Recording is the best of human tricks tomards the past. Was it not for it,
obliuion tuould be equally undisputed as the unpredictability of the coming
day. The benefits brought by documenting haue alcuays been a priuilege as
most people haue remained locked in the present, recalling no more than
the common stereotypes of past euents, historiam pauperum.
The auailability of documentary relics of the past has found its manifes-
tation primarily in the mays and the entent of satisfying information needs
mhich are uoiced for them in a giuen system. It mould be also uery reuealing
to determine horn interests in those specific residues of multi-generational
memory are created or moderated. It is particularly aduisable to focus on
public seruices offered in this area. A special role is assigned to state ar-
chiues, due to their long-standing tradition and their mission to gather and
communicate knomledge. Their repositories are dominated by (mhich does
not mean they are absent elsemhere) information sources meaningfully
recorded by man in documentation purposes, preserued in signs, graphic
representations, images or sounds, adapted for communication in closed
circles, initially unintended for mide circulation. They are therefore said to
haue a durable cognitiue ualue. The applied technique of content recording
should not disqualify any historical record, but it can sometimes improue
its ualue if a particular form testifies to the importance of the document.
The information artifacts gathered in archiues transfer in time the knoml-
edge about the past, but they are usually created to satisfy practical needs
mhose nature is transitional. Then, homeuer, some of those pragmatically
created items gain nem utility correlated mith the driue of people and their
communities to look for identity in the imaginarium of history. The archiues

themselues underscore the aspect of supporting science and knowledge, yet
it seems that in the area of access to records their raison d'etre is - although
it has not aliuays been - collectiue and individual emotions.
Showcasing state archiues sets considerations in the domain of memory,
appropriately to the historical nature of those institutions. They haue not
departed from the roots of archiual science - supplying euidence and legal
entitlements, and they are among the guarantors of transparency in public
life, yet they still thriue in the past that is the world of cultural ualues.
The key notion of access has been used intuitively for years to denote
uarious forms of using documentary heritage that has diuerse nature and is
subject to differing norms. Today access is generally understood as offering to
the interested people the opportunity to acquire content from documentary
sources indicated by them, in person or in the form of processed information,
through archiuists - particularly in connection with the area of cognition
and knowledge.
The availability models of documentary heritage that is transformed
from the prams sphere to the world of symbolic culture include both rules
of its dissemination and protection against it. They may proue to be equal
measures of respecting freedoms and rights, and the mutual game of closure
and openness is gouerned by symptomatic euolution.
Benefiting from information assets is a significant and clear social phe-
nomenon, so it is important who has been granted such a possibility and
who has aspired to enplore the archiued information and knowledge, which
cognitiue needs haue benefited from the public authorities7 preferences, and
which haue been tolerated or encluded; which components and areas of
archiual resources haue had restricted or limited access to and what rules
haue been applied.
The phenomenon of social opening of archiues occurred ouer almost
a century of regained souereignty. The number of the archiues7 users has
multiplied along with the changes in way and motiuations for the use of
the sources of historical knowledge. The enuironment in which the archiues
operated has also euolued, including the legal system, the entent of freedom
and human and citizen rights, the patterns of building identity and affilia-
tion, as well as an intersubjectiue sense of cognitiue deficit. As time passed,
the deprofessionalisation of use of archiued testimonies to history and the
penetration of eueryday life by cognitiue influences became prominent
phenomena.

