SEEKING A NEW EUROPE
THE PROJECT OF KING GEORGE
The project of George of Podebrady, whose 550th anniversary we recently
commemorated, undoubtedly is one of the most well-known political
projects of Czech history of not among them even the most famous of
all. The grandiose vision of the new organization of Europe, which the
feverish diplomatic activity of the Bohemian king endeavoured to bring
to life soon after the middle of the 15th century, has often been labelled
as an anticipation of some of the top international institutions, which
only emerged roughly 500 years later - particularly the United Nations
Organization and the European Union. It has been traditionally associated
with the name of the sovereign, who vigorously, although in vain in the
end, attempted to realize it.
Despite the project bearing the name of the Bohemian sovereign, he
was not himself the originator of its central ideas, one of the leading royal
diplomats became that, a Frenchman of Italian origin Antonio Marini
from Grenoble. Marini served at the Prague court in the first half of the
1460s and his most famous contribution to Bohemian foreign policy of
that was precisely the mentioned project. We know with certainty that
he proposed it in 1461 and shortly afterwards elaborated it in an extra-
ordinary memorandum; to what extent he is also the author of its final
and peak redaction from 1463 is, however, only possible to speculate
on with the current state of our knowledge.
The proposal in itself joins several important motives, which moved
Europe in the 15th century, and reacted thus to the serious transformations
of European society then as well as the growing threat of Christian society
on the part of the Turks. Precisely the capture of Constantinople by the
Turks in 1453, hence a few years before the formulation of the project,
is understood by them as the memento, throwing the Christian world
onto a fatal crossroads of its development. The project attempts to find

effective tools to stop the imminent Islamization of Europe, which it sees
both in a vigorous defence and especially in the radical transformation
(i.e. redress and return to the original values) of Christianity itself. The
demand of reform is therefore again powerfully exposed here, ringing
increasingly in the innumerable challenges from the 15th century, con-
nection with an accent on repentance and with a call to establish peace
in all of Christianity. In logical connection to that, also the ideas of the
then subsiding great conciliar movement of the 15th century found a clear
use in the text.
However, what is crucial and truly exceptional in George’s project
is the proposal of a new organization of Europe. In it, the medieval con-
ceptions of rule by the two highest authorities over the Christian world
— the pope and emperor - were absolutely clearly abandoned and re-
placed with a vision of the cooperation of secular rulers, who would
jointly and collectively (possibly through their representatives) resolve all
of the important issues, particularly those which could threaten their
peaceful coexistence and cooperation. Several central bodies were to be
formed, of which attention is devoted mainly to three of them in the text
of the proposal — the council of the sovereigns, in which the rulers them-
selves would sit (consilium), a congress of the delegates of the member
countries (congregatio) and an international court (consistorium). The
most detailed is the explication of the form of the second of these in-
stitutions, the permanent congress of the delegates, who were to be seated
in it divided into individual nations (nationes), labelled with the titles
of Gallia, Germania and Italia, possibly also Hispania. The headquarters
of this convocation was to change after a five-year term and gradually
rotate in each of the nations to highlight the certain equality of the
participants in this way.
The submitted publication contains several thematic blocks, which
are further divided into a number of chapters. The introductory section
is the most focused on George’s project itself. The interpretation of George
of Podebrady and the Bohemian question in the international context
of 1436—1464 reminds of the complicated position of the Bohemian king

and the inevitability of his rupture with the pope, which later resulted
in George’s generously based diplomatic act with the aim of asserting the
mentioned project. The individual phases and particularly the actual
contents of the proposal are also analysed, as well as its motivation. It
legal-historical analysis comes to the conclusion that it was a legally
thought-out text, which moreover exceeded the legal culture of its time.
Another section is focused on peace, because it was a central concept
of George’s project. An analysis of the noun “peace” (“mier” and “pokoj”
in Old Czech) helps reveal the various levels of meaning in the late
medieval understanding of this term. Its period wealth is shown also by
an interpretation of its use in the works by John of Rokycany, the main
representative of the Utraquist church. The chapter on the landfryd
organization introduces us to the area of practical politics, trying to
achieve peace in Late Medieval Bohemia, which George of Podebrady
was closely connected in its early phase of its activity and some of its
elements can be found also in the project itself being examined here.
Also at the time of his reign, George was a politician who devoted
a significant part of his diplomacy to achieving peace, this time already
in an international context, and reconciliation of the Central European
rulers.
The last section is devoted to the wider European context of George’s
project and the Bohemian state in the 15th century. A comparison of
this project with the other crusader plans of the time reveals a number
of similarities and differences and indicated that from the perspective of
the crusader literature of the time it was a project of an anti-Turkish
organization, which exceeds the other plans with an uncommonly large
dose of the phraseology of holy war. Consideration of the Bohemian-
Polish neighbourhood at the end of the Middle Ages contributes to an
understanding of the importance of various contact and friction areas in
the confrontation of the two neighbouring, in some ways similar and in
some ways different state structures. In even greater breadth, the following
chapter follows the competition of conflict and integration tendencies,
which it discusses in the framework of all of Central-Eastern Europe.

At the end, there is also a view of the Europe-wide, particularly eccle-
siastical-political reflection of this continent and the European identity
at the end of the Middle Ages.
A component of the publication is also a Czech translation of the
text of George’s project and an edition of the so-called Journal of Squire
Jaroslav, the earliest Czech travelogue from the 15th century, which inter
alia provides a description of the diplomatic negotiations on this project
in France in 1464.
