The Zadar Riva as an Urban Space
Summary
In their study, Inga Tomič-Koludrovič, Željka Tonkovič and Željka Zdravkovič
analyse and interpret selected aspects, concepts and outcomes of research
into the social and spatial structures of the Zadar Riva, or sea-front. In this
sense, the current situation is established through analysis of the chosen
statistical indicators of the socio-economic status of local visitors to the Riva
and the profile of tourists who visit this space. In this process, the research
is implemented theoretically and methodologically with reliance of two
sociological traditions: the tradition of functional and structural analyses
of urban spaces, on the one hand, and interactive analysis on the other.
That is why quantitative and qualitative research methods are employed.
In order to assess Zadar citizens’ opinions on the Riva, a questionnaire was
compiled for the needs of this study. The survey was carried out in February,
2011 by way of street questionnaires on a random system sample of 300
Zadar citizens older than 13 years of age. Apart from questionnaires, the
observation method and the semi-structured interview method were also
used in the research. By observation during the summer and winter period,
the researchers tried to discern regularity in the existing ways of utilising
the Riva and to identify diverse types of users of the Riva as a public space.
Those results were complemented by interviews that were conducted with
the owners and employees of catering establishments located on the Riva,
as existing users of that space, and with cultural and University staff and with
entrepreneurs in the creative industries, as members of the professional
public. Data of the City of Zadar Tourist Board was also analysed in research
into the Riva, along with information obtained during the last targeted
sociological research into Zadar tourists, dating from 2007.
In interpretation, the study started out from the assumption that the Riva
should be observed in the context of a historical core of the city as a space
which, because of the historical changes that have taken place there over
time, is not coded functionally. Since the modes of using open public
spaces, such as uncovered streets, squares and sea-fronts, are greatly
influenced by weather conditions and the seasons of the year, the patterns
of visiting rates to the Zadar Riva are under the direct influence of seasonal
changes in the weather, as well as customary daily and weekly routines.
They are also linked to the content that people find on the Riva, such as
the Sea Organ, the Greeting the Sun installation, the cruise ship wharf, the
children s playground, the mooring for excursions boats, the Hotel Zagreb
terrace, and the University building, along with the content that is found in
the direct vicinity of the Riva such as catering establishments and the Petar
Preradovic Elementary School.

For example, the pupils and teachers of the Petar Elementary
School, the students and staff of the University of Zadar, and employees
and visitors to the catering establishments use the Riva as a backdrop to
various types of activity at diverse daily and annual intervals. They spend
time from morning to evening on the area of the Riva that is close to the
school and the University building. Families with children, especially small
children in prams, prevail on the Riva in the afternoons. As a rule, the Riva
along with the Peninsula as a whole are empty during winter evenings.
Only small groups of young people can be found in particular spots.
Just as the designated purposes of the Riva change in relation to various
times of day, they also change during the tourism season. The practices of
using individual parts of the Riva during the tourism season are repeated
each year, when particular parts of the Riva are used as moorings for
excursion boats and some become swimming areas, while the Riva overall
is a stage for diverse summer manifestations. Despite the constant changes
in purpose, the results of research showed that the use of the Riva space
is largely conditioned by the existing utilisation habits. In other words,
according to all indications, it is one of the most important public spaces
in Zadar and one of the most frequent reasons for which Zadar’s citizens
make their way to the Peninsula.
Both the results of observation and the results of the questionnaires showed
that considerable generation differences exist in the way in which the Riva
is experienced and used. It is characteristic for the youngest generation
— from 14 to 24 years of age — to use the Riva for informal socialising.
Unlike members of the other age groups, socialising with friends among
the youngest generation is an almost equally important factor in coming to
the Riva as is the need for relaxation. In keeping with that, they consider
that the Riva space need more places for socialisation and a greater choice
of entertainment content.
Compared with the young, older citizens are attracted more by the peace
and quiet and think there should be even more greenery on the Riva. Unlike
members of the older and younger generations, middle-aged persons are
satisfied to a lesser degree with the existing appearance of the Riva (68.1%
satisfied). That age group is particularly dissatisfied with the current
catering offer (46.9% dissatisfied). Therefore, it can be concluded that
content that would make the area more attractive to middle-aged persons
is lacking on the Riva.

