adam_text | SERBIA: THE CULPRIT OR VICTIM
OF THE WAR*
Serbs and Serbia — the culprits or the victims of the War - this
controversy has been the object of propaganda fights between interested
states, engaged authors and scholars ever since the outbreak of the war.
With slight alterations, this controversy recently aroused new interest,
shown through historic comparisons of the latest war events in ex-
- Yugoslavia with past wars that took place in the 20th century. Therefore,
if history is the teacher of life, this issue also renders possible not only to
determine historic truths, but also to learn new historic lessons.
Debates on the causes of World War I and responsibility for its
outbreak are the topic of a score of studies, in addition to abundant
historic materials, above all collections of documents. Yet, even 80 years
later no general consensus has been reached, some important issues are
still controversial, while new ones are being raised. Differences in the
interpretation largely arise from the complexity and multifaced character
of problems that are studied and interpreted; these differences also
result from different starting points of researchers, and sometimes from
deliberate intentions of the interpreter. The same can be said for a large
part of studies and collections of documents - particularly of memoirs
of people involved in these events.
At the turn of the century, various historic tendencies and processes
began and/or collided in the territory of the Balkan peninsula. The main
conflict was between the inertia of maintaining (and even expanding)
outlived and anachronous monarchies, unable to modernize and meet
the needs of the new era, and, on the other hand, increasingly strong
tendencies of the people of Balkans to finish the process of national
liberation by creating their own sovereign national states ( The Balkans
- to the people of Balkans!”). These were the foundations underlying and
aggravating the Serbian-Austrian conflict, when the Habsburg monarchy
decided to fill the “void” at the Balkans created by the withdrawal of the
Sick man of Europe”. In this manner Austrian-Hungarian empire tried
to compensate for its great territorial losses in the West, partly at least,
and to recover the glory and splendour of the times when this monarchy,
under the rule of Maria Theresia, extended “from the Atlantic to the Bug”
These tendencies of the state leadership in the Habsburg monarchy did
not have a realistic foundation in the evermore declining potentials of
the Empire undergoing a crisis, and they were out of step with historic
tendencies of modern times. In addition, other world powers also showed
their pretensions to the Balkan heritage of the dying Ottoman Empire.

It was through the Balkans that Russia also returned to Europe at the
beginning of this century, after being defeated and pushed out of the Far
East. According to Bismarck s words, Serbia was “the gate of the Balkans”,
and this is where Drung nach Östen of the united and restored Germany
turned fighting for world hegemony (the “Berlin-Baghdad” slogan). Thus,
at the same time when aggravating Serbian-Austrian conflicts took place,
numerous antagonisms of great powers also became apparent in these
areas. All these intertwined pretensions made some believe that the
situation can only be resolved by war. A local war waged by Austria-
-Hungary against Serbia was based on the belief of its state and military
leadership that this would remove the main threat to the survival of the
Habsburg monarchy. However, a local war started in this sensitive area
of international contradictory claims soon turned into a great European
war. Many analysts have reasons to believe that such sequence had been
planned in the scenario of a total war for world domination.
Austria-Hungary did not want a great European war. Given the crisis
in the country, a major and long-lasting war would be too much of a
challenge and a prospect with unforeseeable consequences. On the other
hand, because of its internal needs and territorial expansion plans, it
became more and more drawn into the conflict with Serbia. This brought
antagonism into its relations with Russia, which was in alliance with
France. In such circumstances, Austria-Hungary could pursue its goals
in the Balkans only by relying on Germany, with its unreserved support
and assistance. But the price of this support was unequal partnership:
Austria-Hungary became the prisoner of its protector and an instrument
of its policy in the central and south-eastern Europe, thus antagonizing
furthermore its relations with the Entente. That is why its intention to
resort to war to solve the problems with Serbia could be implemented
only when and if it coincided with Germany’s strategic plans.
For Germany the war was the only and inevitable way to achieve
political supremacy in the continent. That is why it assumed the initiative;
it was the first to prepare for the war, elaborate war plans and decide on
the best conditions for starting and waging the war. The optimal war
scenario for Germany - under given circumstances and the balance of
powers - contained three interrelated components:
(1) time that was more favourable for Germany than the powers of
Entente;
(2) finding a reason that would embroil Austria-Hungary in the war
and keep it involved till its end, and
(3) a reason that would allow Great Britain to avoid the war.
During the second half of 1913 the German state and military
leadership concluded that such a time had come. In accordance with the
new law (May 1913) the army had been modernized, and already well
equipped. By a “strictly confidential instruction” Wilhelm II ordered the
Ministry of Foreign Affairs to prepare for the total war (August 1913).
The German Chief of Staff presented (October 1913) to his emperor the
operative war plan for a triumphant attack against France and Russia.