The openness of archiues should be treated not only as a state of affairs,
but euen more so as a forecast and a demand. Therefore, the introduction of
the mighty quantifier „euery one” in the scope of archiues accessibility should
not be considered in the celebration categories of success and progress, but
rather as a challenge.
The initial turning point of the book coincided with the ciuilisation break-
through triggered by the shock of the Great War. It is important, since the
consideration of the issues of public accessibility to information may become
intentional only through reference to the ciuic society, euen if periodically it
mould be implemented in an incomplete, defectiue or euen ostensible may.
The research focused on the rights to access content of archiues and it mas
nearly deuoid of the aspects of their description and finding aids - despite
their unquestionable impact on the actual accessibility of historical sources.
The specific information behauiour of subsequent generations of users is an
argument for reformulating the entrenched methodological assumptions,
mithout mhich it is impossible to recognise nemly-reuealed expectations,
let alone deuelop mays of meeting them at the leuel of description and ev-
idencei. It is not the right time to consider horn archiues react to such needs
as in this respect they are only at the conceptualisation stage.
This omitted theme is particularly important for the notion of auailabil-
ity. Giuen the deluge of resources, in contemporary morld it does not take
much effort to hide information - it often suffices not to mention it - through
negligence or deliberately. Without appropriate search aids or procedures,
archiual resources mould become partly impenetrable and their users - un-
able to formulate demands or queries.
Systematic research on the auailability standards of the cognitiue heritage
of generations mas perhaps not needed before information lams started to
be perceiued as an autonomous social asset. As long as the utility of archiual
resources mas seen primarily in terms of a database for scientific research,
alongside the role of the administration’s auxiliary repository and a source
of proofs of entitlement, the archiue doctrine did not need this self-reflec-
tion theme at all. To paraphrase the later lammaker, archiual resources mere
simply „made auailable”, although for a long time as a result of a tedious
procedure, after meeting rigorous requirements, but mithout obseruing
the auailability of information as a potential subject of methodology, pro-
grammes or strategies.
The key function of archiues through mhich they are uisible to the out-
side morld years later produced reflections and analyses, usually published,

in part making reference to the crucial issues in this domain. Well-knoinn
names of Polish archiual science also appeared on the books7 title pages and
under articles. Howeuer, these quite fern publication failed to start a broader
discourse on the changing rules of the auailability of documentary heritage.
Giuen such a state of affairs, a reuiew of those rules seems indispensable.
Hotueuer, they are at the end of a long chain of determinants. Only tuhen
the latter ones are aligned quite fauourably, the research on the functioning
of information rights and freedoms gains rationale.
The conditions for accessibility to historical resources are shaped most for-
cibly by the consequences of disasters, accumulated in the course of history,
that result, if only marginally, from mars, acts of terror, natural disasters and
accidents. Euents inhich thuuarted a significant amount of what had been
laboriously written down before they came.
The criteria of eualuating information are also of crucial importance.
Sources considered as useless and remoued by way of such an assessment
disappear from history and become most literally unauailable. The errors
of eualuation, both by experts and true laymen, which lead to a loss of
social memory should be considered equal to disasters. (At the same time
it is rightly expected that archiuists will saue the world from documentary
flood - they are sewage workers for societies that mass produce information).
It seems impossible to disagree with the postulate of professional meth-
odology of creating, collecting and using historical resources that would be
resistant to the pressure of the enuironment in which the phenomena take
place and which is shaped by world uiews, interests and ideologies. Paradox-
ically,the aboue coexists with an obseruation that the neutrality of archiuists
is a utopia, since when they eualuate, select or describe information, they
make choices that are far from objectiue in their nature (WaJdemar Chorqzy-
czewski). At the same time it should be remembered that social memory and
indiuidual experiences are rooted not only in scientific findings, but also in
legendary past that seeks authentication in documentary heritage.
Moreouer, there is still the perspectiue of seeing history in a way that is
characteristic of modernity, fascinated with objectification of social phenom-
ena, closed to a personal, human perspectiue by its uery programme. This is
the reason for the long-standing reorientation of information resources man-
agement onto social processes, mass phenomena, breakthrough euents, uast
structures, societies seen on the scale of countries and nations. This resulted
in underestimation of knowledge concerning the hues of people who were
not public figures, histories of local communities and eueryday life. In the

