sarajevo), Behram-begova(Tuzla), Elci ibrahim pashas
medresa(Travnik), Karadzozbegova in Mostar and others. Schooling in
medressas was lasting too long, what is indicating of unracional using
of time, absence of books and literature, weak material conditions, and
also fact that in most medressas education was lead by the one teacher
assisted by the older students. Therefrom in medressas was necessary to
carry out radical reforms, before all in process of education, better inside
organisation, bigger representing of basic-educational subjects, more
contemporary pedagogic access, shortly time of schooling, and others.
Though certainly reforms in muslim society will be launched in beginning
of 20th century, by respond of religious-educational surveys, intensively
reforms in muslim society will come to expression near after first world
war, when vill be introduced more secular acts, employed more teaching
cadre, incorporated some educational-pedagogic institutions, established
islamic shariathic-theological school in Sarajevo, and others.
From 18 medressas, how many survived the first world war, onli
Gazi Husrev Bey’s medressah was continued with work even after second
world war, and more like ostensible expression of religious freedom and
tolerance of new socio-political system, but religious needs of muslims. All
others are closed with remark that they are redundance and unneecessary.
That confirm the fact that medressas are after leaving of turcs, where not
sympathie to any regime, therefore, always where tendentions for closing
and eliminating them. Maybee that soulcarying attitude is best expressed
by the catholic archbishop Josip Stadler, who said:“ if there is no these
muslims medressas, we would easly converting muslims to the Christianity“
(Hikmet, 11/1930/31)
And beside all exposured, if objectively evaluated all fact wich
positively or negatively respond on developing, profilating and existing of
medressas, with right could be said that they are despite of imperfection,

wich folowing them trough the stormy period of bosnian history, they
where strong arm of religious, cultural, and national lifting of bosnian
muslims.
Institution of vakuf trough all this passed centuries, was basicly
economic hypothesis on wich based complete religious and cultural
education of bosnian muslims. Her respond is specialy in ending of 19th
and in beginning of 20th century after unifying vakuf and establishing of
central vakuf administration. Unfortunately, first world war and acts wich
folowed after that are made this administration on decentralised apparat,
who fewer and fewer successed to keep success vakuf continuity of passed
centuries, and increasing to be aim to himselve.
Though institution of vakuf continue to stay inevitable for total
religious and cultural progress of bosnian muslims, her part and dimension
are in acts after second world war (closing medressas and religious schools,
prosecution of islamic intelectuais, agrar reforms, expropriation of vakuf
assets...)was drasticaly restricted with havy consequences for complete
religious, cultural and economic life of bosnian muslims.
That what specially indicate religious-educational, cultural and
national identity of bosnian muslims at end of 19th and in beginning of
20th century is movement for religious-educational, and vakuf-mearif
independent.
Aware that annexion of Bosnia and Herzegovina is necessity, bosnians
more intensively are beginning to search for waves of their religious-
educational and vakufs-mearif authonomy. In situation when their
national identity is not well expressed, religious feel will be determinant
in their decade of political struggle wich in 1909 will result by statute of
religious-educational, and vakuf-mearif acts, wich is opened perspective
for bosniacs for their comprehensive religious-educational and cultural
advance.
Trough this movement bosnians are successfully specified themselves,
not just in religious-educational and cultural, but also in political meaning.
Beside institutions of vakuf s assembly, Ulema-medzlis, Reisul-ulema,
mufty and others, movement has produced bosnian political mission,
personified in muslims national organisation, what was great success of
bosnian representatives, supported by people wich for the first time after
leaving of Turkiya, successfuly stand on his own legs and moved his own
way.
Reform of primary and secondary islamic education, was naturally

consequence of religious-educational and vakufs-marifs movement. She
especially came to the expression trough the three religious-educational
surveys in wich associated eminent bosnian alims and intelectuals. First
two educational surveys, held directly after annexation of bosnia and
herzegovina, was reflecting all reality of bosnian spiritual and cultural
being. Rarely some bosnian dokument are giving so clear and characterly
picture of progressive powers and conservative tendency of bosnian
cultural scene in beginning of 20th century, how that testifying records
of mentioned surveys. While on one side are dynamic members of speedy
and comprehensive reforms of primary and secondary education, girls
education, establishing of university in Sarajevo, on the oder side are keen
protagonists of conservative ulema, who is weighted by old oppinions,
want to keep status quo for every price.
The fact that trough these surveys came to the expression, even
theoretical,very brave and constructive looks from one part of islamic ulema,
saying that under respond of new public reality came to comprehensive
adulty of bosnian cultural identity wich was seeking his place and respond
in new socio-political and cultural-educational environments.
High islamic education in Bosnia had his ascending path, but just
after first world war. True, Gazi Husrev Beys medresa, by some parameters
and opinions of some historians, just from her beginning has it’s high-
educational character. Her development was going identical with related
institutions of Ottoman period.
Arriving of Austro-Hungarians in Bosnia and Herzegovina, it is
promoted new educational system wich is showed more flexible and
superior regarding on former, ottoman. Attempt of Ulema-medzlis in
1930. year to promote Gazi Husrev Beys medresa in high-educational
institution, produced just particullar success, because personells and
other assumptions were inadequate for realisation of such idea. That will
happen, but with considerable delay, just in 1935. year with establishing
of high islamic sherijat-theological school in Sarajevo, wich is even beside
narrow program structure in regarding to projection of islamic religious
association and very short lifetime, has produced major results, how in
religious-educational also in cultural-scientific plan.
Establishing of high islamic sherijat-theological school in Sarajevo
saying that even Austro-Hungarian or Yugoslavian monarchy didn’t show
interest or will for establishing universities in Bosnia and Herzegovina.
Their interest were reduced on that young bosnians tie so more with their

cultural and political metropolis, while for Bosnia and Herzegovina is
destined role of cultural province.
Meantime, generaly looked, islamic pedagogic-educational,
cultural and vakuf s institutions are in marked period had important
and irreplaceable role in religious, cultural and national emancipation of
bosnians, wich are by responding of diferent circumstances had their raises
and falls, but they succeed to keep their religious, cultural and national
substance and take their place between nations and cultures of Europe.
Maybee that bosnian spirit is most imagery shown by our writer dr.
Safvet bey Basagic, in his doctors dissertation (Bosnians and Herzegovians
in Islamic literature) wich in 1910 year had defended in Wienna’s university
in wich he say:
„One people cannot lose the power and lordship, glory of his arms can
be raised, flag under he were fithing can become catch of enemy, his rights
and objectives canm convert into dead letters - shortly said, one people
can experience political, social and economic fiasko in his existence. All
that is temporary everything can be from today to tomorow, but however
there is something what is not passing, what cannot be just bare accident,
even most angry enemy to destroy, and that is intelect products what we
call literature. In that empire, not power, not accident, even needle of time
cannot outshine intelectual products of people, wich raised when he defeat
barbarism and ignorance. That triumph stay for ever because he is emanet
to the future generations and times...“.
We should add here also pedagogic-educational and cultural
institutions trough wich are manifesting that spirit wich made peoples and
intellectual products like Safvet bey Basagic, and manny others wich are
gave their immeasurable cultural and civilisational contribution.
