EDUCATIONAL POLICIES AND SOCIAL RESPONSES
(Abstract)
The contributions of this volume propose three distinct topics,
followed in the varied shapes they took in the 19th-20th centuries:
women’s attraction in the school universe; the distribution of the
disciplinary tension that educators transmitted to children; the
utilization of school resources for the validation and spreading of a
suitable patriotic repertoire, especially on the occasion of the key-
moments in the construction of the national state. Each of them
deserves, by itself, at least one separate volume, so that all we can do
here is to sketch and give hints of possible further in-depth studies.
Contrary to popular opinions, school has not always been a
mandatory life stage for all children; girls, in particular, experienced
a sort of mistrust of the utility of public education and yet the latter
has become a feminine field par excellence. From exclusion or self-
exclusion to a generalized undertaking of continuing education and
of teaching carers, the trajectory was not a predictable one, being
conditioned by expectations from different social categories and
restrictive or encouraging interventions of the state. Several succeeding
generations passed from one pole of school options to the other, but
some of the landmarks of the feminine educational ideal have
crossed the centuries: a predilection for literary studies and huma-
nities; the favouring of domestic representations, those of a wife, a
mother and a housekeeper; the social capitalization of the graduation
diploma (including on the matrimonial market); the avoidance of
excessive, frontal implication in public life.

We then propose a passage from gender aspects, towards the
hideouts of the ages involved in the school trajectory. By some
incisions in the ideology and practices of the time, we can see how
was attempted an unnatural placement of children in the party and
state politics of a time; or, on the contrary, how the disciplinary
intentions of school involved, in a direct way, the parents, treated as
immature characters that had to be integrated, like their children, in
the world projected by the educators. The most common deviations
of the teaching messages did not occur in these visible, institu-
tionalized areas of education, but in the undisclosed space of each
individual, with unconfessed consequences most of the times.
Culpability, an instrument that teachers preferred, led to most varied
results, confirming the difficulty in principle of education: to fix and
evaluate behaviours correctly. In such situations, the child-adult
relationship eluded the little imaginative norms of school discourse,
reconfiguring even the relations between those who disputed the
power sphere of school.
Finally, we propose a return to a preferred topic of recent
historiography, that is civic and patriotic education transmitted by
means of public education. The topic is far from being exhausted, as
far as the specificity of some chronological or regional segments is
concerned, but also as for the manner of investigating the initiation
and development of dominant pedagogical commands. We chose a
regional historical intrigue (the union with Bessarabia), a case of
“massive” confiscation of the civil society in the offensive nationalist
discourse (Romanian Anti-Revisionist League) and a brief re-eva-
luation of the utility and utilizations of the (history) textbook, the
most popular school product.
The former proved to be a strongly tabooed topic, with multiple
strata of omissions and repressions of disturbing voices, dating from
different stages of last century’s Romanian historiography. This is
not the (undeniable) lack of information that is really problematic in
this case, but rather the unilateral and often rudimentary attitude the
historians show — which rendered more difficult our approach as
well. The few resources we had were insufficient to outline a

complicated and only apparently incoherent world, that no repressive
discourse could have ever erased from history for good.
The story of the Romanian Anti-Revisionist League was, in its
turn, marked by the brutal interdiction that put an end to its
existence, obscuring its posterity as well. But we know that during
the few years in the middle of the interwar decade, it was a remarkable
phenomenon. Expressing a wide civic consensus, it tested the force
of opinion-making actors in the period (newspapers, radio, cultural
or professional associations, sport clubs, commemoration organi-
zations, schools, etc.) and imposed duration symbols; we are
referring here to the fact that it provided with a national and unifying
dimension the celebration of the day of 1 December 1918, which
until then had been mainly cultivated in the Transylvanian political
environments, with an anti-centralist and localist message.
We end this series of investigations with a reflection upon
school textbooks; their origin and evolution in the Romanian area
fully illustrate the inertia of a baroque pedagogical ethos, which
fosters timelessness and transfers chronological succession into a
mere accumulation of information. We don’t put forward a lamen-
tation on the topic of their incompleteness, as this has become a
constant in the history of school textbooks as well. On the contrary,
we consider that an investigation of the way in which these school
books emerged and were used could provide explanations regarding
both their structural lacks, and the erroneous expectations that
accompanied their existence.
We admit that all the researches, slightly ironically placed
under the aegis of a patriotism in a showcase, started when a circular
discourse segment was perceived. School proposed the young people
a set of recommendable representations, attitudes and actions with a
view to expressing civic and patriotic devotion. They irradiated in
the adult public area, and returned from there, as validated models,
towards the teachers and the students. The successive strata of
stereotypes simplified and distorted discourse sequences that were
otherwise respectable ones, thus leading to reductionisms and
slogans of electoral campaigns that are of course present in the pages

