Cultural and political identity
in post-communist Romania
In this book I wish to integrate into a unitary perspective two
key concepts of the political science and political philosophy
whose comprehensive and explanatory potential is evidenced
both by theoretical incursions and through a creative description
of the most significant aspects of cultural and political identity in
post-communist Romania.
In order to present these phenomena in their relationship with
the global society in a theoretical framework, the first chapter (The
power of culture and the culture ofpower) deals extensively with
issues such as: “Readings of power and political culture”; “Identity
and individuality”; “Terminological and methodological issues”;
“Collective memory, identity and political creation”; The iden-
tity and the alterity: substantial realities or conventions?”; “The
individual ‘difference’ and the global ‘writing’”.
The second chapter (The political identity of postcommunist
Romania, from the the self-identification to the recognition) deals
with aspects regarding to: “National community and international
political society”; “Democratic consolidation and civic participation
in modem and contemporary Romania”; “Philosophical visions
of the Romanian national-political identity”; “The problem of
European identity and of Romanian integration in the European
Union“.
By researching these ideas, the paper shows that the political
identity is both a civic dimension of the identity of each individual
(even the one declared apolitical) and of the national-state. In the

“era” of globalization, political culture involves not only interro-
gations and reflections of citizens on political events, but also the
question of identity, for every political culture has an identity,
and this is related both to the topic of national character, and to
the cultural pluralism regarding differences between political
cultures based on heritage and affiliation, on the economic con-
dition but also on a spiritual dimension.
The junctions of the culture with individual identity such as
the connection between political culture and political identity
allow a pleading for cultural opening and identitary affirmation,
because the term “identity” is conveyed in the texts and contexts
of various disciplines, which gives it a plurisemantic character.
This plurisemantic character is visible, even in its capacity as
part of an expression: we talk about the “national identity”, “cultural
identity”, “ethnic identity”, “historical identity”, “social identity”,
“professional identity”, “subjective identity”, “individual/personal
identity”, “collective identity” and the examples could continue,
chosen from any area where identities are constructed, or where
they are discovered. All these formulas are elements of recognition
by judgments in identifying determinations of an individual’s or
the communities’ attributes, which not only threaten their onto-
logical status, but emphasize their uniqueness.
From an logical/ontological point of view, the notion of identity
is influenced by the philosophical tradition from Aristotle and his
followers, through the modernism of Leibniz, to reach the
Heideggerian phenomenology and hermeneutics, in which the
concept of “difference” plays a major role, privileging cultural
connotations, psychological and political implications of that
concept in postmodernism. Also, from the phenomenological
point of view, the narrative identity is configured using memory
as a “province of the imagination” (Ricoeur).
Beyond the traditional logical-ontological paradigm in
postmodernism, “identity” is a notion often used in different
theoretical contexts, emphasizing specificity and the difference
between someone/something inherent to an individual or a
community. However, some authors point out the conventional

character of the notion of “identity” and, we might say, implicitly
remark on its exploratory value and instrumental function of this
concept. For instance, although the discovery of the “other” phe-
nomenon dates back to the dawn of history and explains in a
certain way the difficulty of peaceful relations establishment bet-
ween different people, the theorizing of the concept of “otherness”
in a couple with the “identity” represents a specific postmodern
approach.
To illustrate this theoretical distinctions, in the second chapter
of this volume I refer to political identity of Romania after 1989.
In this regard, starting from the premise that European cultural
identity of Romania was not completely destroyed in the years
1946-1989, we can say that the transition from the communist
regime to the democratic regime is characterized by an attempt
to build an identity whose structure is based on the European va-
lues in the economic-political-social realm and also on a “Euro-
pean solidarity”. Theoretically, Romania has built in recent years
an “western” political identity which is characterized by political
pluralism, market economy, social participation, respect for di-
versity, free and fair competition, rule of law and the primacy of
human rights. On the other hand, if the political identity, the
social identity or economic identity can be a matter of “decision”
in a developed democratic state, cultural and historical identity are
substantial objectives assumptions of any identity construction.
In defining cultural and national identity we can find a number
of constants independently of the current political construction,
and, moreover, they are sometimes considered “non-European”.
Concerning the contemporary Romania, beyond the cultural
values indicating the permanence of a European spirit, the Euro-
pean Romanias identity involves the problem of Romanian’s po-
litical identity, as a Central-Eastern European state in transition
from socialism to capitalism, from totalitarianism to democracy.
We can say that transition from communist regime to the demo-
cratic regime meant a paradigm shift and this process was mani-
fested (at least at a declarative level) by adopting the Copenhagen
criteria involving the construction of a political identity based on

“compatibility” with “European values” (“rule of law, human rights
and respect for and protection of minorities”). In other words, the
recognition of an European political identity. But beyond these
formal issues, is European identity a collective or an individual
identity? Is it a cultural, political, civic, economic synthesis, or
simply fiction about a better world?
What can be seen from everyday experience is that cultural,
professional or political identity of each individual acquire a special
“meaning” in the context of globalization, regardless of ethnic or
national identity. In addition, collective European cultural identity
(now recognizable in EU documents in terms of citizenship) was
and remains both a personal identity of the most “humble” marginal
citizen of a European country, regardless of the current political
construction.
Assuming that the space (at least intentional) of democracy is
that where the citizen may exercise loyalty and participatory
skills, we find that Romania is not yet a democratic state, where
citizen acts of individual initiative or in groups, offer alterna-
tives, from a perspective in which reason and goodfaith underlie
economic, political and cultural state of which he belongs. Un-
derdevelopment of genuine civic culture, the persistance of pa-
triarchal or dependent culture and offensive of subculture, the ci-
tizen passivity, corruption, careerism, opportunism and selfishness,
amorality that privileges the circumstantially meaning of the
civic culture led to a widespread democratic deception. Regarding
the relationship between Romanian culture and political identity,
one can recognize that civic culture is a variable whose value
indicates the economic development and the high level of demo-
cratic institutions, the confidence and hope that decisions will
depend of citizens and it is relevant to the nature of political
system in which it manifests and to “basic personality” which
spreads. But the current economic and democratic crisis prove that
civic culture exercise is almost impossible not only in totalitarian
regimes.
On the other hand, in this decadent political situation, “citizens
comunity” and solitary individuals could find constructive solu-

tions for the achievement of a true democratic state, and in this
respect essentialist and constructivist visions of Romanian iden-
tity are complementary.
To give a concrete example, if the political identity, the social
identity or cultural identity can be a matter of “decision” in a de-
veloped democratic state, personal identity of the individual (both
in biological sense, civil or metaphysical meanings), ethnic-his-
torical identity are substantial objectives assumptions of any sub-
jective identity construction.
The relevance of the one’s essential identity data and the
chance to be “discovered” depending on how it is constructed,
into a convincing “story”, leads us to the conclusion that dis-
course on identity is essential — either by adopting common
conventions, or it invents its own conventions.
