Teacher training colleges founded by the Russian authorities in the Kingdom of Poland after the January Uprising prepared candidates for teaching in elementary schools. The establishment of these institutions was closely connected with the intentions of the Russian occupant to turn elementary education into a tool of Russification. The monograph presents the principles of organization and the functioning of institutions for training elementary school teachers, operating in the years 1866-1915 in the Kingdom of Poland.
To give a proper account of the problem of the activity of teacher training colleges, it was important to present the way of functioning and the principles of organization of institutions for training elementary school teachers operating in the Kingdom of Poland in the years 1815-1865. In the period of autonomy of the Kingdom, the teacher training colleges referred to as Elementary Teachers Institutes could develop in a relatively free manner. How large the demand for educated staff of elementary schools was, is best evidenced by the fact that apart from the Institute in Lowicz, a second facility of this type was established in Puiawy.
The organizational and curricular solutions used in the training of teachers were based on the experiences from the period of the Duchy of Warsaw. After the defeat of the November Uprising, the partitioning authorities closed down the Institute in Puiawy. The Institute in Lowicz became the only educational institution for training of teacher candidates. It was moved to Radzymin in 1845. A characteristic feature of this period was that the education authorities gradually reduced the range of subjects taught and removed from the curriculum, content which was deemed unnecessary for future teachers. They introduced mandatory courses for teacher candidates studying at the Institute in the Russian language and the history and geography of Russia. At that time, the first teachers of Russian origin appeared among the teaching staff of the Institute. Increasing problems with finding employment for the graduates of this institution, resulting from the reduction in the number of elementary schools, caused a drop in interest in studying at the Institute. Hopes for change were raised by the school reform introduced in 1862 by Aleksander Wielopolski; one of the most important goals of this reform, apart from restoration of the Polish character of education, was the development of elementary education. In place of the liquidated Institute in Radzymin, county schools of pedagogy were founded, which trained elementary school teachers.

Important issue was the policy of the Russian authorities regarding elementary schools and their teaching staff after the defeat of the January Uprising. An important part of the efforts taken by the Russian authorities to use elementary education as a tool of Russification of the local people were the changes made in the organization of elementary schools and the curriculum. Elementary teachers, whose pedagogical activity was under strict control, were to become obedient executors of these plans. Attention is also paid in the study to the ways in which teachers of elementary schools acquired their qualifications and the problem of additional training organized for them in the form of teacher conventions and courses. Education authorities not only cared about improving the skills of active teachers but also paid much attention to the type of attitude they showed towards the Russian state. The training sessions held at teacher conventions put emphasis on developing teachers skills in the Russian language and methods of teaching this subject. Refresher courses had a slightly different nature as they were aimed at increasing teachers skills in agriculture, music, and medical assistance. Education authorities assumed that new skills would allow teachers to exert impact on the rural community. Their intention was to use the staff of elementary schools as promoters of Russian culture and the values preferred by the Russian state. An active role in the professional development of active teachers working in elementary education was also played by teacher training colleges.
The basic principles of the teaching and educational activity of the colleges established in the Kingdom of Poland were laid down in the acts of 1866 On the Organization of Pedagogical Courses. The fact that the name pedagogical courses was changed into teacher training colleges in 1872 was one of the manifestations of the unification of the school system of the Kingdom of Poland with that operating in the Russian Empire. The principles according to which the colleges were organized took into account the division of elementary schools introduced by the Russian partitioner in the Kingdom of Poland based on religious and national criteria. Among the nine institutions specializing in training of elementary school teachers, five were intended for Catholics of Polish nationality, two for Greek--Uniates, though members of the Orthodox Church were also admitted, and one each for Protestants (the German population) and Lithuanians. As early as the turn of the 1860s and 70s, the Russian authorities began to abandon the national and religious limitations they had imposed on admitting candidates for teacher training colleges. Two exceptions were the colleges in Biala and Chelm, which, from 1875, only accepted candidates who were members of the Orthodox Church.
Teacher training colleges, from the very beginning, were the subject of particular interest and supervision of the education authorities and the state administration of the Kingdom of Poland. What attracts attention is the special care with which the Russian authorities surrounded the activities of teacher training colleges. They not only provided funding to the government-owned teacher training institutions, but also made plans for the creation of further colleges and a Teacher Training Institute in Siedlce. The functioning of teacher training colleges was mostly controlled by heads of educational directorates, who supervised their teaching and educational activities.

