Demands for development of authentic, autochthonous, original, national and whole humanitarian, all mankind (particularly in the last century) culture, should be understood as the need, cause and consequence of development and emancipation of human beings. But, while culture is still treated as the remains of the initial shackle of the chain, it will be difficult to find the adequate place for essential human emancipation. Aside from being fed and having a roof over head; aside from assuring its physical existence, culture should lead the continuity of individual, social and national advancement and development processes. Perhaps, in the beginning we learned that culture is the essence, the existence of mankind itself, it cannot become nor remain a superficial illustration or decoration. It cannot wait its own existential treatment until the country strengthens its economy. Waiting for better economic times does harm to culture, nation and human himself. Such an approach would favour disintegration and toughen even further general socio- cultural and economic antagonisms. Culture, without these visionary dimensions would have short lifespan, just like fashion. In this way, perhaps, could be concluded that new creation should have a basis and level of positive achievement of human sane tradition. As long as man is aware of the results achieved through his work, of his own life, of the composition, he remains devoted to his ultimate goal of fulfilling life needs, whether material or spiritual or both. His historical role; unlike the other world and beings who do not know of their history nor can they create it; focuses on movement of time and on the concept of determination of place (area). Even in the new cultural history, and newer, one can find elements of the most ancient past of mankind, which vouch for the revolt and contradictions surrounding him, and in continuity of its own creation. However, the opponents of the "suicidal" armament with nuclear, biological and chemical weapons, should not stop the awareness of government officials who finance devastating arsenals of cultures and life on earth, the only home known so far of the mankind within the universe surrounding us; because human society in more than few cases has known to seriously endanger its own vital interests and existence, exactly when it forgot its cultural artistic, national and human values. Is it not more human to devote "understanding" and learning from Homer's work, Trinitarian tragedy of Virgil, creative individuality of Tagora, N. Dardani, Shakespeare, Michelangelo, Da Vinci, Gazuli, Bogdani, De Rada, Tolstoy, of Mozart and Beethoven, Konica, Kodra, Fishta, Shkreli, Kadare, Rugova. It is good that culture is intertwined, while its specifics are structured in the fibres and specific sectors of economic and social development of a country, to create and built, brought forward and transmitted continuously on basis of authentic values, to support democracy as a factor and an important strategic resource as well as in the quality of the 379 HASAN ZEKAJ excellent representative of human, cultural and artistic values. The overall smart contemporary technical and technological development and the free choice, will revolution the conceptual project of life, nature, beings and of the ultimate human goal, therefore its new culture as well.