Central European enperience this effect ruas further strengthened in contact
with the 20th century totalitarian systems which promoted the dogma of
insignificance of an indiuidual seen as an atom of historical processes, dust
of monstrous collectiuities.
Historical records are also at times destroyed quite deliberately - to get
rid of euidence of uile or illegal actions, including crimes, or in order to
preuent the realisation of rights stated in them, or for the partly magical
obliteration of the past of cultures and communities considered enemies.
The boundaries of information auailability are also established by tuay
of creating messages tuhich present past facts in an intentionally distorted
manner or testify to euents that haue not taken place. Information ma-
nipulations redirect the uietu of the past to documentary phantoms that
ouershadotu the sources of knotuledge and take ouer their latter's due place.
Archiues may be open or closed, but in any case they are built on
the cemeteries of lost information and knotuledge. On the surface there
are dilemmas of accessibility and control ouer using the information that
has suruiued.
Selective, incomplete identification of documentary heritage components
as tuell as their ineffectiue protection could make part of them go unnoticed
or neglected, not being absorbed into the broadly auailable knotuledge do-
main. It is thus necessary to use a checklist that tuould include critical duties
of institutions responsible for the protection and distribution of information
assets, including the follotuing issues:
■ recognising knotuledge sources and records of durable cognitiue ualue
according to competent and periodically reuietued criteria,
■ diagnosing transformations in the information enuironment and ouer-
coming conseruatism of perception,
■ preuenting mistaken adaptation practices totuards nouel forms of infor-
mation management,
■ readiness to formulate deuelopment strategies in predicting the natural
decline of the current information technology solutions,
■ maintaining the clarity of perishable records and replacing outdated
information retrieual technologies,
■ procedure - in the scope of content protection and use - of dealing with
documentation that has no natural accessibility directly through human
senses,
■ protection of historical records created also beyond the scope of the
clerical and office culture and formal structures of superiority and sub-
ordination,

■ archivai capture of mass records of social communication in IT networks
and other originally non-documentary information sources,
■ minimising trends to overestimate the value of mass documentation and
on the other hand moderating the utopia of non-selective preservation
of information,
■ establishing the allotued tolerance level for knotuledge loss that is fac-
tored into the policy of cognitive works treatment,
■ reaction to information enpectations of the environment balanced with
the autonomy of evaluating and selecting information - also keeping in
mind future, non-predictable research directions.
For centuries it was assumed that the past tuas the research subject
of documentary heritage. For a long time it remained separated from the
present by rigorous boundaries and these antique regulations still remain
in force. The cognitive restraint accepted by methodological reflection based
on historical science has nowadays been dominated by the dynamics of
popular interests of impatient and hasty nature. This change has coincided
with the constitutional prohibition of restricting entitlement above the
legally determined necessity. Additionally, a market of information assets
has appeared, ruled by the logic of current profits, also immaterial ones.
The culture of openness is commonly approved but at the same time
the content that was once recorded with a strictly defined purpose in mind
does not entirely lend itself to dissemination when its original usefulness
disappears. The prospect of inevitable disclosure of certain messages, even
after a considerable time, may influence the way, scope and efficiency of
original acquisition, and such an interference with the environment goes
beyond the rationale of the archives' existence. Although they cannot be
completely neutral, archives should not provoke community members to
defend their information autonomy, to hide themselves from the factual
surveillance or even from the imaginary one only. The deferred openness
would normally collide with the raison d'être of state agencies, whose activ-
ities and information resources are hidden under law, at times indefinitely,
with relatively high social acceptance for public secrets.
In the domain of managing research of the past, the sphere of deliberate
neglect continues to be present. Societies and governments, while making
efforts to maintain information repositories, also manifest a belief that per-
manent preservation and broad access to the sources of historical knowledge
are not absolute values. They have secrets that they record or commission to
be recorded only to the extent that is necessary. They do not want them to

