SUMMARY
NATIONAL COUNCILS IN THE CARPATHIAN REGION AT THE END OF THE
WORLD WAR II
The main aim of the publication is to analyze the efforts of the Ruthe-
nians and Ukrainians in Slovakia, Transcarpathia and Romania to establish
themselves as an independent ethnic community and to achieve national,
cultural and political unification within the society-wide and global process-
es at the end of WWII and postwar period as well. National councils as spe-
cific representative institutions were the most notable political and admin-
istrative bodies.
In Central Europe, the so-called solution of the Ruthenian (Ukrainian)
issue towards the close and shortly after WWII was strongly influenced by
the War, its outcome, liberation movement but also by strengthening the
national, antifascist and left-wing forces in this region. The idea of merging
the citizens living in Transcarpathia with the Ukrainians in the Ukrainian
Soviet Socialist Republic was finally put into practice. Many tasks of this
period were, however, executed by the National Council of Transcarpathian
Ukraine, especially its legislative and executive competences gained via
facti in Autumn 1944. The Council remained active until the annexation of
the region to the Soviet Union.
Annexation of Carpathian Ruthenia to the Soviet Ukraine caused that
the Ruthenians and Ukrainians in Slovakia obtained just a status of an eth-
nic minority. At that time the national awareness of the citizens was de-
fined by vagueness and contradictory trends. During 1945 - 1952, the
Ukrainian National Council of Prjasevscina represented this political stream.
Though the Council did not have relevant power, it played a significant role
in the process of resolving economic and social problems of Ukrainian citi-
zens, their educational system and culture thanks to the Ukrainian MPs in
the National Council, Slovak National Council and national committees in
northeastern Slovakia. The mentioned model did not correspond with the
visions of resolving a national question accepted by the Soviet Union and
satellite countries which was the reason why the Ukrainian National Council
of Prjasevscina came to an end in 1952.

An interest to merge with Transcarpathia was also expressed by a part
of Ukrainians living in a Sighetu Maramures region in Romania. With a help
of local national committees it organized meetings to support the Manifes-
to of the National Council of Transcarpathian Ukraine with the intention to
annex the region to the Soviet Ukraine, and also strived to organize the
public life in this region. The bright side of its activities was an effort to
make people living here cooperate regardless of their ethnicity. The Council
operated these activities out behind the Soviet s back. Finally the Allied
commission forced the National Committee of the Sighetu Maramures re-
gion to cease its activities.
The further scientific research in the history of the above mentioned
national councils with an emphasis on self-identification and integrating
movements of Ruthenians and Ukrainians in the postwar era is very im-
portant. Though selected aspects have already been reflected in several
papers, only a few historians managed to interpret the topic correctly, con-
sidering all ideological and political limits which affected it since 1945. The
most common perception of historical facts is via an ethnopolitical, regional
and etatist view with a bit of pragmatism and schematism. The history of
specific national councils has rarely been reflected in a broader context.
Authors have not described it as an integral aspect of implementing totali-
tarian regimes in Central and Eastern Europe after WWII. The aims and
activities of the Ukrainian national councils in 1945 -1947 should be one of
priorities for our historiography.
