We shall understand it as: 1. the place tof confrontation between demand for and supply of labor; 2. the conditions and institutions related to the employment of workers by employers. The study provides a description of „regional” labor market, which was the province of Kielce. The market is analysed from the perspective of employers and employees, without paying attention to the unemployed. It was assumed that the labor market entities were the enterprises and institutions in which employees were hired. The situation in the Kielce labor market was influenced by both internal (local) and external factors. The most important role in the first group was played by natural resources, technical infrastructure and human potential. The second group included the then current economic situation, the government s economic policies, as well as politics of Polish business partners. Employers and employees met in the market. In 1921, the Kielce Province was inhabited by 2.5 million people (including 1.3 million working population), in 1931 - 2.9 million (it is impossible to determine the number of active population) whereas in 1939 - nearly 3 million people. The population was concentrated in industrial districts due to the concentration of conomic life and an extensive network of public institutions. In 1921, 59.4% of the total population inhabited industrial districts, while in 1931 the number reached 61.2%. In addition to permanent residents of Kielce people temporarily residing here were associated with the citys labour market. In 1921, agriculture (and related branches) provided maintenance for as many as 62% of the population, while in 1931 - 57.5%. The agricultural population fed other sectors of the economy. This was the preferred process, however, quite slow. Agriculture was characterized by a large dissection, which was expressed by the presence of a significant number of small farms and large disparities between the number of small farms and the number of estates. Main entites in the labor market were households with an area of at least 50 hectares (they constituted 0.4% of the total number of farms) and a few of less than 50 hectares. The remaining farms were of a social character. Industry (and crafts) were the source of livelihood for 21.3% of the population in 1921 and 26.8% in 1931. The number of plants as well as the internal structure were susceptile to frequent significant changes due to economic fluctuations. Large facilities of the I-III categories (employing more than 500 employees) were of key importance to the economy. However, they represented only 3.5-6.2% of the total number of 430 Summary plants. Small establishments of the VI-VII categories (about 3/4 of the total number) and medium ones - the IV-V categories (about 1/4 of the total number) dominated in the region. Numerous establishments in the province of Kielce which belonged to the VIII category (i.e. craft workshops) were, with few exceptions, of the social nature. Only 6.7% of the population earned their living from trade and insurance, and 2.8% dealt with communication and transportation. Companies from category I (dealing with wholesale on a large scale) were of key importance to the economy. They accounted for only 0.1-0.3% of the total number of companies in the region. Plants of the III-IV categories were usually „family businesses”. In 1921,2.4% of the population were employed in the public service. In this sector the fastest change was connected with an increase in the number of employees, including those with dependent family members. By 1931 that number rose to 3.3. About 63% of the population earned their living from their own work, the remaining 37% were hired employees. These figures indicate economic weakness of the Kielce Province. Workshops changed in terms of legal and organizational issues. In agriculture, individual ownership prevailed, and companies were established rarely. In the non-agricultural sectors individual ownership prevailed together with various types of companies, including joint stock companies and limited liability partnerships. There were only 51 joint stock companies operating in the industry of the Kielce Province. Enterprises operated on the basis of domestic, foreign or mixed capital. Throughout the interwar period limited access to business loans constituted a serious problem. The basic instrument of state influence on the labor market was economic legislation. Industrial law was particularly important for the development of entrepreneurship. Tha law stated that ruuning a company was „free and allowed to anyone” (both Polish citizens and foreign nationals on a reciprocal basis), but it imposed on the owner the duty to register their business. Professional relationships between employers and employees were regulated by labor legislation, which was too complex and at times not related to the realities of life. It was characterized by the fact that it treated different categories of workers in different ways. Human resources varied in terms of education. Having a higher education was a prerequisite for occupying managerial positions in joint stock companies, state enterprises, or public institutions. It was therefore necessary to perform many professions (e.g. in medicine, the judiciary and the legal professions, as well as education). Lower staff were poorly educated. Research on education of white-collar workers employed in factories and institutions of different types of ownership in the province of Kielce in 1933 has shown that as many as 30.1% of employees completed education at the lower level and onlyll.6% at the higher level. There was a tendency to replace the poorly educated with the better educated. Labour legislation regulated the rules for hiring and reducing staff, motivation through rewards and punishments, resolution of conflicts between employees and employers, working conditions, and remuneration. There were offenses for which the responsibility was borne by both employers and employees. In order to maintain control over the compliance with labor legislation labor inspection was established together with an institution of dispute resolution and labor courts. Summary 431 Employers obtained income from capital whereas workers - from their work. The measure of the economic position of employers was profit or income earned during the year less the cost of production or cost of services. In agriculture, the income came from many sources; in industry and trade - from the turnover. Labor costs, which consisted of salary and insurance, constituted an indispansable part of production costs and they depend on the profits of companies, trade union activity, or the average cost of living. The remuneration included: salaries, allowances, (for example duty, business or service allowance), awards, royalties, naturalia, cultivation land, apartment or their equivalent. Persons in managerial positions had the highest salaries because of their education and vocational qualifications as well as numerous duties and professional risk they faced. Less money was earned in executive positions. A great economic crisis caused a decline in income from capital and labor, flattening wages of different categories of workers, employers arrears with payments, partial payments, illegal squeezing of wages and other wage components.