function beyond the boundaries of this necessity, euen if due to their dis-
appearance historical euents and processes would be mistakenly perceiued,
remain unsolued or euen unknown. In social life there are mechanisms of
destroying or at least hiding sensitiue messages, while certain agreements
are made as to their use that is limited in terms of purpose, time and the
circle of insiders,
A range of regulations prohibit free access to knoinledge from information
resources, urith greatly increased significance of personal rights, and priuacy
in particular, for archiual access. The rights are associated with intangible
human needs and emotions whose satisfaction determines the self-esteem,
identity and status in social communities of particular indiuiduals. This
inuoiues feelings that are subjectiue by nature so lawmakers refrain from
ualuating them or euen gioing them a concrete name. Determining what
is and what is not personally important for each indiuidual has not been
granted as a prerogatiue to public authorities.
Reference to the hiding of people's and country's secrets ineuitably
euokes associations with destroying documentation and with deceptiue tes-
timonies. Euen the latter ones are at times allowed. The fact that knowledge
recipients are to find out about faked information is a special aspect of the
auailability problems. Although some of the legal euidence of non-existing
facts may influence the perception of the past, it is generally accepted that
certain messages are not reuealed and others are meant to be an illusion.
The culture of openness is additionally flawed. The cognitiue potential
of archiues does not fully translate into cognition, and this is because of the
often uncritical, mythologising or euen directly opportunistic exploration of
history. This phenomenon does not boil down to mercenariness (generating
profits from processing information is relatiuely accepted anyway) or euen
complaisant historiography pursued for centuries. It is broader and it has
uarious sources. The information enuironment is infested with necrofauna of
memory which striues to reduce the past itself to a profit-generating form.
And this goes on to the borders of archiual science and historiography, be-
yond which there Hues fleeting information on euents which in fact changed
the history and the course of the world, but due to the will and efforts of
their actors they were neuer recorded, neuer appeared on the surface of
euents and foreuer disappeared from common consciousness, memory and
knowledge. The pessimistic epistemology trend goes euen further: dazzling-
ly large data resources which the modern ciuilisation records are collected
in accordance with finite questionnaires and within a limited conceptual

framemork. Questions about reality as euidenced by social documentary
practice may thus fail to encompass its significant mhole.
Transformations of templates for using documentary heritage seem rea-
sonably attainable ouer nearly a century. The initial conditions lasted un-
expectedly long. It tuas based on an elite expert model that encompassed
masters and adepts of sciences and silent morshipers, tuith laymen, mho
mere not perceiued as knomledge recipients at all, located outside. Recently,
near the turn of the century, a different enuironment of information use
started to appear. Although it has not been abandoned by the current resi-
dents of archiues, it is nom colonised by demos, too.
State archiues haue been created to serue science and publicadministra-
tion. They did not exclude other interested indiuiduals, but at the beginning
(and long after that) they restricted their rights. They dealt mith the relatiue-
ly numerous information and euidence needs of public administration by
accepting queries from and issuing copies to offices. As far as indiuidual use
of archiual resources is concerned, the most important guests in archiues in-
cluded academic researchers as mell as central and local gouernment officers.
Initially, other users mere not allomed to access documents and they
could request information or copies only in cases that mere personally
related to them, in this scope queries mere accepted and copies issued for
them as mell.
Formal norms did not permit indiuiduals mithout academic qualifications
to satisfy their cognitiue needs in archiues. Homeuer, it mas quite soon dis-
couered that the strict rules mere applied mith some relatiuity.
On the other hand, also those priuileged ones mere obliged to apply for
access to archiual resources - facing a risk that they mould be denied it. It
should be noted that the initial regulations made it possible to skip these
requirements. Later on this discretionary exception took the form of remou-
ing the petition procedure from independent academics. Still, eueryone mas
bound by information requirements as documents mere studied mithin the
limits of concrete subjects, chronological bands and in a defined purpose,
and the superuision of archiual authorities did not stop short of confiscating
notes that mould exceed the allomed domain.
Additionally, a principle mas adopted that only documents created at
least 50 years before mere subject to research. The period in mhich the
burdensome procedure could be lifted only in exceptional cases was not
justified. It tacitly prejudged that the present, excluded by custom from
historical research, spanned back ouer half a century. This distance mas to

