Introduction The volume gathers my texts from 2010-14 that focus mainly on the situation of the Silesians in today’s Poland. This situation is characterized mainly by the systematic discrimination ofthis nation or ethnic group, which according to the Polish censuses of2002 and 2011 amounts to the country’s largest national minority. The Polish state administration, in blatant breach of its international obliga tions and its own Constitution, denies the Silesians the democratic right of assembly and even a modicum of minority rights. It appears that such a treatment meted out to the Silesians does not become Poland that prides itself on its tradition of confessional (and ethnic) tolerance that bloomed in Poland-Lithuania during the 16th and 17th centuries. It was long ago. Although the present-day Polish Constitution obliges the Polish state to emulate the best examples from the times of Poland-Lithuania, this one of embracing minorities and their var iegated cultural traditions, nowadays, is shunned quite meticulously by Poland’s politicians, administration and judiciary. The approach stands at a variance with Warsaw’s proactive measures (amounting to undue external pressure) in coaxing Lithuania to grant a more extensive repertory of rights to its Polish minority than the Polish state is ready to extend to its own German minority. Not only does Poland decline to recognize the Silesians as an ethnic group or a national minority, but also delegalizes any Silesian national organizations as quickly as they are established, and flatly refuses any discussion on federalization
or autonomy for Upper Silesia. Having been faced with this unwelcoming aspect of postcommunist Poland during the last quarter of a century, recently, Silesian activists have focused on standardizing the Silesian lan guage. Warsaw claimed being unable to recognize this language, due to the lack of any standardization. However, the state administration’s stance has not changed after the 2009 codification of Silesian spelling and grammar. Hence, the successive generations of Silesians entering schools in their homeland of Upper Silesia con- 5
tinue to be ridiculed for ‘speaking funny or corrupted Polish,’ and have no chance to practice writing in their own Silesian language, let alone read books published in this language. The last three texts that conclude this volume roam outside Upper Silesia. One comments on the phantom pains suffered by the Polish body politic, pains felt where Jews and Poles ofJewish origin (all of them citizens of Poland) were by force extracted from Polishdom during the Holocaust and in the 1968 ethnic cleansing. Otherwise, I also touch on the mystery of why the three million Poles who after 2004 left for other EU states do not return to Po land, and focus on the not yet discussed danger of disenfranchise ment that may be caused by the potential independence of Scotland. In the latter case I feel obliged to comment, as I made Scot land my family’s new home after I had to leave Upper Silesia, due to systematic persecution suffered in Poland. Persecution that included an arbitrary censorship ban on a book of mine in the Polish National Library (Biblioteka Narodowa) in Warsaw, and denigration of my person and research by Opole University (Uniwersytet Opolski) and the Self-Governmental Regional Authority {UrządMarszałkowski) in Opole. These actions, in which the institutions mentioned above also involved several newspapers, amounted to a sustained cam paign of character assassination. It was a typical method with the use ofwhich numerous Jews and Poles ofJewish origin were hounded out from Poland in 1968, and many German minority activists in the late 1980s. Hopefully, the aforementioned
stains on the mostly sterling record of Poland’s post-1989 democracy have already been or soon will be consigned to the past. It will be for the good of the Silesians, Poland and Europe. Democracy is a never-ending project, always in progress, aiming at an improved degree of equality and justice for individuals and their groups.
