Rezyme
Gjithsesi ka simbolike ne ate qe Ulqini u be pjese e
Perandorisg Osmane ne kulmin e fuqise se saj si ne shenjen e
Luanit. Sepse, pas gjallimit ne margjinat e historise gjate 150
vjeteve te sundimit venedikas, ne kete qytet me ardhjen e
osmanlinjve (ne vitin 1571) u vendos nje epoke e re perplot
energji, liderizem, por edhe ashpersi. Ishte kjo periudha mg e
çuditshme dhe me e bukur ne historine e tij, koha e arte e ketij
qyteti.
Ne Shtetin Osman Ulqini kaloi neper dy faza te cilat
perafersisht zgjaten njgsoj: e para, nga ardhja e pushtetit te ri
deri ng vitin 1720, dhe e dyta nga ky vit deri ng vitin
1878/1880. E para ishte nje vorbull e tmerrshme e pandgrprerg
e jetgs dhe e njergzve, ndgrsa e dyta koha e zhvillimit tg
gjithmbarshem.
Pozita gjeostrategjike, nevojat e Perandorisg, luftgrat e
Kandisg dhe e Moresg, pastaj kusaria, detaria,
anijendgrtimtaria dhe tregtia, nxorgn qytetargt e Ulqinit ng
sipgrfaqe tg historisg. Ng perpjesgtim me madhesine e vet ky
qytet pothuaj dy shekuj (XVIII dhe XIX) ishte ne mesin e
qendrave mg tg mgdha detare ng Mesdhe.
Ulqini jo vetgm qg e ndau me te, por edhe e krijoi
historing e Perandorise. Ky qytet i vogel shndriste ng cepin e
trupit te madh. Me flotgn e vet tg fuqishme dhe me kusaret e
patrembur, tg cilgt vepronin si fuqi gjysmg tg rregullta tg
Perandorisg, paraqiste shtyllgn e Mbretgrise Osmane ng
Adriatik.
Ulqini kishte pozitg tg veçantg ng kgtg mbretgri tg
fuqishme dhe multikulturore, gjg qg banorgve tg tij u mundesoi
ruajtjen e identitetit dhe formimin e bashkgsisg ng bazgn e tg
cilgs qgndrojng drejtgsia, solidariteti, toleranca, antiracizmi
dhe zhvillimi ekonomik. Kishte aty njergz me ngjyrg, tg cilgt,
edhe pse erdhgn si robgr, bgheshin sg shpejti njergz tg lire dhe
integroheshin tgrgsisht ng jetg.

Popullata me prejardhje te ndryshme — e vendosur ketu
nga kohet e lashta apo e ardhur gjate etapave - paraqet
shembullin e shkrirjes se shume elementeve ne nje bashkesi
unike. Fuqia shpirterore, menęuria dhe veprimtaria, fati dhe
ndjenjat e ulqinakeve, krijuan nje kulture specifike urbane tč
tipit dominues oriental-islam.
Qyteti ne kete periudhe tč gjate me shume se tre shekuj
shndriti dūke u bere magnet madje edhe per te vetequajturit
mesi, się ishte mbreti i fundit hebraik, Shabetaj Cvi. Mirepo,
nuk kishte ndonje fryrje, luks apo shkčlqim te rrejshčm.
Populli i dinte te drejtat dhe obligimet e veta. Te gjithč ishin
brenda atij sistemi dinamik dhe tč gjithč luanin ndonjč rol.
Prandaj edhe qyteti perparonte dhe rritej ne sheher te pasur.
Me rritjen e fuqise se popullatčs se tij dhe tč shkaqeve
shteterore, te procesit tč fuqishem te materializimit dhe tč
shpirtčzimit, Ulqini u be njčri nder aglomeratet urbane mč
interesante ne Adriatik, vendtakim i Lindjes dhe Perčndimit,
penetrim i frytshčm i civilizimeve dhe religjioneve te medha.

Summary
There is certainly symbolism attributed to the fact that
Ulqin had become a part of the Ottoman Empire at the height
of its power, in the month referring to the astrological sign of
Leo. After vegetating on the margins of history during 150
years long rule of the Venetian Republic, the town of Ulqin
entered a new era filled with energy, leadership but also
cruelty after the arrival of the Ottomans (1571). It was the
most amazing and beautiful period in its history, the golden
era of this town.
Under the rule of the Ottoman Empire, Ulqin had gone
through two almost equal time phases: the first phase included
the arrival of the new government until 1720; the second phase
lasted from 1720 until 1878/1880. The first phase was an
astonishing and continuous flow of life and people, the latter
was the time of universal development.
Citizens of Ulqin became important factors of history
due to the following reasons: geographical location of Ulqin,
needs of the Empire, the Candia and the Morea war,
privateering, maritime, shipbuilding and trade.
Proportional to its size, this town was among the
largest maritime centers in the Mediterranean for almost two
centuries (18th and 19th century).
Ulqin did not only share but also created the history of
the Empire. This small town shone on the edge of the large
empire. It stood as a pillar of the Ottoman Empire on the
Adriatic Sea with its powerful fleet and fearless privateers
who worked as half- regular forces of the Empire.
Ulqin had a special position in that powerful and
multicultural Empire which enabled its inhabitants to preserve
their identity and form a community underlined by justice,
solidarity, tolerance, anti-racism and economic development.

There were people of different races and cultures who
had been brought as slaves. Nevertheless, they would quickly
become free and fully integrated into the life of town.
The population of different backgrounds- settled here
centuries ago or migrated in phases- represents melting of
different elements into a unique community. Spiritual strength,
skills and work, destiny and feelings of the people of Ulqin
created specific urban culture dominated by Islamic-Oriental
type.
During this period that lasted more than three
centuries, this town has attracted even self-proclaimed messiah
like Jewish “last king” - Sabbatai Zevi.
However there was no pomp, luxury and false glory.
The people knew their rights and obligations. They were all a
part of this dynamic system and they all had a role in it.
Therefore, the town prospered and grew in a rich “seher”.
Through a growing strength of its citizens and state’s reasons,
powerful process of materialization and spiritualization, Ulqin
has become one of the most interesting urban agglomerations
in the Adriatic Sea, a place where East meets West, a fruitful
permeating of great civilizations and religions.
