Summary of Findings
The study on Lithuania’s development in comparative perspective
during the first decade of its membership in the European Union
was prepared by a group of eight researchers under the auspices of the Institute of
International Relations and Political Science at Vilnius University. This research
project was carried out in 2013-2015. It was funded by the Research Council
of Lithuania (grant No. MIP-010/2013) and part-financed by ESTEP (Europos
socialiniai, teisiniai ir ekonominiai projektai). This book (.Lithuania’s First Decade
in the European Union: Transformation or Imitation?) presents the findings of this
project in full, and this chapter is its summary in English.
The aim of the project was to analyse the Europeanization of Lithuania
across the classical Europeanization literature dimensions of polity, politics, and
policy touching upon the main dimensions of development, and namely changes
related to the quality of democracy, economy in general, public policy, and public
administration or governance in a broad sense. To reach the aim, this research
employed a new theoretical approach towards Europeanization studies, which
avoids some deficiencies of common Europeanization theories. Therefore, in this
research, the development theory produced by Douglass C. North, John Joseph
Wallis, and Barry R. Weingast1 served as a theoretical framework. It allows to
conceptualize not only the impact of the EU on Lithuania after the membership,
but also to assess the general development trajectory of Lithuania. This theory of
NWW aptly conceptualizes the main long-term impacts of the EU on Lithuania and
other Central European countries, namely, equity against the law, competition, and
public goods. In such a way it creates the starting point to assess Europeanization
and also a broader picture of Lithuania’s development trajectory.
In this study, Europeanization after the EU membership is analysed differently
than during the time before joining the EU and differently than in a lot of classic
studies on Europeanization. Firstly, it estimates general changes in Lithuania using
various micro and macro indicators and indexes. In this way, it creates the context
which shows the general trend of changes in the country. These trends are analysed
in chapters of Sabina Karmazinaite, Klaudijus Maniokas, and Darius Zeruolis,
and also Vytautas Kuokstis. The added value of this analysis is a clear picture that

Lithuania has made a big shift towards the convergence with the EU, however, at
the same time there were no significant changes in long-term structural indicators
such as in innovation, governance, and the quality of democracy. Despite that, such
situation doesn’t mean that Lithuania has not been moving forward during the
last ten years - more or less the same place among other countries means that
Lithuania was moving together with them. At the same time, it means that there
was no structural change which was expected before joining the EU. Changes,
however, are happening (introduction of euro, the liquefied natural gas terminal in
Klaipeda), but at a much slower pace than it was expected.
The second chapter reveals and analyses the specific situation - the gap between
assessments of changes using various objective indicators and their perception
in the Lithuanian society, also the gap between the attitudes of the society and
the elite. Although there is no clear connection with this situation and the EU
membership, it seems that it could be one of the possible explanations which needs
further research. It also relates to the low level of the social capital in Lithuania.
It could be said that the EU did not have a significant effect on these phenomena.
However, the fiscal crisis in the South European countries, especially the Greece
case, demonstrates that it could arise as a huge problem caused by the problems of
public administration and the low level of the social capital.
Rather pessimistic attitudes towards changes are also related with the
axcelerated incentives to capture the state and its resources. The common practice
to live and work partly “in the shadow” is justified by the society with the argument
that everyone does it. And although it cannot be regarded as a systematic feature
of the governance, this justification is also expressed in the stable level of shadow
economy and in public opinion about the level of corruption.
The second important question of this research was the EU impact on Lithuania
after 2004. Although it is clear that the EU pressure to change decreased, the type
of the EU impact changed itself. Before the membership, the EU influence was the
biggest on law. After the membership, this influence is embodied in the form of
investments. During the last decade, the EU has financed more than a half of all
Lithuanian public investment. Moreover, five years after the financial crisis the EU
part in Lithuanian public investments makes around 80 per cent. Interestingly, this
research also showed that even after the accession to the EU, the EU impact on law
still remains remarkable and much greater than in the older member states.
The type of the EU influence is analysed by Liutauras Gudzinskas in his chapters
on the EU influence on welfare policies and the development of LGBT rights in

