of Union of Poles in Germany
National minorities in Germany during the interwar period
Summary
Year 2013 marked the 90th anniversary of foundation of the 1st District of Union of
Poles in Germany. On this occasion ten scientists decided to present the outcomes of
their research on national minorities living in Germany during the inter war period.
Marek Masnyk, 1st District of Union of Poles in Germany as an organizer of Polish national
life in Opole district (a few anniversary remarks). The history of 1st District of Union of Poles
in Germany, its achievements and the fates of its leaders are not among the most widely
presented issues in Polish historiography. In Silesia, however, it still remains a lively
topic. In Upper Silesia the issues connected with its ethnicity - location on Polish - Ger-
man borderland, remain unaddressed. Historian s work here is of a particularly subtle
nature his task being to save a memory of people and events united under the Rodlo em-
blem. Looking from the perspective of the 90 s, we examine closely the achievements
and the position of Silesia District of Union of Poles in Germany not only in the context
of Polish national movement in Germany and Poles living in Germany during the inter-
war period but more broadly - in the context of the creation and socio-economic pro-
cesses defining the formation of the state and its nation. Historians duty and obligation
is to register the history of Union of Poles in Germany making it a valuable page of
Polish history remembered and celebrated by future generations.
Jaroslav Vaculik, Czechs in Germany from the 17th century to the 20th century. Czech
emigration to Germany can be divided into three main stages. The first consisted of
religious emigration by exiles after the Battle of White Mountain which lasted until the
Silesian Wars in the middle of the eighteenth century. Socio-economic emigration was
typical of the second half of the nineteenth century and the beginning of the twentieth
century, and was followed by political emigration in 1948. The Czech autochthonies that
passed to Germany after 1742 should also not be neglected - the Czechs in Klodzko in
what was known as the Czech Comer around Kudowa and the Moravians in Glubczyce
and Raciborz in Upper Silesia. Socio-economic emigrants to Germany in the second half
of the nineteenth century headed largely to areas in which modem industry was de-
veloping - to Berlin in the eighteen sixties and to the emerging large industrial centre in
the Ruhr coalfield in the eighteen seventies. The journal Nase Zahranici (The Czechs
Abroad) estimated a figure of sixty-seven thousand people of Czech and Slovak na-

tionality at the beginning of the nineteen twenties, of which the largest numbers were in
the Czechoslovak consular districts of Leipzig (18,150), Dortmund (12,500), Berlin (9,450)
and Dresden (9,000). The Czech autochthonies in the Klodzko, Raciborz and Glubczyce
areas belonged to the Vratislav consulate (4,500 people), while the industrial agglomera-
tions of the Rhineland - Westphalia (the Dortmund consulate), Berlin and Leipzig re-
ceived large numbers of economic immigrants from the second half of the nineteenth
century onwards. At the beginning of the nineteen twenties, there were thousands of
Czech miners, textile workers, tailors, business representatives, and construction and in-
dustry workers in Germany. They settled in compact areas in individual localities.
Dozens of Czech associations and schools in which the Czech language and songs and
Czechoslovak history and geography were taught acted as buttresses against assimila-
tion. The decline in the work of these associations and a reduction in Czech schools in
the interwar period were the result of a new direction of Czech emigration to France and
partial re-emigration following the First World War. The second generation of emigrants
attended German schools and grew up in a German environment, while the third gen-
eration spoke nothing but German.
Piotr Palys. Sorbian national movement in years 1918-1939. Germany s defeat in the First
World War and the riots that took place afterwards had its impact on Lusatia. In 1918 the
Sorbian National Committee was formed. During the peace conference its leaders raised
a question of national emancipation. Their endeavors, however successful, were enough
to fuel nationalistic ambitions that led to the creation of numerous political, economic
and cultural institutions. Sorbian People s Party was formed, national organization - Do-
movina was reactivated, Sorbian People s Board was brought to live, the divisions of
Czech Sokol organization were set up, and Sorbian People s Bank was opened. After the
Nazis came to power in Germany key Sorbian leaders were threatened with repressions.
In order to stand against it, they started to organize conspiracy movement in cooperation
with Polish military intelligence.
Edmund Pjech, The situation of Sorbs, Poles, Dunes and Northern Frisians in the Weimar
Republic (1918-1933). After the First World War the remaining ethnic groups in Ger-
many, with the exception of the Polish and Danish minorities, were declared to be re-
mnant ethnic groups , irrespective of their self-definition, their demographic strength
and their degree of self-organisation, whose foreignness in their language and customs
was regarded as a hangover of history. In the course of this history they (that is the
Sorbs and the Friesians) were said to have largely adjusted to their environment, which
was German speaking and culturally German. According to this logic the cultivation of
these foreign languages and cultures only made sense if it helped to preserve regional
particularities, and at the same time contributed to political and social harmony at local
level. Over and above that, a discussion about the politics and psychology of language
was being conducted in Germany. The so-called minor languages in particular were
presented as a hindrance to the process of attaining an education. Only the standard lan-
guages were given the status of high culture and therefore awarded educational value.
Only the Polish and Danish minorities, which had a mother nation, received significant
support for their schools. State-run and private schools were founded in which teaching
in a number of subjects could be conducted in Danish or Polish. These concessions also
came about because German minorities had settled on Polish and Danish state territory,
for which minority schools were founded as well. After the passing of several decrees on
language provision the ethnic groups without a mother nation (North Friesians and
Sorbs) were only granted the possibility of limited language support . This amounted to

