A subnational innovation system (SIS) has been widely recognized as a way to address this issue. A SIS policy focuses on industrial development and enhancing the competitiveness of local enterprises through technology and innovation capacity-building. As part of a project on SIS and technology capacity-building policies, UNESCAP undertook studies on the SIS policy framework and an SME technology capacity-building strategy and organized a regional consultative meeting to discuss such a policy framework.