Lithuania, as well as in the chapter by Vitalis Nakrosis and Sabina Bankauskaite-
Grigaliuniene on the impact of the EU on public management politicisation, and
in Ramunas Vilpisauskas’ analysis of the introduction of euro.
Before the beginning of the research, it could have been suspected that due
to the decreased pressure from the EU the balance of endogenous and exogenous
factors should change as well, that is, the bigger role should have been played by
internal factors. However, the results of the research show that it happened only
partially - in Lithuania the EU introduces more public policy initiatives than in
the older EU member states. It could be argued that during the first ten years of
the EU membership in Lithuania there is still no new sources of internal dynamics
that would be equal to the EU impact. Rather, there are new external pressure
sources of change - the economic crisis and the escalation of security situation in
the region. Although the membership in the EU created conditions to reform these
welfare policies which before the accession did not receive such a big influence,
the chapter by Gudzinskas shows that these favourable conditions were not used.
On the other hand, the economic security agenda was forming - energy security
became not a rhetoric but a real priority of the last decade, despite the lateness of
some projects for internal political reasons. Ramunas Vilpisauskas also adds, that
public policy coordination regarding the attempt to introduce the euro in 2007 was
unsuccessful. However, this coordination improved after the financial crisis, and
the aim was realized in 2015. Together with the LNG terminal in Klaipeda, it makes
the two symbols of the ten years membership - both projects were implemented
successfully, although later and with more difficulties than it was expected.2 Because
until the EU membership all the sources were used to prepare for the accession,
internal abilities to initiate and implement the independent policy weakened. On
the other hand, as it is shown by Liutauras Gudzinskas analysis of LGBT rights
development in Lithuania, although the direct impact of the EU membership on
the development of LGBT rights is narrow, it could stimulate politicians and other
internal actors to politicize this question. In the case of emergence of two opponent
sides, the success of one of them could essentially depend on the structural
circumstances of the country’s politics.
In terms of the scope of the changes, it would have been expected that they
would decrease. The research showed that during the decade of the membership

Lithuania became a leader of economic convergence. The country successfully used
the EU structural funds in expanding the scope of public goods and their availability
Nevertheless, structural reforms were rather difficult. It is shown by all the chapters
of the book - the cases of structural development indicators, the review of political
economy, welfare policies, LGBT rights development, and the euro introduction.
This implies the bigger risk posed by a long-term postponement of reforms and
demographic changes (emigration and decrease of the level of employed inhabitants)
of the slower economic convergence in the forth-coming decade, which could end
up with Lithuania becoming a stagnating periphery of the EU.
One of the main hypotheses of this research was that after the membership in
the EU, the (re)politicisation of Lithuanian public policy and institutions occurred.
Therefore, one of the aims was to trace back the changes of the politicisation
level in civil service in general as well as in the autonomy of non-majoritarian
institutions important during the process of accession. Nakrosis and Bankauskaite-
Grigaliuniene, in their chapter which uses both up-to-down and bottom-up
approaches, deny this hypothesis. These authors demonstrate that, in contrast,
the politicisation after the membership decreases and the changes of governments
have rather more impact. The role of the EU is more significant in agentification.
After accession two types of agency groups have emerged: the Europeanised
and non-Europeanised agencies. As a result of the continued EUs influence, the
former agencies are becoming more professional and more different from the latter
agencies, which remain more politicised, especially those administering large
programmes of welfare policy.
However, one should not overestimate the EU role in changes of state
capabilities. Massive transformation in the times of regaining independence and
the move from planned economy to market economy, from the authoritarian
regime to democracy, and the particularity of this transformation until these days
determine state capabilities in the post-communist states. They are increased by
the consolidation of the society, which is manifested in the level of trust with the
other members of the society and state institutions. For the last twenty years, in
Lithuania trust in institutions has been very low. And the EU membership hasn’t
changed it.
Politicisation also had to make a significant impact on the mechanisms of
Europeanization. On the one part, it could have decreased the role of normative
logics and increase that of consequences as well as the mechanism of cost and
benefits. As for this hypothesis, the research results are not unambiguous. The case

