SUMMARY
ECONOMIC GROWTH OF THE CZECH LANDS
FROM MID 18th CENTURY
TILL THE END OF MONARCHY
This mono-thematic publication concentrating on Economic growth of the
Czech lands (the Lands of the Bohemian Crown) from mid 18th century till
the end of monarchy is continuation of previous published work “Economic
History of the Czech Lands from the Beginning of the Industrialization to
Present”.
This book comprises six main chapters:
• Economic, institutional and regulatory principles covering fundamental
concept, involved problems, summary of motivational factors behind the
socioeconomic development in the Czech lands, institutional and juridi-
cal framework, existing economic and technological culture.
• Social development dealing with involved demographic processes, resi-
dential infrastructural development, ethnic-linguistic composition of
the population in the Czech lands, and transformation of overall social
structure of the Czech lands.
• Study of development of agriculture as primary sector of economy.
• Industry as secondary sector (overview, industrialization before the in-
dustrialization, development of each economic branch).
• A study of tertiary economic sectors focusing on transport and commu-
nication infrastructure, trade growth, and currency and credit develop-
ment.
• Last chapter will review the role of the Czech lands in Austro-Hungarian
war economy 1914-1918.
An additional chapter at the end of this book unfolds the groundwork
for the economic independence in ĆSR. This book contains an extensive list
of bibliography (hundreds of titles). Most of the tables and graphs are inset
in the text directly. Schematic maps of Austro-Hungarian Empire, sphere of
influence of the trade and business unions, development of the major me-
chanical industrial enterprises, and the map of the railway lines in the Czech
lands are added in Appendix for the interested readers.
This publication intends to survey the economic development of the
Czech lands beginning with the period of Silesian war through the pentarchie
membership (the Concert of Europe), the Congress of Vienna till the end of
World War I. During this period which spans almost 200 years, whole Europe
along with Austria monarchy went through significant changes. From the

Silesian wars to the rise as dominant member of the pentarchie (shaping the
new map and features of the Europe), to the fall to inferior supremacy and
to ultimate split of dual monarchy. During this period of such remarkable
changes, the economic sphere altered significantly which is the focus of this
study.
The economy of the Czech lands went through the significant changes
from being purely agricultural to agrarian-industrial with key non agricul-
tural activities taking place during second half of 18th century continuing
through the long' 19th century. The Czech lands along with Lower Austria
and Vienna developed as a leading force and bearer for technological prog-
ress, developments in energy sector and production capacity, participation
in national income and assets. The number of people working in industry
as compared to agriculture increased noticeably in the Czech lands at much
higher rate than rest of monarchy (in Bohemia this ratio reached to 41:32,
even higher for Silesia 40:29). This resulted in higher natality and lower
mortality rates with more and more people inclined to move to cities. The
result was the emergence of an advanced culture much closer to the west.
Traditional textile manufacturing in the districts along the German border
prospered. Similarly, many other Czech industries based on agriculture in-
cluding sugar-industry, distillery and starch industry saw business boom.
Few newer and younger' industries such as chemicals, electronics, engines,
armament industry etc. also saw increased business activities.
This all-round socioeconomic and cultural development of Czech nation
resulted into the formation of a complex 'Czech economy' during pre-war pe-
riod. Although the German enterprises kept their capital dominance, thanks
to the their advancements during the early phase of the industrialization,
start of the 20th century threatened their status quo against dynamic emerg-
ing powers such as Czech urban economy and pushed them to defensive.
This shift resulted in emergence of a conflict society within historical struc-
ture of the Czech lands (with Czechs in majority against Germans) before
the outbreak of World War L There was increased demand from Czechs for
the influence and participation in the public services and more control over
the government services, Czech Germans who enjoyed a strong support of
Austrian Germans and the government as well as other nationalist groups
from the German Reich, were not willing to give up their influential political
power. This slowly ever increasing contention between Czechs and Germans
developed into a serious problem before World War I as this conflict started
shaping the acceptance of monarchy itself and possibly hampering the
economic and political cultural progress of the Czech lands. Czechs within
Hapsburg monarchy felt discriminated with lack of adequate influence in the
central and municipal offices despite their economic contributions. World
War I inevitably brought the solution. Czechs were dealing with the fact

that the Hapsburg monarchy effectively became an inferior partner of the
German Reich. A victory for German-Austrian coalition would have brought
possible unfortunate consequences in the forms of shattered Czech national
aspirations, war persecutions with anything labelled as a Czech to the Ger-
manization (see the Osterbegehrschrift of the Czech and Austrian Germans
from 1915/1916), integration of the Czech lands into the large-size formation
'Mitteleuropa (German primary war target which was prepared under the
cover name economic convergence’ in Austria).
Movements started by Czech press (news and journals) ’Maffic’ (Czech
domestic secret resistance organization), foreign resistance led by T. G. Ma-
saryk, aimed against German expansion and for the creation of independent
Czech and Slovak state.
Before the start of the war, Czech politicians and representatives of Czech
business community were aiming for their national demands for the partici-
pation in an administrative and parliamentary government, and public ser-
vices of the Habsburg monarchy as they had been achieving their economic
interests within wider market.
The course of the Great War - marked as a German campaign against the
Slavic, with its sad perspective of a complete economic and political affilia-
tion of the Hapsburg monarchy to the European integration bloc (under the
official consideration economic convergence of both countries within Mit-
teleuropa), must have brought Czech economic and political representatives
to awareness that the existence of such a power bloc would be against the
independent development of the Czech economy and Czech nation itself.
Driven by latest war events, a newer anti-Habsburg political sentiment
had started formulating (supported by Czech politicians oriented towards
Triple Entete - at home represented by the secret organization Maffie, abroad
led by exile T. G. Masaryk, E. Beneš and Czechoslovak legions in Russia,
France and Italy). Interestingly, many representatives of the czech economic
groups (especially people around Živnostenská bank) were actively engaged
in Maffie activities. Till September 1918, this organization had already drafted
concrete steps that would lead to an independent czech economy. These steps
led the separation from Vienna along with seizure of all important economic
sources and positions within the Czech lands: most importantly the takeover
of the Austrian property and creation of an independent financial sector
(taxes, income, own national currency). All organizations of the war con-
trolled economy were supposed to go under the Czechoslovakia (foreign cur-
rency, prices and payrolls monitoring, foreign trade, rationing system, trade
unions). The nostrification of the Czech corporations, insurance companies
and the banks with the production within ČSR and with the residence in
Vienna (except railway and ammunition factories) was considered as a long-
term prospect. Additionally, the agrarian reforms were considered on the

basis of the compulsory buyout of the squirearchical and aristocratic lands
in the future.The favorable conditions for the realization of this economic
and political program had come in the end of October 1918.
The team of authors is a composite of prominent specialists for the eco-
nomic development in the Czech lands during the 18th and 19th century. We
may find the representatives of university, academic and scientific institu-
tions from CR among these authors. Keeping broad spectrum of the work
and areas of specialization of particular authors, some of the chapter has
more than one author. Therefore the target of this book is not to give the uni-
fied point of view of this topic but to show different attitudes of particular
authors (thanks to their particular specialization), which, however, does not
derogate the compactness of the work.