Apart from generation differences, the research showed that the Zadar
Riva generates somewhat diverse meaning between the inhabitants of
the Peninsula and those from other parts of the city. In other words, the
research indicated that inhabitants of the Peninsula generally visit the Riva
more frequently and that it serves them for recreation and for swimming
and sun-bathing during the summer months. Apart from that, they think
that the Riva needs more greenery, while the inhabitants of other parts of
the city are of the opinion that more places for socialisation are required
along with more entertainment content. In keeping with that, the results of
observation also showed that the citizens who live in the immediate vicinity
use that space as a park area, while those from the other city areas utilise
green spaces near their places of residence for that purpose.
According to the results of the survey of the types of visitor and the motives
for their presence on the Riva, Zadar citizens were largely satisfied with
its current appearance (76% satisfied or very satisfied with its current
appearance), while only a small percentage expressed dissatisfaction (only
6.3% of those interviewed). The attractiveness of the Riva to the people
of the city derives from the ambientai value that it has as the largest city
park located on the sea-front. Viewed individually, the major attractive
elements on the entire Riva are the urban installations, the Sea Organ and
Greeting the Sun. Such results in the quantitative part of the research were
confirmed by the observation results. On the other hand, it was shown
that the other facilities and elements of urban equipment — the buildings,
the catering establishment terraces, the benches, the lighting — do not
contribute to the overall attractiveness of the space.
According to the results of the quantitative part of research, relaxation
(91%) and strolling (85%) and the natural surroundings (81,3%) are
emphasised in the highest percentage as important reasons for visiting the
Riva. The following reasons by frequency in the answers of the respondents
are socialising (79%), watching the sunset (75%) and peace and quiet
(72.7%). When considering the reasons for visiting the Riva, no significant
differences were noted here between the inhabitants of the Peninsula
and those from other parts of the city. It can be said, therefore, that the
possibility of relaxing in a pleasant ambience is the foundation of today’s
Riva identity and the generator of the emotional attachment to that area
of all of Zadar’s inhabitants. That perception should be the basis of each
future consideration ofthat space.

Although observation showed that the Riva is used in various ways during
the individual parts of the day and night, its space is insufficiently utilised
as a ‘stage’ for social events and/or as a place of sociability. Even though
communal services function relatively correctly, the Riva as a whole is
characterised by inadequate urban furniture, poor lighting, inadequately
planned resting places and a lack of playgrounds. The shortfall in services
is an obstacle to retaining visitors as well as citizens from other parts of the
city. In addition, the building of shopping malls is in direct competition with
the content of the city’s centre. The trends in spending time and buying in
those facilities draws content away from the Peninsula as a whole, which
impoverishes the offer to the inhabitants - and to tourists - of the historical
nucleus of the city.
Due to all the above, it can be concluded that the utilisation of the
public space on the Riva, as well as the regimes of use, management of
public content and areas and other relations are not being organised in
an appropriate manner. The Riva space is not being utilised sufficiently
primarily because of inadequately balanced content and the time of use of
particular parts of the entire area. The observation method applied in the
research showed that great differences exist in the intensity of utilisation
of individual parts of the Riva during both the summer and winter period.
In winter, the Riva’s space provides for temporary flight from the hustle and
bustle of the urban way of life. During those winter months, time is largely
spent in the area around the University building and the Sea Organ. That
is why the Riva gives the impression of being empty and without content
during the greater part of winter, while it is sometimes too crowded in
summer. Although the Riva is not lacking in the multiple meanings it has
for Zadar’s citizens, especially for its regular visitors, the lack of content
and the partial isolation transportation-wise during that period reduce
its interactive potential. It follows that it would be desirable to enrich
the public content, but in a way that the Riva space not be subjected to
additional commercialisation that could threaten its ambiental value.
The results of the survey also showed that a relatively large percentage
of Zadar’s citizens believe that something on the Riva should be changed
(64% of respondents). In this respect, people living on the Peninsula are
more in agreement with the statement that changes are necessary (75.4%),
in comparison with those who do not live inside the historical nucleus
(61.3% of whom think that something should be changed).

