Summary
The presented work is the analysis of European poverty from the perspec-
tive of sex, which is one of basic research attitudes towards poverty - apart
from geographical and generation ones. Both in the global dimension and in
wealthy countries of western democracies, poverty more frequently affects
women than men. It is caused by the fact that women to a larger extent are
affected by structural factors of poverty, resulting from changes of families,
the labor market, the insufficiency of national systems of social policy aimed
to protect population against social risks. The poverty of women - its scale,
depth and permanence - is the function of economical, political and social
structures, which strengthen an uneven distribution of resources of women
and men. Structural determinants and the resulting limitations affect expe-
riencing poverty by women and the specificity of women methods of “coping
with poverty”. Besides, the analysis of women poverty discloses the weakness
of the European community concept of gender equality and its subordination
to economic aims of European integration. Long-lasting and differentiated
activities of the Community in this sphere have not essentially made for the
reduction of segregation in men and women employment at the European
labor market, have not contravened the permanence of the division between
a “feminine” and “masculine” labor world and the allied differentiations in
the level of payments for both sexes, as well as the access to managerial posts
and vocational advancement.
The aim of the work was to identify determinants creating the risk of
women poverty in countries of the European Union, to show the scale and
depth of women poverty and its consequences for the quality of the life of
women. Thus, on one side it is a classical analysis of the social problem of
poverty in Europe, concentrating on feminization of poverty, its structural
and cultural determinants, the specificity of experiencing poverty by women
and feminine ways of every day coping with living in poverty as well as over-
coming poverty. On the other side, it presents the poverty of women in Eu-
rope — its scale, levels and the structure from the angle of the imbalance in
economic and social development of the European Union, which differenti-
ates member countries as to the disproportion of the level of national income,

the wellness of citizens, their access to dignified work and decent incomes,
the access to social services, the support of state and other public bodies in
the situation of social risks.
The object of the analysis was most of all a material aspect of women pov-
erty, it is the core of the “poverty circle”. Restricting the analysis to the mate-
rial dimension of poverty was justified by two crucial arguments; the first was
the necessity to refer in a comparative research to standardized measures,
the second was the very idea of coherent and deep structural studies of struc-
tural determinants of material poverty of women. I include here, according
to the concept of Gosty Esping Andersen - the family, the labor market and
the state. I share the concept of this researcher, that an economic status of
citizens is nowadays determined basically by three overlapping spheres, it is
the family, the market and the state. Each of the presented above segments
in which individuals exist - private and public - include in a more or less
evident way the concept of the division of social roles of sex and the resulting
abilities and limitations in shaping incomes of women and men, the type and
depth of economic inequalities.
The work includes the analysis of the concept of poverty and its defini-
tions, presenting the permanence of differences in understanding poverty on
the basis of works on social sciences as well in operational definitions, for-
mulated in political documents of the United Nations, the European Com-
mission and the Parliament. The author described how poverty is connected
with sex, what is common and what is different in the poverty of women as
compared with the general population of the poor. It presents the essence
of the phenomenon of feminization of poverty and its measures, the subject
and the course of public discourse on limiting the access of poor people to
basic citizen rights and the mechanisms of creating the stigma of a poor, its
institutional and discursive roots. A statistical image of feminine poverty in
countries of the European Union was presented on the basis of standardized
Eurostat coefficients referring to income poverty, deep material deprivation,
low intensity of work and a subjective opinion of the Europeans on the level
of the poverty threat in their countries.
At the background of a synthetic description of changes in creating, du-
ration, dissolving and reconstructing of an European family in the second
half of the 20th century and at the beginning of the new age, the author
presented their impact on the way and the scope of fulfilling family functions
and the ability of families to protect individuals against various risks. The
author defined features of the European family which weaken its economic,
protection and caring functions, generate uncertainty of income and protec-
tion against social risks, including the risk of poverty. In the analysis of socio-