The problem discussed in the study was the teaching staff of government--owned teacher training colleges. Attention is drawn to the fact that the teaching staff of teacher training colleges was selected by the Russian education authorities with a purpose in mind. Inspectors of teacher training colleges often had a university degree and extensive experience in teaching. The position of inspector could only be awarded to a member of the Orthodox Church. Similar rules were applied in the appointment of full-time teachers. Most of them were Orthodox Russians. On the other hand, in the case of recruitment of teachers of music and calligraphy or teachers of model schools functioning at the colleges, the religious and national criterion was sometimes overlooked. Nevertheless, a Catholic or a Protestant teacher employed in one of those positions had to have earned the trust of the superior authorities with his attitude in pedagogical work. Teachers of Polish origin, despite the fact that they performed their duties with zeal and in accordance with the requirements of their superiors, were treated with distrust. There was visible distrust in both lay teachers and priests who taught Catholic religion in the colleges.
This study offers a detailed discussion of the conditions that had to be met by the candidates admitted to a college. In addition to the age criterion, the requirements included not only theoretical knowledge of the subject matter taught in the two-grade elementary school, which was tested during the entrance exam, but also a political and religious attitude that was regarded as proper by the authorities. The preferred candidates were those who came from the peasantry and were born in the Kingdom. The last two rules, following from the regulations on the organization of the colleges, were mainly used in relation to Catholic candidates.
Candidates were encouraged to receive education in teacher training colleges by a grant system created by the education authorities. It embraced not only students admitted to a college, but also persons who expressed willingness to sit an entrance examination. In the first years of the functioning of teacher training colleges, despite the financial support and free education offered to the candidates, the individuals wishing to learn the profession of a teacher were few and far between. Additionally, during the studies, many pupils abandoned their schools or were expelled because of poor results and misbehaviour. Only in the last years of the activity of the colleges, was there a significant increase in the number of students enrolled in them.
Apart from the possibility of receiving free education, educational authorities also made efforts to provide students with accommodation in college dormitories. The assistance did not result only from the desire to provide college students with better study conditions. The goal of these arrangements was primarily to enable school staff to exercise constant supervision over the students and to isolate them from the influence of local communities. The isolation accelerated the process of teaching the Russian language and accustoming the students with Russian culture. The educational activity of the colleges intended at Russification of the alumni met with resistance from the latter. In colleges for Polish students, conspiratorial societies and associations were formed whose goal was to self-

educate in Polish literature and history. The failure of Russification of Polish alumni of the colleges is most clearly evidenced by their participation in the school strike of 1905, the aim of which was to obtain the right to receive education in the Polish language.
The last chapter of the monograph is devoted to the process of teaching and education in teacher training colleges. It addresses the changes in the curriculum of the colleges that had taken place during more than forty-five years of their existence and the scope of teaching material for the different subjects taught. An interesting solution used in the teacher training colleges was to enable the pedagogical councils of those institutions to make changes to the syllabuses of the subjects taught. Owing to this, the curricula of the different colleges were enriched with subjects such as physics, hygiene, manual work that were not on the compulsory-subject list. The proposal of a pedagogical council, however, had to be approved by superior educational authorities.
In the initial period of the activity of the colleges, students were taught in their mother tongue, but already at the end of the 1860s, Russian became the official language of the classroom. Teaching of the mother-tongue in colleges for Poles, Lithuanians and Protestants (Germans) was gradually marginalized. Only after the school strike, for fear of protests from college students of the Polish origin, was the number of hours devoted to the teaching of the Polish language increased.
Apart from providing students with the theoretical knowledge of the individual subjects and acquainting them with the fundamentals of pedagogy and teaching methodology, great care was taken that students should be prepared for the practice of work in elementary schools. The knowledge students of the 1st and 2nd grade had acquired was tested during promotion exams held at the end of each school year. A positive grade allowed students to continue their education. However, the most important test was the final exam which decided whether a student would obtain a teaching patent.
It is worth paying attention to the process of educating students in the colleges. The primary objective of both teaching activities and educational work conducted in the colleges was to shape the personality of the future teachers in the spirit of fidelity to The Throne and the Fatherland . Efforts were also made to familiarize the students, as broadly as possible, with Russian culture. The daily routine of the students was specified in the school rules, which were formulated in such a way as to maximize the time students spent under the direct supervision of teachers. Breaking of the school rules was punished with various types of penalties. Special penalties were enacted for using the Polish language both within and outside the bounds of a college. Those rigorous rules regarding the use of the Polish language were slackened only after the school strike.