In consideration of possible changes in the appearance and mode of
utilisation of the Riva, it should be borne in mind that further analysis of
the research results showed that the citizens are not in favour of major
interventions that could possibly disturb the manner in which that space is
currently experienced and used. The inhabitants of Zadar encompassed by
the survey were of the opinion that the Riva needs content and organised
events that are of cultural and entertainment character. Apart from that,
they suggest additional investment in maintenance and amelioration of the
green surfaces and in urban furnishing and equipment (benches, lighting,
rubbish tins) with more care paid to maintaining communal order. In any
case, changes in the physical appearance of the Riva space should be
designed with attention paid to the existing patterns of interaction and the
needs of the diverse type of users.
Similarly to the majority of Zadar’s citizens, cultural workers, too, believe
that what the Riva needs most is content that could encourage people
to come there more often and to stay there longer. They also think that
its attractiveness could be increased by minor interventions in the urban
furnishing, which they consider should be more contemporary. When
speaking of regeneration of the Riva, it is obvious that those active in culture
regard the issue in the context of the entire Peninsula. They believe that
attempts to make the Riva more attractive will not produce the anticipated
effect without simultaneous regeneration of the historical core. Along with
other measures for regeneration of the Peninsula, the respondents see a
need for more major investment in the cultural infrastructure. Nonetheless,
a minor group among them experience the Riva as being empty and believe
that it should be revitalised, but that in a Mediterranean manner and/
or through the catering offer. Interviewees from the cultural institutions
also consider that building of new facilities would be neither necessary
nor desirable for the Riva’s revitalisation. On the other hand, their opinion
is that it would be desirable to enhance the use of the existing facilities
and content, such as the Hotel Zagreb and the ground-floor of the Vice-
Chancellor’s office building, or Rektorat. It is notable that the cultural
workers are sceptical about urbanistic solutions that would make no
attempt to establish balance or at least a dialogue with the cultural and
historical heritage of the Riva and the existing architecture.
Although the respondents were dissatisfied in general with the existing
catering offer on the Riva, a wider selection of catering content would
attract only 27.7% of them. The owners of and workers in the catering

establishments are largely of the opinion that it would not be desirable
considerably to increase their number on the Riva or in its direct vicinity.
At the same time, they emphasise that the Riva and the areas beside it
require different types of content that can attract visitors. People employed
in the cultural institutions on the Peninsula think that any new catering
content, if it were to come about, would need to be located in smallish and
temporary prefabricated structures so as not to affect the Riva’s existing
value. Therefore, it can be assumed that further commercialisation of the
Riva would not make the space more attractive to visitors, because — as
also indicated by the results of the survey — the citizens like the peace and
quiet currently found there. Not even more parking space close to the Riva
would, according to the survey results, make any considerable contribution
to its greater drawing power.
Interlocutors from the cultural institutions believe that more cultural
and entertainment events should be organised on the Riva. Even when
they do not have any clear vision of the thematic content that they could
themselves organise - such as educational workshops for children and
adults, various street happenings or festivals of street art - they see the Riva
from the perspective of their own activities as a location for presentation
of museum funds, sale of souvenirs at small stands and bookshops
in small, mobile pavilions. They also see it as a summer stage or area
for occasional exhibitions in the open and as a space for the interactive
events of street artists, educational workshops and other manifestations
in which direct communication with the public and/or passers-by can be
achieved. In addition, representatives of the University of Zadar think that
their institution could make a more intensive contribution to the tourism
offer of the city in the future, primarily through conference tourism and
organisation of summer schools, but also by making available for tourism
purposes part of the University premises.
When speaking of possible interventions at the Riva, business persons
in the creative industries and organisers of various manifestations on
the Riva and at other open public spaces on the Peninsula believe that it
would be desirable to ensure improved maintenance and improvement in
the appearance of the urban furnishing, promenades and green surfaces.
They also think that the existing facilities on the Riva, such as the terrace of
the Hotel Zagreb, should be utilised better, and that it would be desirable
to restore the Riva’s original function as a shipping wharf. Similarly to
respondents from the cultural institutions, business people in the creative