of euro introduction in Lithuania and the survey results of the Lithuanian elite
(which highlighted that the economic benefit was the main reason to introduce
euro in the country) confirms the importance of the consequence logics. On the
other hand, inert movement without asking its aim and benefits is characteristic of
the rather passive Lithuanian public policy after the EU membership.
So, in terms of its type, how the trajectory of changes in Lithuania after the
membership could be generalised? Was it transformation, imitation, restitution,
partial adaptation or absorption? In the case of politicisation, discriminating
imitation and partial restitution could have been expected.
Due to the fact that after the accession to the EU there was no unambiguous
politicisation of the public policy, restitution cannot be claimed. A certain return
to the status quo could be observed in the case of non-Europeanized agencies,
but rather there were simply no changes. More professional governance after the
membership did not spread. Karmazinaite, Maniokas, and Zeruolis in their chapter
notice an increased number of state capture tries. It is an important aspect when
comparing the decade after the membership to the period before the accession. The
evaluations of the Europeanization of Lithuania before the membership stated that
one of its strongest results was the creation of the so-called regulatory state, and
the state capture which was happening in the other post-soviet states that did not
experience the impact of the EU, in Lithuania was avoided. After the membership
in the EU the cases of state capture and subjugation of state resources as well as
institutions to narrow interests were increasing. Despite that, the risk of the state
capture remained under control and was limited by the fear to lose reputation and
socialisation in the EU institutions. Therefore, restitution in the form of the state
capture did not happen.
Most importantly, which is noted by all the chapters in the book, there was
no transformation which was expected as a result of the EU membership. As
Gudzinskas argues, conditions for transformation in the welfare policy sector were
matured. However, during the boom of the economy instead of structural reforms,
social benefits were being mechanically increased, and later a troublesome cut of
them happened during the financial crisis. Structural reforms were not mobilised
even by the first attempt to introduce euro when the political elite was behaving
as if it had hoped to “successfully romp through” when the EU access of euro
adoption criteria had been approaching. It was expected to convince, and if not -
to assume that nothing happened. Transformation also did not occur in the area

of public governance. There changes were only partial (thus partial adaptation) or
only rhetorical; therefore, this means absorption. However, the majority of changes
were positive, and the successful second attempt to introduce euro demonstrates
the cumulative value and power of partial changes.
The research did not find cases of direct imitation. This, however, was
concluded from the secondary sources of researches done in the sectors of energy,
agriculture, social policies. Thus, more analysis here is needed in the future.
In terms of particular dimensions of the influence on the state system,
politics, public policy areas which are connected to changes in politics and the
quality of democracy, economics, law system, and state governance, some separate
conclusions could be also drawn. The economic review by Kuokstis demonstrated
that the Lithuanian economy was further converging and integrating into the EU
and global economy. However, the Lithuanian GDP per capita is still far behind
the average of the older EU member states. The survey of the elite and the euro
introduction demonstrated that even after the membership the EU functions as the
factor stabilizing and consolidating the political system. Despite that, the analysis
by Karmazinaite, Maniokas, and Zeruolis shows that the EU cannot resolve
systematic problems of the social capital deficit, whereas internal capabilities in
Lithuania are still too weak for that.
One of the main methodological challenges in this research was related to
the EU impact exclusion. The research aim was not only to overview changes in
Lithuania during the last decade. This part of the analysis was necessary, but the
main purpose was to highlight the changes that could be attributed to the EU
impact. This is a complicated problem not only in the studies of Europeanization,
but also in comparative politics, which is solved by the counterfactual research
methods. Their essence is to compare at the maximum level the identical objects,
out of which some experience external influence and the other do not. In the
case of the EU impact in Lithuania, there are three main ways of how to measure
it. The first one is the impact tracing and contribution analysis applied in the
Karmazinaite, Maniokas, and Zeruolis chapter. The second method is to compare
the institutions of internal politics that experienced both the intensive and the little
EU impact. This way was directly used in the chapter of Nakrosis and Rankauskaite-
Grigaliuniene who compared Europeanized and non-Europeanized agencies. In
terms of the intensity of the impact, it is possible to compare the areas of internal
politics related to euro introduction and analysed in the chapter by Vilpisauskas,
to welfare politics analysed in the chapter by Gudzinskas, which was influenced by

the EU only in the cognitive way. Such comparison basically confirms the earlier
intuitive conclusions that a more sharp influence is in the areas where the influence
is more intense. This also means that in fact the EU also has a significant effect
after the membership as well. Only without intermediate institutions such as the
EU membership preparation coordinating institutions that were active during the
pre-accession period, as it is shown by Vilpisauskas, in the case of the unsuccessful
first attempt to introduce the euro, such impact is not transformational.
Finally, the third way is to compare Lithuania with the other non-EU
members that are maximum ally similar to Lithuania. In the book, this method
was not applied coherently; thus, this is an area for the further research. But the
analysis of economic development during the last decade by Kuokstis refers to such
a counterfactual study which used the simulation and comparison group of non-
EU member states.
Without any doubt, a reader of this book will raise a lot of additional questions
and express the will to oppose. It is hard to claim that the majority of this books
theses are proved. However, the aim of this research was very ambitious and
wide - to understand and to explain the development trajectory of the second
independent decade of Lithuania and the EU impact on it. Therefore, the authors
expect that the presented insights will foster further studies in this direction. More
specific suggestions of the possible further research directions are presented in
each chapter.
