Sir, I submit the annexed preamble and resolution to your serious and sober consideration: I am thoroughly convinced that if any city bank were to receive the notes of any country bank, paying specie, and to demand specie for them, with the alternative to the latter, of paying interest on balances that might accrue, it would unhesitatingly adopt this alternative, and thus relieve our citizens from a disgraceful and odious tax