industries, too, are of the opinion that further commercialisation of the
Riva, as well as the building of new facilities, is not desirable. In the same
way, when discussing possible interventions in the space, the business
people interviewed thought that the Riva did need new content, but that
the number of catering establishments should, nonetheless, be limited,
and that they should be incorporated into the existing horticulture. They
also stressed that the additional content on the Riva should be planned
with care so as not to disturb its appearance and the ambiental value of
the space.
On the basis of information obtained by the quantitative and qualitative
research methods, one can conclude that the Riva requires urban plan-
ning that would be in accordance with feasibilities and the current ways
in which it is used, which the citizens of Zadar assess as being positive.
Since the Riva is visited by members of all generations and/or since it is
the most frequently visited space on the Peninsula as a whole, it can be
rightly regarded as the key attraction factor of the entire immediate city
core and, consequently, as a space that is focal to the overall identity of
Zadar. Furthermore, it can be concluded that the retaining of the largest
possible number of diverse public functions on the Peninsula, especially
those in the immediate vicinity of the Riva, is pivotal to the maintenance
of its existing status as one of the most highly frequented spots in the city.
The Zadar Riva is obviously an important resource for the further
development of the city and represents potential for achieving additional
value based on high location rent. Along with the existing cultural assets in
the contact zone (e.g. the proximity of the Forum, the Church of St Donatus
[Donat] and of St Anastasia [Stosija] and the attractions in its immediate
area, the Riva is a developmental identity factor and one of the most
important tourism products of Zadar. Therefore, the Riva and the nearby
cultural monuments mentioned should also be seen as an important
economic resource and not merely as cultural assets per se.
Although the surveyed Zadar residents do not consider that they would
visit the Riva more frequently if it were better connected transport-wise, its
improved accessibility to pedestrians and people using public transport,
particularly as regards tourists from the hotel complexes gravitating to the
city, could contribute to enhanced use of the Riva in those parts of the day
when it is under-utilised. Apart from that, the Riva space offers a possibility
for considerably more diverse content in the function of public events and

services. Because of its architectural heritage, the extended nature of the
area, the density of detail and the individual quality of the buildings, the
Riva could, as a whole (without the Sea Organ), be used more intensively
as an attraction factor for both tourists and the people of Zadar. Since a
complex dynamic of everyday life already exists on the Riva and that the
research results show that the everyday visitors to the Riva, along with the
cultural and creative workers, are satisfied in principle with what the Riva
offers, future interventions should be minimal and definitely such that they
do not disturb the ambiental characteristics of the space.
The global trend of urban cultural tourism provides an opportunity that
should also be taken into account when considering the revitalisation of
the Zadar Riva. Namely, this the type of tourism counts on individualised,
ecologicatly-aware and educated tourists and/or the so-called ‘post-
tourists’, who want to experience the life of the local community and not
to impose their own needs and values on the visited location during their
stay, but rather to participate in its destiny, it would be important to attract
such tourists to Zadar, even though they are fewer in number than the
mass tourists, since they stay longer in the location chosen, spend more
than mass tourists and demonstrate a much higher respect for local culture
and the environment.
Attracting a higher number of ‘post-tourists’ to Zadar would also be focal
because their stay at the chosen location unfolds with the intention of
contributing to the preservation of its resources and advancing the interests
of the local community. In this sense, one should not ignore the young
tourists who are now coming to Zadar, attracted by cheap flight tickets.
In other words, if such tourists at their current age regard the everyday
life of the local population as being attractive, while being appreciative of
the quality of the local food and accommodation, it can be expected that
they will return later to the location in a different guise (as more expansive
spenders, investors or even as inhabitants).
These are the types of tourists who could well implement co-existence with
the current users of the Riva, since interest in what is local contributes to
its resources and cultural profile. It should be emphasised here that the
current strategy of the European Union in the area of tourism is based on
just this type of ‘responsible’ comprehension of tourism, which should
reduce negative ecological and economic consequences and enhance the
well-being of the local community, and also its cultural self-awareness.