Thus all military, diplomatic and other preparations had been brought
to the close. They could wait no longer, because the Entente powers also
prepared for war, though with considerable delay. The advantage had to
be made use of. At the centennial celebration of victory over Napoleon
near Leipzig (October 16th 1913) Kaiser urged the Austrian-Hungarian
generals “to march on Belgrade”, promising that he will come along, while
“other states will not be able to undertake anything” The military and part
of the political leadership of Austria-Hungary were eagerly awaiting such
an unreserved support from the highest position of the strongest military
power. All they needed was to find a “nice slogan” as the German Chief of
Staff put it ֊ a good excuse that would shift the responsibility for the war
to the other side, and to wage the war in those areas that did not interfere
with the vital interests of Great Britain. This area was the Balkans, and
assassination of Archduke Ferdinand in Sarajevo made a good cause for the
war. That is why the top brass in Germany encouraged and rushed Vienna
to start the war against Serbia, while Kaiser and the German diplomacy
refused offers of help by European powers for finding a peaceful solution,
designed to satisfy Vienna while preserving Serbia s independence.
The decision about the war against Serbia - and hence about a
possible wider European war ֊ was made in early July 1914 in close circles
of Vienna and Berlin s most influential power-mongers. This decision was
implemented in several directions. A widespread, coordinated ֊ but for
some countries and circles differentiated ֊ propaganda war to discredit
Serbia had been launched through press and relevant services (not only
in their own and allied countries, but in the states of Entente states as
well). Diplomatic and military preparations for war had been carried out
simultaneously. The Serbian government was pronounced responsible for
the war and undermining activity against Austria-Hungary, although no
valid arguments could be produced for these accusations. The ultimatum
to Serbia was carefully drafted and, according to the prevailing opinion
in the world, contained demands that no independent government could
accept. If Serbia refused ֊ it would be responsible for the war, and if
Russia supported Serbia ֊ it would also be blamed for causing a wider
European war. It was assessed that England would not get involved in
the war on Serbia’s side, and that the German military predominance
would lead to quick victory first over France and then over Russia,
They did not count with any significant resistance on Serbia s part, not
since it was exhausted by the Balkan wars. They only thought about the
implementation of the tendency to “march to Serbia”. Refusing extremely
indulgent attitude of Serbia and mediation of other countries (England
and Italy) Austria-Hungary declared war on Serbia on July 28th 1914 and
thus started the First World War.
The war started against Serbia, and then spread to a wider European
space, just according to the scenarios of the Vienna and Berlin military
and political power-mongers.
Serbia did not want the war and was unprepared for it - in material,
technical, psychological and diplomatic terms. Therefore, within the
period of 30 days between the assassination and the declaration of war

it showed utmost leniency in an attempt to prevent the war. But the war
did not depend on Serbia s conduct. “The die was cast and Serbia was
destined to receive the first heavy blows of the war and be the main
victim. However, Serbs did not want to be passive victims and surrender
to the predominant enemy and ill fate. They responded to the call of their
Commander-in-chief to close their ranks under the Serbian tricolour and
defend “their hearth and Serbian tribe ! All political parties supported the
efforts of the government to defend the country.
Is Serbia the one to be blamed for the war? The ruling circles in
Austria-Hungary deemed Serbia as the culprit for many troubles and as
an enemy that threatened the survival of the Monarchy. Therefore, they
hoped that by “defeating Serbia they would give new inspiration to their
country”, that this would “restore faith and desire for life” and would
remove or at least postpone the imminent threats overshadowing their
country, concludes Corovic. Consequently, to them Serbia was in a way
responsible for the war, because without the war they could not deal with
those problems and challenges.
The truth is that Serbia was indeed the main and the greatest victim
of the war. Firstly, it was anathematized by a propaganda war. With such
immense military power against it, the idea was not merely to defeat Serbia,
but to completely crush it. A brutal occupation regime was introduced,
with heavy burdens, mass exodus and revengeful repression against the
bare-banded people. Serbia also experienced the worst material destruction
and highest number of casualties. About 20 million people lost their lives
in the First World War (killed or died of hunger and epidemics), but Serbia
had the highest relative toll - it lost 26% of its population. This was the
consequence of the war imposed by the aggressive German bloc and the
price it had to pay for the historic survival of its state and people. Too high
a price, with far-reaching consequences. And this was not the last time in
this century that the Serbian people faced such difficult challenges ֊ they
still do. By sacrificing themselves, Serbs rose like a phoenix to win their
right to live in dignity, determined to choose by themselves their measure
of freedom and justice.
