The book presents an analysis of one of the largest protests of the era of Stalinism in Czechoslovakia, the June revolt against the monetary reform in 1953 in Plzen. The methodology employed in this book is based on the so-called “new social movements” theories. The well--known incident that took place in Plzen has thus been put into the context of previous protests that took place in the Pilsen region in the period 1948-1953. This approach allows the author to map the various protest groups gradually developing throughout different segments of the society in western Bohemia that have - each in its own peculiar way - inspired the origination and the course of the Plzen revolt of 1953. In this way, the book offers not only a more clear-cut critical narrative of the June protests, but also an analysis of their cultural pedigree.
Although the Plzen revolt was a spontaneous reaction of the population to the launching of the so-called monetary reform, its course also clearly mirrored the long-standing social conflicts that had gradually accumulated in the region during the postwar period. As a result, it developed into an extremely dynamic and polymorphic protest with the capacity of repeatedly changing its form and the structure of its participants in the course of a single day. With some exaggeration, it is possible to assert that there were actually three parallel revolts taking place in Plzen. Although these were mutually interrelated, their character was completely incommensurable. Different segments of society responded to the monetary reform in different ways - the differences stemming from a different protest culture. Their actions were motivated by different social conflicts, followed different cultural patterns, took on various forms of resistance and offered different solutions.
1) The first of the key conflicts erupted inside the Communist Party itself. It was caused not only by the social impact of the monetary reform, but also by the arrogance of its announcing and a lack of consideration for the privileges of party members. The majority of the membership base and the lower functionaries

adopted an attitude of passive resistance towards the reform, thus de facto preventing its proper execution. At the same time, however, they remained in a position of loyalty to the system. This “passively--loyal” resistance resulted in a collapse of the basic functions of the local party and partly also the security apparatus even before the actual commencement of the exchange of currency. The authority of the state government temporarily collapsed. This gave rise to a power vacuum that cleared the way for the activities of other segments of society.
A specific form of party protest was discussion and inaction. Ideological inspiration for the communists was readily available from their previous experience with the political trials involving top--tier party leaders. In the course of these trials, rank-and-file party members were systematically encouraged and even incited to express criticism and distrust of superordinate authorities. In the context of the Pilsen region, this kind of resistance followed on the heels of a stormy debate on intraparty democracy and the fight against local “dictators”, which had been taking place intermittently at least since May 1948, when the west-Bohemian party apparatus went through a crisis caused by pro-American demonstrations. At the root of this phenomenon was mainly the rapid and rather massive flow of new members into the Communist Party after World War II. The party was joined by great numbers of new members who were not mentally prepared for the post-February enforcement of the principles of so--called “democratic centralism”. The early postwar self-presentation of the Communist Party was in fact quite different from the situation in the party in the 1950s.
2) The second strand of the revolt was carried by the industrial workers. The workers represented a well-established and privileged social group capable of defending their social and economic prerogatives by means of boycotts or strikes. Their protests within the system were in general considered to be legitimate. The workers were characterized by being detached from politics and loyal to the regime. The monetary reform resulted in extensive, socially motivated strike activity among the workers. The most radical section of the workers was not satisfied with the protests inside

the industrial complex and eventually took to the city streets to express their outrage. The vast majority of the workers, however, did not cross this symbolic threshold for various reasons. Still, workers’ strikes unexpectedly enabled the expansion of political demonstrations and at an early stage they even lent the revolt the necessary legitimacy.
The main form of workers’ resistance was the suspension of work. The actions of the workers of the industrial plants in Plzen followed the tradition of workers’ protests, which were ever present in the public throughout the postwar period, gaining in prominence particularly in the period of the first five-year plan (1949-1953). The vigor and the confidence of the resistance of the workers in Plzen drew on the nation-wide significance of the V. I. Lenin works that formed the backbone for the restructuring of the national economy carried out within the course of the five-year plan.
3) The third line of conflict revolved around the views held by a segment of society, which believed that it was important to orient Czechoslovakia culturally and politically not only towards the east, but also towards the west and to support the continuity with western political models and the pre-February political system. This alternative ideological strand was considerably bolstered in Plzen by the fact that at the end of World War II, the city was liberated by the US Army. Besides the supporters of the former non--communist parties and people affected by the post-February forced transformation of the social structure, one of the main advocates of this pro-western position in Plzen became the local youth. Initially, American-inspired lifestyle resonated especially among students. However, in the course of the 1950s, this trend also translated to the industrial plants, where a large number of young people with non-working-class backgrounds were increasingly being employed as workers. This group of youngsters combined the social benefits that came with the worker’s profession with non-conformist and pro--western cultural attitudes and they dealt with their contradictory situation by a revolt against the claim for discipline obedience by the system. Public protests staged by this segment of society from the autumn of 1948 onwards, had generally been considered as

