SUMMARY
The Formation of Estonian National Military Units of the Red Army
and the Participation in the Operation of Velikiye Luki 1942-1943
In the war broken out between Nazi Germany and the Soviet Union
in the summer 1941, occupied Estonian population also suffered big
human losses. Retreating from the rapidly attacking German military
forces the Red Army used “burnt land tactics”, evacuating into the rear
all kinds of material values and destroying everything what was impos-
sible to take along. The Red Army carried out the mobilization in Esto-
nia at the end of July in 1941, although most of the population was
against the soviet system.
In the fear of repressions or from the sense of duty about 50 000 men
came to mobilization points when they were called up for military serv-
ice. Numerous mobilized men ran off from the echelons and because of
the attacks of German aircraft only 32 187 men reached the Soviet rear.
The Soviet leaders did not trust in the Estonians because of their
negative attitude towards the communist system. Therefore mobilized
men were sent instead of the military service in the Red Army to work
battalions. From 33 000 men one third or 10 000 - 11 000 men per-
ished in these battalions because of very hard conditions (hard physical
work, almost no medical aid, poor food and clothing).
The Soviet history reveals that Estonian Communist Party leaders
showed initiative to form Estonian national military units of the Red
Army. They had made a written statement to J. V. Stalin to send Esto-
nians from the work battalions to the national military units. It is still
rather little credible that the Estonian Communist Party leaders pro-
ceeded from humane considerations and probably they did not have
enough influence on the Red Army and the Soviet Union leaders to

make them pass positive judgement on the given question. As other
(Latvians, Lithuanians, Poles) national military units were also formed
in the Red Army, it may be considered that the initiative to form Esto-
nian national military units still came from “higher” and their forma-
tion was only one part of the Red Army’s general plan to form national
units.
The decision of the Defence Committee of the Soviet Union to form
Estonian national rifle division was adopted on 18 December 1941, and
the 7th Estonian Rifle Division as the first Estonian national military
unit of the Red Army was formed at the beginning of January 1942 in
Sverdlovsk territory. On 10 February 1942, the forming of the 249th
Estonian Rifle Division started in Chelyabinsk territory and soon a per-
misson to form the 1st Estonian Single Reserve Rifle Regiment in Sver-
dlovsk territory was obtained.
The formation of Estonian national military units went painfully, the
men who arrived from work battalions to military camps were exhausted
and the death rate in military units continued as providing with food,
equipment and medical aid were again problematic. The shortage of
experienced officers and training arms made military training more dif-
ficult. For that reason the commanders were promoted although they
did not have adequate skills and abilities. Wooden models of rifles or
simply birch boles were used at drill - it complicated the training in
Estonian military units.
At first the Estonian national military units were given ordinary time
for training - 1-1.5 months, but practically the training period lasted
6-7 months in Estonian rifle divisions and several commissions visited
the units during that period. Probably the Red Army leaders still did not
trust Estonian national military units and the extending of the training
gave the special departments of military forces more time to find out the
men who were anti-soviet in their mood and send them to reserve rifle
regiment or prison camps.
After long formation and training period the Estonian rifle divi-
sions assembled in Moscow territory in August-September 1942 and
on 25 September 1942 the Defence Peoples Commissariat issued out
the directions for forming the 8th Estonian Rifle Corps. The corps was

formed as applying Estonian rifle divisions in certain front lines raised
divisions battle effectiveness. It was also easier to solve problems con-
nected with training, supplying, reserves etc when the divisions were
acting together.
Unfortunately the newly formed 8th Estonian Rifle Corps’ fate
turned out to be tragic as the army formation was directed to attack the
surrended German garnison in Velikiye Luki in severe winter weather
in December 1942. Despite the exhausting march the 7th Estonian Rifle
Division was sent into battle in the internal front at once. The 249th
Estonian Rifle Division was located in the external front into the second
echelon and was brought to the internal front after battle at Alekseikovo
village where numerous Estonians let themselves be captured by the
Germans.
Velikiye Luki operations lasted till 20 January 1943. For that time
one half of the staff of the 8th Estonian Rifle Corps had fallen out of the
rank, included the slightly wounded 75 % of the army formation staff
was injured.
This tremendous loss was tried to motivate by insufficient training.
As a matter of fact the training period of Estonian national military
units had lasted unusually long in war conditions and the level of the
corps’ fighters’ military skills was sufficiently high. The reasons of loss
are really directing mistakes of commanders, hurriedly and therefore not
properly prepared attacks, weak reconnaissance, insufficiently organ-
ized collaboration work between military units and general shortage of
armament and technics.