one to three hours a week of supplementary classes in the mother tongue. In addition
Sorbian children attended religious or confirmation classes in Sorbian in many areas.
Bernard Linek, Together or separately? Upper Silesian Polish minority s educational di-
lemma in years 1922-1939. The paper aims to answer the question of how was Polish mi-
nority education system in Upper Silesia province formed. What primarily was estab-
lished as state-funded minority educational system later became private schools for
Polish children. The paper focuses on the period of 1922-1923 when all of the most im-
portant decisions on the subject were made. At the beginning it describes the rules that
governed minority education in Upper Silesia established shortly after the plebiscite. The
rules stemmed from Geneva Convention and were quite liberal meaning the decision to
participate was dependant on the parents will. In its main part the article focuses on the
reasoning behind the decision to organize public minority education which was taken
between 1922-1923. This decision was influenced by the authorities based in Warsaw
which were against any mutual licensing in Silesian Voivodeship, even despite the sug-
gestions of local politicians (Adam Napieralski). As a consequence the decision was
made to organize Polish public schools which, for different reasons, did not answered
the needs of Polish minority and were shut down not long after. The final part of the ar-
ticle analyzes the impact this decision had on educational system and Polish minority,
and describes German political attitude towards the problem.
Petr Kaleta, Polish topics in the Sorbian interwar journal Serbski Student . The Sorbian
journal Serbski student (published during the years 1917-1937) is an important source of
information of the student life of the Sorbs during the interwar period. Like in the jour-
nal Luzica, topics from other Slavic areas also appeared in the journal, including Polish
issues, which were, however, rather marginal. It was the Sorbian painter and writer
Mercin Nowak-Njechorhski, the journal s editor-in-chief in 1926-1929, who contributed
to the popularization of Poland in the Sorbian context. Of the greatest value are his in-
vestigative stories written in installments Z polskimi harcerjemi w Polesnych blotach
(1926-1927) and Pucowahske dny w Pruskich Mazurach, in which he demonstrated extraor-
dinary observational talent for the perception of problems related to ethnicity. Anton
Nawka, the journal s main editor in 1933-1934, then continued in Nowak-Njechornski s
work with his Poland-related contributions.
Adriartna Dawid, Excerpts from local news published in Nowiny Codzienne (1932-1939).
Nowiny Codzienne published in Opole in the years 1911-1939 was a press institution
of Union of Poles in Germany. Beside articles and press coverages, one of the newspa-
per s elements was local chronicle, consisting of short, concise reports from Opole Sile-
sia. Reading experience of chronicle is incredibly interesting, because it contains infor-
mation about daily life of inhabitants of that time. The chronicle is dominated by
accidents reports, descriptions of unusual circumstances of death, suicides, homicides,
captured harlots or pedophiles. Great deal of mentions concern stealing and cheating.
Reading the chronicle we learning about phenomena and social problems of that time
and judicature efficiency as well. This is because information about punishments for
criminals were also printed in the chronicle. Intention of the chronicle was not only to in-
form reader, but to be a caution for him. It was also one of the more interesting and
colorful part of Nowiny Codzienne .
Krzysztof Stecki, Poles and Polish issues in Opole s Gesapo archives.Today there is little
evidence left of investigational work of Secret State Police of Nazi Germany - Gestapo.
The operation of its agency in Opole is of a special interest because of socio-national
characteristic of the region. Changes in its structure have already been closely examined,

however still very little is known of its daily operation as most of the documents were
destroyed during the fire in its headquarters. Having that in mind, the register of cases
investigated by the division in Opole seems to be a very valuable and unique source. Its
primary size is not known, nevertheless until today there are 11 thousands index cards
survived. They contain names of Polish activists and people anyhow connected with
Polish organizations and Polish national movement in Silesia. Additionally, the register
contains information on different Polish organizations that were active in German part
of Silesia - starting with Union of Poles in Germany, through education, economic,
sport, church and other organizations. It also contains descriptions of different towns ac-
cordingly to its citizens7 level of appreciation for Polish cause along with the list of or-
ganizations that were active in the given town. The register currently remains a part of
collection of Polish State Archives in Opole.
Janusz Oszytko, Jewish registers Central-Verein deutscher Staatsbiirger jiidischen Glau-
bens and Verband der polnischen Juden77 as a foundation for the debate on history of Polish
Jews in Opole District. The problem of national minorities (Polish and Jewish) living in
Opole District in years 1933-1945 proved to be a real challenge for nationalistic and so-
cialistic authorities of Third Reich. The activity of minority groups was put under the
scrutiny of totalitarian German police forces (Gestapo and others) which for its own pur-
pose gathered information on individuals posing real, or imaginary, threat for the state.
The author briefly describes the saved records of Polish and German Jews which are cur-
rently kept in State Archives in Opole in the department of Opole Gestapo archives, and
compares them with other German files.
Maciej Borkowski, Before the extermination. Jews in Opole in years 1933-1938. In his ex-
cerpt the author describes how the Jewish community operated in Opole in the face of
escalation of Aryanization processes in Germany. The events of the night of 9th Novem-
ber 1938, remembered as the Night of Broken Glass, marked the end of seemingly nor-
mal existence of Jews in Opole.