illegitimate and the state’s security authorities had learned how to prevent them from occurring- A revival of these demonstrations in June 1953 was thus only made possible by the passive resistance by the Communist Party members and the strikes of the industrial workers that were taking place at the same time.
The culturally and politically tuned protest of these groups took the form of public demonstrations. Participants in these demonstrations drew on the experience with the pro-American demonstrations in May 1948 as well as with the unrest during the remembrance ceremony for former President Edvard Bene§ in September 1948. The symbol of their activities in June of 1953 thus once again became the public space surrounding the former foundation stone of the monument to the US Army and the National Liberation Monument, which was dominated by a statue of T. G. Masaryk.
From this classification of the various strands of resistance, it is apparent that the Plzen revolt was a hybrid form of protest, which reflected a wide range of social conflicts. Several different segments of society, employing different methods and having different intentions, independently expressed their opposition to the monetary reform. It is possible to consider the passive resistance of the communists as a continuation of a series of half-hearted attempts to democratize the inner workings of the Party, which in the long--term perspective may be seen as an indirect prelude to some aspects of the so-called Prague Spring of 1968. The strikes of the workers represented the culmination of previous socially motivated conflicts in the factories and resulted in the stabilization of the Czechoslovak socialist state regime by way of deepening consumerism in the following decades. Finally, the anti-government demonstrations formed one component of the broader post-war efforts of a part of society to revise the dominant orientation of the state towards the cultural and political patterns of the east. These efforts would eventually come to their fulfillment under completely different circumstances after November 1989.
For the above outlined reasons, it is not possible to generally characterize the Plzeft June riots as an attempt to dismantle the state--socialist regime. Even though anti-government and sometimes even

anti-communist positions were articulated during certain phases of the revolt, such positions were held by only a limited number of the protagonists who represented only a minority of the protesters as a whole, let alone the local population. The slogans and catch words chanted by the demonstrating crowd fell way short of articulating any coherent political agenda and were largely a product of the emotions gripping people in the streets. Anti-Soviet or anti--socialist views were not present in the streets at all. In addition, the demonstrations in their own right rather had the character of a protest, promoting alternative values in the public space, not being an attempt at a coup d’etat. At the same time, however, the revolt in Plzeii was far from being a mere workers’ rebellion against the monetary reform. The workers’ strikes represented only one aspect of the multi-layered conflict. Furthermore, in 1953, views going beyond traditional social protest already resonated among some of the workers. Significant in this respect were the sympathies of some of the young workers for western culture.
The revolt in Plzeii thus appears to be the result of a consonance of several mutually incommensurable protests in which different segments of society reacted to the monetary reform through different cultural traditions. In the course of the protests, they came up with their own alternative models and introduced them to the public arena. It was through these different models that they gauged the unbearable social situation of the day. Among these moral models was the First Republic, the western concept of democracy, socialist ideology, the tradition of the labor movement and the doctrine of class struggle. The respective demands of these individual groups operated in the public space as appeals for innovating the existing system. While some of the articulated conflicts could be resolved in the framework of the existing regime (raising the living standards of workers, supporting the pillars of the regime against the exponents of the past), others probably were incompatible with its preservation ( free elections, allowing for western cultural influences, inner-party democracy, etc.).
The monetary reform temporarily glued together traditional forms of protest into a single liquid stream. The glue that seemingly

held together this uneasy coalition was social panic. The population was presented with the currency exchange after a two-week supply crisis that very well justified fears of a collapse of the retail network. At the same time, nobody cared to adequately inform the population about the level of future wages. It also distrusted the new pricing system, in which it could actively participate only after the exchange of the currency. This in itself became an ordeal because of the chaos in the functioning of the exchange centers. In addition, the households had lost a substantial portion of their financial reserves. Some also lost the significant social benefit derived from two (planned and free) markets. The sum of all these factors resulted in the exposure of the people to an unprecedented (in terms of the post-war period) loss of basic life certainties lasting several days. The diverse forms of moral outrage stemming from the individual long-term societal conflicts were thus further joined by an immediate universal outrage resulting from the social consequences of the reform and also from the authoritarian and dilettante manner of its execution.