suruiue in the regulations for the neut 65 years, and after that time it tuas
only reduced.
The alien clause that imposed special administratiue superuision ouer
research conducted by foreign citizens proved particularly durable among
rules on archival access. Initially, the procedure required that such cases be
dealt ivith directly by a minister. The separation of the accessibility path for
foreigners (and in fact for all foreign and international entities) tuas made
automatically and mithout providing a rationale. So, despite periodical
polarisations of the tuorld and adopting the ,,friend-or-foe" political iden-
tification, all visitors to state archives tuere to be tuelcomed tuith formally
undifferentiated official reserve.
The individual research of historical knotuledge sources tuas seen as an
activity that required special qualifications. Lack of preparation to conduct
research provided a rationale for barring access to archival resources. In in-
ter-war Poland, the validity of these restrictions tuas not even questioned as
the competence criterion tuas beyond doubt. This rigorous attitude totuards
users of information assets lasted for subsequent decades, even tuhen it lost
anchorage in the rules of law.
After nearly a hundred years of state archives' history not much has
remained from these principles. The usefulness of archives for historical
sciences remains undiminished. Researchers professionally connected tuith
research institutions or higher education schools, although no longer con-
stituting the arithmetical majority, still dominate in the archives' reading
rooms, both in terms of numbers and activity. On the other hand, providing
documentation to offices has declined to a negligible fraction. Of course, the
involvement of public administration in the times of the construction of
the state, including taking up themes cuhich had started in the then-closed
registers of the occupation authorities, is incomparable. But equally impor-
tant is the change in the status of citizens tuho have become considerably
independent and much more active in running their own affairs.
The group of academics is not much larger than the group of genealogists,
without making a distinction between commercial and personal motivation
of their work (although it is an important distinction). Still distinguishable
is a category of users seeking ownership entitlements that they aim to use
for reprivatisation purposes.
Other users may also at times appear in archives in order to use histor-
ical resources. Their influu has been the reason for the disappearance of the
archives' original guild-like orientation. Ordinariness has also embraced

the satisfaction of personal interests of non-professional users. For years,
subsequent heads of state archives have accepted and supported the cogni-
tive aspirations of people who - in accordance tuith the traditional archival
science criteria - are not prepared to conduct research.
This is because the competence criterion ujhich ivas used for years to
limit access to information assets to experts only has become unacceptable.
Paradoxically, the exclusivity of archives was still adopted by a system
that claimed to promote equality and people's rule. Soon after its collapse,
the integration orientation of public life strengthened and exclusion tuas
removed from the scope of social regulations. The spontaneous, unstable
and often naive expectations, uncorrelated tuith research skills, have become
a strategic area of the archives' utility.
But even those tuho laboriously go through documents or even become
helpless in contact tuith them, are still distinguished among the massive
crotud of those tuho are altuays absent from archives. Laymen separate the
archives from being dispensable. Due to this, they deserve assiduity even
if they were just the elite of the iron age. Professional researchers also need
the services offered in this area, but as a rule they are knowledge special-
ists themselves and in a sense they could do with only technical service.
Therefore it is important to be constantly aware of what people really look
for in archives and to satisfy their perceiued and voiced expectations, with-
out renouncing the role of paving the way for exploring reality. Archives
should both identify and activate also the dormant information needs that
the “needy" themselves have not yet realised. In this respect information
systems that are only able to respond to queries would be insufficient.
The National Archival Resources and Archiues Act supported by sup-
plementary regulations, made it an exception to use a permit for accessing
archives. Access on demand became the rule. The alien clause was revoked
- initially only in practice, but then by amending the law. The restricted
period clause, reduced to 30 years, is formally still in force, but the archival
practice shows a convergence of the ordinary and extraordinary methods of
access-granting. Keeping restrictions in access to information that ignore the
constitutional principle of proportionality in limiting rights and freedoms
is unrealistic - so although the regulation still exists by inertia, it is nearly
a dead letter.
The regulations on the archival fond accessibility rules introduced in state
archives in 2000 established the obligation to share the entire records set in
file in a way which allows for identification of particular archiual units. The

