Summary
This publication, like the previous two published by the Institute of Sociology
in 2008 and 2009, is based on research on the region covered by the Association
of Municipalities of Orlicko, part of the borderland area. It could be said that it
directly follows from the first study of this region, which dealt with parti-
cipation and cooperation of the public, private, and non-profit sectors in local
development and the network of ties between institutional actors in the local
development of Orlicko. The central theme is social capital and the network of
ties between organisations or, what we call, institutional actors involved in the
development of tourism in the Pardubice Region.
The publication is divided into six chapters. The first, the Introduction,
summarises the social surveys carried out by the Institute of Sociology in this
region during the course of the project. The second chapter reflects on co-
operation and social capital as sociological concepts and how they relate to the
quantitative characteristics of the network of actors involved in development.
The third chapter explains why the research on one hand limited its focus to the
development of tourism and on the other expanded its scope from Orlicko to
take in all of the Pardubice Region.
The fourth chapter presents the analysis of a social network of actors. It
contains an analysis of relational and attributive data obtained from interviews
with important actors in the development of tourism in the Pardubice Region
conducted in 2010. From this analysis a hypothesis is formulated about the
considerable potential of a network and actors to cooperate on projects for the
development of tourism. This hypothesis about the existence and large amount
of social capital in the network of institutional actors involved in the
development of tourism in the Pardubice Region derives from the degree of
interconnectedness of the actors, the structure of their mutual ties, and the trust
they show each other in mutual cooperation and that they place in the process
of decision-making on supporting projects to advance tourism. The creation of
tourism zones in the Pardubice Region seems to have created the institutional
foundation for the development of cooperation and partnership between
organisations in all three sectors, the key position being assigned to the public
sector. As for specific organisations, the strongest position in the development
of tourism in the region is occupied by (in alphabetical order) the Eastern

Bohemia Destination Society, an organisation set up with the mission to
advance tourism that unites important organisations in this region, the Regional
Authorities of the Pardubice Region, and the Council of the Pardubice Region.
These institutions have extensive social capital invested in the development of
tourism in the region.
The fifth chapter focuses on the micro-region Králicko, which is the territory
at the heart of the Králický Sněžník Tourism Zone. Králicko is a very specific
area, not just within the Pardubice Region, but also within Orlicko.
The sixth and final chapter asks what will happen to tourism once support
from EU funds ends. The answer to this question draws on the opinions of
actors involved in the development of tourism in the region.
The study also includes an appendix showing future plans for Králicko as
envisioned by three citizens engaged in the micro-region’s development.
This study is the final outcome of work on the sociological part of the
research project ‘Developmental Interests in the Border Region (through the
Example of Orlicko)’, which ran from 2006 to 2011 and involved the parti-
cipation of the Institute of Geonics, Academy of Sciences of the Czech
Republic, which was also the coordinator of the project, the Institute of Contem-
porary History, Academy of Sciences of the Czech Republic, and the Institute
of Sociology, Academy of Sciences of the Czech Republic. This study
concludes the ‘Example of Orlicko’ part of the project.
