Summary
The First World War ended in 1918 and it was exactly at that point when Euro-
pe had to recover from the bloodiest conflict in its history. More than ten million
men were killed on the battlefields. The old European order collapsed; the outco-
me of the rivalry between the war participants marked the beginning of a new era.
Czechoslovakia, a new state whose final borders were confirmed by the peace trea-
ties concluded at Versailles, Saint-Germain-en-Laye and Trianon, was endowed by
a difficult part of its predecessor s heritage - the diverse ethnic composition of its
population, which meant many serious problems for the existence of the country.
While historians rate the 1920s, especially their latter half, as a relatively quiet
and calm period based on political stability and supported by economic growth,
the late 1920s and early 1930s proved crucial and turned out to be a fateful turning
point. It was especially the onset of the Great Depression and the rise to power of
Adolf Hitler in Germany in January 1933 which stared to influence the attitude of
the largest minority in the so-called First Czechoslovak Republic.
Great Britain, as one of the victorious states of the Great War and (yet still)
a global empire, was interested in continental affairs only to a certain extent. In
addition, British-Czechoslovak relations were free of major discrepancies in the
1920s. However, as a result of the onset of the economic crisis and the increasin-
gly aggressive policies of Nazi Germany, combined with reports coming from the
British Envoy to Prague Joseph Addison (who arrived in Czechoslovakia in 1930),
the view of London on minority issues, or on the issue of the German minority in
Czechoslovakia to be more precise, began to change gradually.
If the years 1933 and 1934 occupied the staff of the British Legation in Pra-
gue only with local matters, such as press campaigns between Czechoslovakia and
Germany or the so-called university insignia scandal, 1935 proved to be an impor-
tant turning point in many ways. The victory of the Sudeten German Party in the
elections influenced both the British diplomats in Prague and London at the ex-
pense of the position of the Czechoslovak government. At the same time, the Fo-
reign Office began to understand the ethnic strife in the Czechoslovak Republic in
the broader context of the development of Central Europe as a whole, which in the

foreign policy axiom - an agreement with Berlin - implied increased interest on
the part of London in Central European affairs and in nationalities policies of the
Czechoslovak government. With this in mind and based on the reports from the
British Legation in Prague, leading representatives of the Foreign Office reached
the conclusion that an agreement between the Sudeten Germans and the Czecho-
slovak Cabinet is the key to solving the Czech-German dispute.
A year later, a significant shift of the perception of the Sudeten German pro-
blem both on the part of the British Legation in Prague and the Foreign Offi-
ce itself prevailed - from the need to find a consensus with the German minori-
ty as a whole to put pressure on Prague to conclude an agreement with the Sude-
ten German Party. In the following year, this idea became the main and indeed the
only option for Czech-German relations in Czechoslovakia of which the British
political elite were willing and in fact able to think. At the end of 1938 there could
no longer be any doubt that London basically formulated its position on the ongo-
ing negotiations between the Czechoslovak government and the Sudeten German
Party. Consequently, London understood concessions on the part of Prague in the
form of the eight Carlsbad requirements as the conditio sine qua non for preser-
ving peaceful coexistence in Central Europe.