of the school textbooks, in school discourses, in the programmes of the
national holidays or in some militant articles. This is a maybe too lucid
and elitist perspective, which should not omit the honest affective
implication of those who animate such actions - when they exist.
Essentially, the phenomenon is still present; we will leave it to
the readers to identify the school influences in current public life,
suggesting them a selective tolerance, as well as a plus of creativity
in proposing convincing alternatives.

Les sections de ce volume proposent trois sujets distincts,
présentés sous les divers aspects qu’ils ont connus pendant les XIX-XX
siècles: l’insertion des femmes dans l’univers scolaire; la distribution
des tensions disciplinaires transmises par les éducateurs aux enfants;
l’utilisation des ressources scolaires pour la validation et la
diffusion d’un répertoire patriotique convenable, surtout aux
alentours des moments-clé de la construction de l’État national.
Chacun d’eux mérite, en soi, au moins un volume séparé, mais, pour
le moment, nous nous limitons à esquisser quelques possibles lignes
d’approfondissement.
Contrairement aux opinions courantes, l’école n’a pas été
depuis toujours une étape de vie obligatoire pour tous les enfants; les
filles, surtout, ont ressenti l’effet d’une profonde méfiance de la
société quant’à l’utilité de l’éducation publique, bien que, plus tard,
l’enseignement soit devenu un domaine féminin par excellence. De
l’exclusion ou de l’auto-exclusion jusqu’à la réalisation de longues
études et d’une carrière didactique, le parcours n’a pas été prévisible,
étant conditionné par les attentes des diverses catégories sociales et
par les interventions restrictives ou stimulantes de l’État. Quelques
générations se sont succédées, en passant d’un pôle à l’autre des
options scolaires, mais certains repères de l’idéal éducationnel féminin
ont traversé les époques: la prédilection pour les études littéraires et
humanistes; le ménagement des représentations domestiques, d’épouse,
mère et femme au foyer; la valorisation sociale du diplôme attestant

la fin des études (y compris sur le marché matrimonial); l’hésitation
de s’impliquer trop et directement, dans la vie publique.
Nous proposons de passer des aspects de genre vers les carac-
téristiques des âges impliqués dans le parcours scolaire. En opérant
quelques « incisions » dans l’idéologie et les pratiques de l’époque,
on peut observer la manière artificielle dont on a essayé de placer les
enfants dans la politique de parti et d’Etat du temps; ou bien, au
contraire, la manière dont les intentions disciplinaires de l’école ont
impliqué directement les parents, traités comme des personnages
immatures, qui devaient être intégrés, tout comme leurs enfants, dans
le monde projeté par les éducateurs. Pourtant les plus fréquentes
déviations des messages didactiques ne se sont pas produites dans
ces zones visibles, institutionnalisées, de l’éducation, mais dans
l’espace confidentiel de chaque individu, avec des conséquences qui,
d’habitude, restent inconnues. La culpabilisation, instrument préféré
des maîtres d’école, a donné des résultats des plus variés, confirmant
la difficulté de principe de l’éducation: la formation et l’estimation
correcte des comportements. Dans de telles situations, la relation
enfant-adulte a éludé les normes privées d’imagination du discours
scolaire, en reconfigurant y compris les rapports entre ceux qui se
disputaient les champ du pouvoir, l’autorité de l’école.
A la fin, nous nous proposons de revenir à un thème préféré de
l’historiographie récente, celui de l’éducation civique et patriotique
transmises par l’intermédiaire de l’enseignement public. Nous
sommes loin d’avoir épuisé ce sujet, tant en ce qui concerne le
spécifique de certaines séquences chronologiques ou des découpages
régionaux, que la manière d’investigation de l’initiation et du
déroulement des commandes pédagogiques dominantes. Nous avons
choisi une intrigue historique régionale (l’union de la Bessarabie à la
Roumanie), un cas de « confiscation » massive de la société civile
par le discours nationaliste offensif (la Ligue Antirévisionniste
Roumaine), et une succincte réévaluation de l’utilité et des utili-
sateurs du manuel (d’histoire), le plus populaire produit scolaire.
On a constaté que le premier sujet est fortement tabouisé, à
multiples niveaux d’omissions et de répressions des voix

