Summary
Poland and Ukraine entered 20th century in the state of constraint. At that time Poland used to be called Vistula Land and Ukraine — Little Russia and both of them were contested their right to existence as countries, Poles and Ukrainians under the Habsburg rule had better opportunities. Before World War I both national communities had possibilities of creating their own national shooting organizations. After the outbreak of World War I Poles and Ukrainians using those organizations entered the war against Russia on Austro-Hungarian side under their own banners. Both nations initiated actions to create their own independent states. Similar actions were taken by Ukrainians in Dnieper Ukraine and after the fall of tsarism in March, 1917 they were the first to form Central Ukrainian Council which wanted to take control over Ukraine but did not intend to break relations with Russia at that time.
Bolshevik revolution and the fall of Temporary Government inspired internal aspirations and as a consequence Central Ukrainian Council passed the third proclamation declaring the rebirth of the Ukrainian nation under the name of the Ukrainian People’s Republic which remained in federation with Russia. Further progress of events led to passing the fourth proclamation which stated that ‘..from today on the Ukrainian People’s republic becomes self-dependent independent from anyone, free, sovereign state o f Ukrainian nation But as early as 14th January, 1918 Russian Bolshevik squads took actions against Central Ukrainian Council and occupied Kiev on 8th February, 1918. At the same time the Ukrainian People’s Republic was introduced to international politics by the Central Countries. On 9th February, 1918 the delegation of Central Ukrainian Council signed the Treaty of Brest which Russia was made to sign on 3rd March, 1918. It gave Podlasie, Chelm and Volhynia regions to the Ukrainian People’s Republic and enabled to form national administration there what caused conflicts with Poland.

There were also conflicts in Eastern Galicia. On 16th October, 1918 emperor Charles passed a manifesto announcing transformation of Aus-tro-Hungary into federal state. On the ground of it Ukrainian politicians from Galicia formed Ukrainian National Council in Lvov on 18th October, 1918 and proclaimed Ukrainian state within Austro-Hungary federation consisting of Eastern Galicia, Carpathian Rus and Bukovina .At the moment of the fall of the Habsburg Monarchy on 1st November, 1918 using the forces of the Ukrainian paramilitary organizations and squads of the Austrian army, in which dominated Ukrainians, Lvov was taken over and the rebirth of the Ukrainian nation was proclaimed under the name of the West Ukrainian People’s Republic. This led to the war with Ukraine’s second neighbour — Poland. Simultaneously, on 22nd January ceremonial signing of Act of Union of both Ukrainian states: West Ukrainian People’s Republic and Ukrainian People’s Republic took place in Kiev as well as the spread of military conflicts on three fronts: with Poland, Bolshevik Russia and the ‘White’ Russia of general
A. Denikin. During the fights for Eastern Galicia in the middle of 1919 military formations of West Ukrainian People’s Republic-UHA retreated to the Ukrainian People’s Republic area. In September, 1919a ceasefire was declared and Polish-Ukrainian agreement on the common war with Bolshevik Russia was signed. During the fights Poland negotiated one-sided peace with Russia and military formations of Ukrainian People’s Republic after solitary struggles were interned in Poland in November, 1920.
In 1918 — 1920 about 100,000 prisoners-of-war and interned Ukrainians were taken to the Polish camps. This register introduces their activity and life in prisoner-of-war and internment camps as well as after their release in over 250 places in modem Poland.