Such emphasis is in keeping with the necessity of preserving the character
of both the Riva and the historical core of the city as a whole, which should
be underscored in applications for the awarding of support funding.
Attracting ‘responsible’ tourists is definitely in the interest of historical cities
such as Zadar, which combine the resources of documentary culture of the
highest order with the resources of contemporary lived culture, coupled
with the possible future development of creative industries. In order to be
able to take advantage of the potentially very favourable effects of current
tourism trends, it would be necessary to plan cultural offer on the Riva that
would be in keeping with its character and the high calibre value of the
resource of its material and intangible heritage, and to limit the effects and
to channel the processes of new mass or residentially segregated tourism.
It is indicative in that context that the owners and employees of catering
facilities on the Zadar Riva, who were interviewed for the requirements of
this research, emphasised that various types of content that could attract
visitors were indeed needed on the Riva and areas adjacent to it, although
in their opinion no considerable increase in the existing number and
capacity of catering establishments would be desirable.
All this should be borne in mind in the urban planning of the Riva,
particularly because of the trend towards urban cultural tourism to which
Zadar can respond thanks to its resources. This would also be a stimulating
factor in the preservation and development of the urban cultural resources
of the city. It would encourage local production in the broadly understood
field of the ‘economy of culture’, where there have already been successful
examples in the placement of ‘luxury goods’ that are of local origin. A
systematic approach to the establishment of creative and cultural networks
would generate improved economic results, but would also — this being of
vital importance — contribute to the maintenance of local urban cultural
resources and the enhanced self-awareness of the community.
The current importance of the Riva as a place of interaction among the
local population, but also as an attractive place for tourists, could be
advanced with a number of moorings for possible coastal public city
transport by boat, which would connect the Riva by sea with the future
Gazenica harbour, and also with the existing hotel capacities located in
the immediate and broader Zadar area. With such transport links, the Riva
could benefit from content that would improve the quality of life of the local

population, while simultaneously contributing to the quality of Zadar as a
stationary cultural tourism destination of the urban type. The introduction
of this type of transport would reduce the ecological damage that would
otherwise ensue from increased automobile traffic in the city and make it
possible for visitors to enjoy the various attractive places on the Peninsula
in a new way. All of the foregoing would definitely contribute to the quality
of life in the city as a whole.
In response to the global trend towards increased interest in urban tourism
— the so-called city breaks — there is a danger that the residential areas
connected to the Riva be converted into hostels and flats, which could
result in dislocation of the inhabitants, who are vital for the maintenance
of life on the Peninsula. That also holds for the trend towards investment
purchase of real estate that is occupied for only short periods during the
year, as a second home, while standing empty for the remainder of the year
— as is the case in Dubrovnik.
Due to the value of the urban resources on the Riva with which the
University disposes, thought should be given to content that would be
attractive to an increased number of international students, professorsand
researchers in the future, who could also represent new ‘human capital’
in the development of the city. For example, summer schools engaged in
the revalorisation of the cultural, spatial and economic resources of Zadar
and its surroundings could contribute to a growth in knowledge about such
possibilities, and be attraction factors in Zadar’s quality of life, drawing
both new visitors and new ‘creative classes’ to the economic, cultural,
academic and scientific community of the city. The possibility of ‘import’
of the required ‘human capital’ has increased due to the current economic
crisis, since certain members of a highly qualified workforce have also
found themselves to be a surplus on the labour market. Additionally, the
entry of the Republic of Croatia into the European Union facilitates in the
bureaucratic sense the ‘import’ of members of the workforce from the EU,
while Croatia — and Zadar, too — have also been made more attractive for
settlement for the workforce from outside the EU.
‘Import’ of the required ‘human capital’ to cultural institutions and the
University would be possible in a relatively short period of time, due to
the existence of the necessary infrastructure to receive such a workforce.
Additionally, the city, in co-operation with the University, would have to
act quickly in development of industrial capacity, which would also be