dérangeantes, datant de diverses étapes de l’historiographie roumaine
du dernier siècle. Ce n’est pas le déficit d’information (indiscutable)
qui pose vraiment des problèmes dans ce cas, c’est plutôt l’attitude
unilatérale et souvent rudimentaire des historiens — ce qui a rendu
plus difficile notre démarche aussi. Le peu de ressources que nous
avons eues à la disposition ont été toutefois suffisantes pour laisser
entrevoir un monde compliqué, seulement apparemment incohérent,
qu’aucun discours répressif n’a plus effacer complètement de
l’histoire.
L’existence de la Ligue Antirévisionniste Roumaine a été à son
tour marquée de l’interdiction brutale qui l’a supprimée, en occultant
ainsi sa postérité. Pourtant nous savons que, pendant quelques
années, à la moitié de la dernière décennie de l’entre-deux-guerres, elle
a été un phénomène remarquable. Exprimant un large consensus
civique, elle a prouvé la force des agents d’opinion de l’époque (presse,
radio, associations culturelles ou professionnelles, clubs sportifs,
organisations commémoratives, école etc.) et a imposé des symboles de
durée; nous précisons que c’est elle qui a donné une dimension
nationale et unificatrice à la célébration du jour du 1er décembre
1918, cultivé jusqu’alors avec prédilection dans les milieux politiques
transylvains, ayant un message anti-centraliste et régionaliste.
Nous achevons cette série d’investigations avec une réflexion
sur les manuels scolaires; leur origine et évolution dans l’espace
roumain illustre pleinement les inerties d’un ethos pédagogique
baroque, qui cultive l’atemporalité et transforme la succession
chronologique dans une simple accumulation d’information. Nous ne
proposons pas une autre lamentation à l’égard de leur imperfection,
parce que cela est devenue une constante dans l’histoire des manuels.
Au contraire, nous trouvons que l’étude de la parution et de l’emploi
de ces livres scolaires peut offrir des explications tant en ce qui
concerne leurs déficiences structurales, que les attentes erronées qui
ont accompagné souvent leur existence.
Nous admettons que toutes les recherches, rangées de manière
légèrement ironique sous le sigle du patriotisme de vitrine, ont à la
base l’observation d’un registre de discours circulaire. L’école a

proposé aux jeunes gens une série de représentations, attitudes et
actions recommandables pour l’expression du dévouement civique et
patriotique. Celles-ci ont rayonné dans l’espace du public adulte,
d’où elles sont revenues, en tant que modèles validées, vers les
enseignants et leurs élèves. Les niveaux successifs de stéréotypi-
sations ont simplifié et dénaturé les séquences de discours, d’ailleurs
respectables, menant à des réductionnismes et slogans de campagne
électorale, parsemés naturellement dans les pages des manuels, dans
les discours scolaires, les programmes des fêtes nationales ou les
articles de propagande. C’est une perspective peut-être trop lucide et
élitiste, qui ne devrait pas omettre l’honnêteté de l’implication
affective de ceux qui animent de telles manifestations — quand elles
ont lieu.
En essence, le phénomène est encore présent; nous laissons aux
lecteurs cet exercice, d’identification des dimensions scolaires de la
vie publique actuelle, en leur suggérant une tolérance sélective mais
aussi un plus de créativité dans la proposition des alternatives
convaincantes.