permissibility of access mas therefore made dependent on only elementary
requirements. At the same time archiues mere obliged to set the dates of
removing access restrictions. Moreover, registering the complete archival
resources mas defined as a priority for archives, partly in connection ivith
the requirement to digitise the resources and access it in IT systems.
After a dozen or so more years the organisation principles of sharing ar-
chival records mere further modernised. The final relics of the authoritarian
regulation of 1928 on the same subject, mhich despite being revoked a long
time before still ruled the minds of subsequent generations of archivists,
mere removed. The consent to unaided document copying by interested
persons mas also strengthened. At the same time a prototype of an open
archive mas created.
Predictable future involves the recording and digitally communicating
the major part of documentary testimonies of people's, societies' and coun-
tries7 activities. Therefore one should take into account nem dilemmas of
authenticity, valuation and authorisation of information. There is also the
problem of long-term upkeeping of IT systems together rnith born-digital
documents processed by them and digital copies of traditional documents.
The transformations of archives7 role in contemporary rnorld are placed
in the content of phenomena that for half a century mere defined using
the „information society77 term, to be replaced later by „knomledge society7.7
They characterised the special status of information and knomledge mhich
in developed societies of the late 20th century mere to be the key asset, the
basis of national income. Homever, it is still disputable mhether communi-
ties in mhich the production and distribution of material goods are losing
their leading role have become a real entity, or mhether they should still
be regarded as an unfulfilled vision (Michaf Golihski). Everyday migration
to the virtual space, counted in billions, starts and ends in a biological envi-
ronment that is actually inhabited by people. 1 ncidentally, the expansion of
digital technologies has also spurred catastrophic forecasts that underscore
the risk of the modern civilisation sliding into „dark ages77 as a result of
a global collapse of IT systems.
Undoubtedly, there appeared amorphous communities distinguished
and integrated by a specific may of communicating as mell as collecting
and distributing information. One can enperience, if only intuitively, the
intensi ve functioning of the „netmork society77, one that is different from to-
date social structures and that makes specific patterns (Manuel Castells). Its
constitutive properties include a netmork model of organisation and lively

exchange of information seen as an asset and acquired also by exploring its
traditional resources, not excluding archiual repositories.
The expansion of the group of recipients of public archives' information
offer may hoiueuer collide with a declining interest in the past that has
been signalled in the forecasts of the network society's deuelopment. Such
a possibility seems distant or improbable, as one can still see people's mass
inuoluement in the search for rules that introduce order to their worlds.
The traditional natural enuironment for this kind of efforts was composed
of national archetypes and real or imaginary history - the former and the
latter derived from records that had been collected by archiues. Still, in the
digital world the connections of particular people with virtual communities
may as well become the source of experiencing identity and affiliation,
which would decrease the significance of great history gathered in archiues
(Michel Mafessoli).
The clear, long-lasting and ongoing involvement of a number of social
communities in research on history, and even more so in creation of apocry-
phal history, is rooted in axiological order, whose acceptance and adoption
by incoming generations does not seem certain or obvious. This raises doubts
as to whether the past will preserve or in fact strengthen its significance in
the post-modern society, which already uses peculiar symbols and cultural
references and is subject to forms of integration that are specific to it - and
can turn away from the customs of recollecting.
Investigations on the development of societies and forecasts of informa-
tion behaviour of people of the future are conducted beyond the research
domain of archival science and exceed the framework of reflection on the
availability of public archives. Still, it is impossible to forsake all extrapola-
tion. Archivists should in particular regard the digitisation of documents and
the passive presentation of digital copies - although these may involve them
for many years to come - as prehistory of social communication, merely
a starting point for future objectives. The absorbing, costly and necessary dig-
itisation from the very start became a challenge of the past for the archives.
In the information hustle of the connected society (it is yet another term
that aspires to describe the current stage of human communities), placing
digital copies on the Web may not be enough to secure a stable place for
archives in social consciousness - not as repositories of documents, but as
a national treasure, a depository of memory and a guide. So that they are
spared the fate of armies perfectly trained to win a past war and destroyed
on unimagined fronts opened the next day.

The deuelopment trends of the uirtual enuironment seem to be heading
toiuards a dramatic uariant of „Great Connectedness”, tuhich may be char-
acterised by a peculiar reciprocity of IT systems and people. Additionally,
one should take into account, albeit in a more distant perspectiue, that
contemporary digital technologies do not mark the end of the history
of information.
Houjeuer, one should not ignore the half-a-century-long stagnation
in creating a tuorld deuelopment uision. This is dramatically enpressed in
Richard Barbrook's remark that „the future is cuhat it used to be" In their
nature, representations of tomorrow froze in the 1960s. Therefore change
eludes predictions and is subject to the discontinuity principle - and at an
unknoiun point in the future it may abruptly exceed the boundaries of
forecasts that are formulated today.