logical and economical consequences of disorganization and dysfunction of
a family the author concentrated on the unevenly distributed costs of family
disintegration, pointing to a high interdependency between the instability of
a family and the decrease of women incomes as well as a high risk of poverty
after the dissolving of marriage and forming a one-parent family. The work
includes the description of the character and the scope of interdependency
between the imbalance of the allocation of paid working time and unpaid
home work of women and men in households and in the economic status of
families consisting of couples and in the situation of the dissolving the mar-
riage. The results of the analysis lead to the conclusion, that the instability
of rules of creating, development and duration of a family in European coun-
tries weakens its functions to secure and protect against the insufficiency of
income, strengthens the polarization of individual status of men and women
and a high dependency on market opportunities to form incomes. In the
situation of an uncertain labor market, it is mostly the family which takes
over the role of absorbing the effects of the lack of work and decent incomes,
mostly by an increase of the sphere of women housework and their caring
functions as well as the solidarity of the network, based on relatives.
Another area of research undertaken in this work refers to market fac-
tors shaping incomes of women and the ability of European labor markets to
prevent poverty. The author discussed factors and features of an unevenly
distributed access to work in various sectors and professions, to vocational
advancement, undertaking managerial posts and the level of incomes ac-
cording to sex. The author stressed the permanence of economic, social and
cultural factors of vocational segregation according to sex and its manifold
influence on the polarization of vocational and economic status of women
and men. The author described the features of global changes at the contem-
porary labor market, their influence on an increase of the spheres of instable
and low paid jobs, not protecting workers and their families against poverty.
The author pointed to fragility of guarantees of workers rights worked out
in the last century, including the inefficiency of the principle of equal treat-
ment of women and men as to influencing work conditions and relations
free from discrimination. All the mentioned problems were presented from
the angle of regions and the European Union member states, showing the
scale of disproportions in chances and the importance of the labor market
in shaping incomes of women from paid employment and protection against
poverty. The results of the analysis show, without dispute, that, in contrary
to suggestions coming from the UN documents and assumptions of strategies
of preventing poverty in the European Union, considering the access to high
quality work, decent and just payment as main instruments of preventing and

overcoming the poverty of women remains in many member states, especially
in the countries of South, Central and East Europe rather a final aim, more
and more distant in a polarized and uncertain labor world.
The last, yet crucial subject of the protection triangle, which is norma-
tively and doctrinally obliged to create systems of social protection, is the
state. The analyses identify the character and the contents of a differenti-
ated attitude of democratic states of the European Union towards structural
and individual determinants of poverty and a subjective and objective scope
of poverty preventing policies. The analyses present basic elements of Eu-
ropean systems to protect citizens against social risks - social security and
social care - their axiology, functions and the structure of benefits. The work
includes a relatively in-depth diagnosis of factors differentiating public poli-
cies of European states against poverty and for the poor, the characteristics
of spheres and instruments of actions and the evaluation of their impact on
reducing poverty. The analyses show the permanence of social division into
rich countries of North and West Europe characterized by a high income per
capita, a high share of social spending in GNR a low share of population ex-
periencing relative poverty vs. substantially poorer, if not just poor, countries
of South, Central and East Europe, where the level of individual incomes is
decidedly lower in comparison to the EU average, whereas social spending is
also below the average European level and the share of population endan-
gered by poverty, including extreme poverty, is high.
The work ends with synthetic conclusions referring to several crucial
questions. First, the author pointed to the contexts and to the results of
changes of families and the labor market, which weaken their protective
function against social risks, especially the risk of poverty and social exclu-
sion. They were evaluated from the perspective of chances to shape incomes
and economic self-dependency of women, stressing the permanence of the
dichotomy between the sphere of social and economic status of women and
their input of work - paid and unpaid - in forming population potential, hu-
man capital and social security of the family and forming mutual bonds and
mutual solidarity. Second, the author stressed the necessity to restore bal-
ance between the spheres of production and reproduction, family and social
orders, the need of deep reforms of the labor world in the direction of a just
access of individuals to decent work, protecting from deprivation and in-
ability to form and keep a family. So understood work is becoming more and
more a privilege than an universal right. It also thwarts the effectiveness of
undertakings towards an equal treatment of women and men in the sphere
of work and supports differences of incomes from paid work of both sexes,
which generate a high threat of poverty for women. Third, it was pointed to

a still important role of the state in the process of protecting citizens against
poverty as well as a high interdependency between the existing systems of
social security in European countries and the ability of the state to solve
old and new social questions. The author also suggested the need to com
tinue a discourse on further development of the united Europe, going beyond
technical modernization proposals, concentrating on a critical evaluation of
social effects of the convincement, which dominate in the last half of century,
that a liberal model of the West has an universal character and that there are
no limits to the realization of its economic and cultural expansion. According
to the general perspective the point is to include the problem of poverty and
social inequality into the main stream of public and civil debate on a future
development not only of the European Union but also its specific regions and
member states.