attractive to a highly qualified workforce, important in the maintenance and
enhancementof urban cultural resources. Theexistence of European support
programmes (the so-called cohesive funds of the European Union) as well
as national programmes (for example, in the sphere of entrepreneurship)
facilitate the implementation of development undertakings that are largely
funded from abroad. The profile of the resources that the city has at its
disposal, as well as the issues that require solution, are compatible with
applications for funding from the existing support programmes.
Until now, Zadar’s cultural institutions have not utilised in sufficient
measure funds from the European Union’s support programmes for culture
and sustainable development, unlike some other centres in the Republic of
Croatia that have already secured considerable funding from such sources.
Dueto the historical character of the city, the value of its cultural resources
and the existence of a series of cultural institutions, it would be possible
to take greater advantage of the opportunities that the existence of the EU
cultural programme provides. In that sense, the foreseen decentralisation
of public administration should make it possible for Zadar to regain or
acquire authority over part of its resources that have previously been under
competence at the national level.
The research results analysed in this study have also shown that the
potential of the Zadar Riva, as an important element in Zadar’s identity,
should be carefully weighed and implemented, bearing in mind its
historical, contemporary and future social context. The existing content
of the Riva should be built upon solely in a direction that will not threaten
the existing content. Content that should be enhanced is that which will
contribute primarily to the quality of life of the local population, the city’s
atmosphere, the natural environment, the landscape and the local customs.
In planning the urban design of the Riva and the Peninsula area, it is also
important to be aware of the idea that urban tourism is an important factor
in Zadar’s development, and that it depends on the quality of life of the
local population.
The most favourable path towards creating awareness of the importance
of urban tourism is the stimulation of a new, creative view of the space,
which would revitalise the Riva with the sensitivity necessary to improve
the quality of life of the population. For example, the possibility of local
city transport by sea can be regarded as such a factor which would, among
other, restore some of its historical functions to the Riva. In such a scenario,

tourism should be regarded as having a twofold role: on the one hand, it
should help economic development and, on the other, urban development.
Such synergy between development potentials could be achieved if the
city’s visitors were to be offered an authentic experience while, at the same
time, offering the maximum possible fulfilment of the justified wish of the
local population for well-balanced economic and social development, with
full consideration for the local culture and environment.
For continued maintenance of the lively nature of the Zadar Riva it is crucial
that ways be found to conceive various functions that would, coupled with
activation of the current atrophying shopping venues on the Peninsula,
create advantages for the city centre in relation to the shopping malls
located outside it. That would involve future urban planning of the Riva
that would attempt to provide solutions for local citizens and visitors to
access the city centre by well thought out public transport, eliminating
further attraction of individual automobile traffic (a possible solution would
be the proposed revitalisation of the sea route to the Riva). Other feasible
measures would be extending the working hours of the shops and catering
establishments, and organising meaningful additional content that would
contribute to the Riva and the already established tourist attractions, such
as the Sea Organ, acquiring a unique place in the life of Zadar’s people.
The fact that expansion of the ‘consumer culture’ has changed the modes
of spending free time has undoubtedly contributed to a pronounced
atmosphere of desolation and emptiness in city centre streets. The urban
planning of the Riva should offer an adequate response to such trends,
which are also felt in the Zadar area. In fact, a general question imposes
itself: can a city centre retain the advantage or is city life gradually and
irreversibly being relocated in new areas? There can be no formula
anywhere for a comprehensive answer to that question, nor is there one
in Zadar. However, if the urban planning of the Riva and the Peninsula
manages to find a balance between the city’s strategic visions and the
proposals of investors, then there is a possibility for creating conditions for
avoiding mistakes in that area, such as have already been made in many
Mediterranean cities.
The urban plan of the Zadar city core area should, in any event, generate
balanced distribution of positive effects for development of urban tourism
and/or facilitate new ways of production and generating earnings that
increase rather than decrease the urban quality of the area. It should be

pointed out that the expression ‘interests of the local population’, which
is often heard in similar contexts, encompasses here both the population
living on the Peninsula and that living in somewhat distant city suburbs in
the Zadar case, who could come to the Riva because of the urban content
that they would enjoy in that location. The urban plan should enable all the
actors present in the Riva space - local people living nearby as well as those
from more distant locations, along with the tourists — the experience of
the new additional value made possible through co-existence and the
proximity of the diverse lifestyles and preferences of the urban population.
That means, among other, that attention should be paid in planning to the
existence of sufficient green areas and pedestrian zones in which traffic
is banned, and also that it be made possible for persons with hampered
mobility to gain access.
Therefore, the urban planning of the Riva — based, among other, on
information obtained by the research presented in this study — should
specify places foreseen for gathering together, communication, encounters
and exchange of information, recreation and spending of leisure time,
and for collective events throughout the day, evening and night. In that
process, the shopping function should not be ignored, and this could be
activated in Zadar if the function of the Riva were to be designed together
with the functions, for example, of Široka Street, the Forum or other areas
on the Peninsula that border on the Riva. In that way, by also respecting
the need for shopping, it would be possible to retain the existing content
of social contacts and the modes of spending free time outside of the
consumer paradigm. Due to the length of the Zadar Riva and its other
specificities shown during the research, it would be important to retain
the changeability of its social character during the day and the evening in
considering the urban design of the future of this space.
The research results presented in this study can also serve as a basis
for evaluating the possible designated integration of the Zadar Riva with
the cultural and heritage-based resources of the Peninsula. The cultural
heritage and current regimes of utilising the Riva that have been researched
in this study could provide a foundation for the establishment of culturally-
aware development of both the Peninsula and Zadar as a whole.
The results of the undertaken research indicate that the Riva should
be made meaningful as a location offering various possibilities to the
inhabitants of Zadar and its tourists in such a way that individual parts

of the Riva function as areas intended for diverse content: from culture,
through entertainment to various performance art practices.
One should certainly expect that the future visions, values and objectives
of the urban planning of the Zadar Riva and the Peninsula will contain
principled definition of the conditions for and ways of utilising the space
for catering content andsport and recreation (for example, by allowing the
possibility of swimming at the Riva by day, while foreseeing playgrounds
and other recreational content such as roller-skating, strolling and bicycle
riding in the evening). In brief, a detailed plan has to be worked out for use
of the Riva space and the ways and means of organising it. Furthermore,
such a plan should serve as the basis for including individual parts of the
Riva in cultural corridors that should then be developed for the broad
area of the Peninsula, and of Zadar as a whole. The Sea Organ and the
Greeting the Sun installation should be given prominence in that process
on an equal basis with the other monuments that make up the network of
cultural sights, since they can make an even greater contribution in that
synergy to the development of urban cultural tourism on both a national
and international level.
