SPECIAL WAR OF SERBIAN SECRET
SERVICES AGAINST KOSOVA AFTER
THE INDEPENDENCE PROCLAIMING
SUMMARY
The book “Special war of Serbian secret services against
Kosova after the independence proclaiming”, which is my
fourth (4th) book on succession of this field, containing in
itself an abundant of facts and arguments which show the
organized activity of Serbia secret services and other meca-
nisms against Republic of Kosova, especially during the pe-
riod of independence proclaiming. One can sometimes, in
this book, come across a return to history, so that to testify
the analogy of events of time and space. Here one can see
interweaving of Serbian state and pre-state mecanisms,
which are not satisfied only with informative activities, but
they take part in many sabotages, diversions, organized
crimes, as well as terroristic acts.

A series of scandalous events happened while I was
doing technical preparations for sending the book for prin-
ting, which reinforce even more the conclusion, already
clearly and definitely argumented that only few things have
changed in the Post-Milosevician Serbia. All the same, one
can not expect changing the course from close collaborators
and followers of the Balkans slaughterer, Slobodan Miloshe-
vic, who, together have led the genocide and ethnic clean-
sing politics of large-Serbia in all the territory of former-
Yugoslavia. A very good typical example of all this, is the
deputy, currently internal affair minister, also a candidate
for the president of Serbia, Ivica Dacie, or “The little Sloba”,
as he was known in the not distant past.
Thus, Dagiq, on the verge of elections, put all the possi-
ble mecanisms on action against Albanians. The everyday
arresting of citizens of Republic of Kosova while travelling
transit through Serbia, among others, is a serious violation of
the agreement of free movement done by Serbia, which
allows Kosova Albanians to travel through Serbia. The
agreement reached in the dialogues Kosova -Serbia in Bru-
ssels, with the international intermediation, came on power
in December last year, and was one of the pre-conditions to
Serbia by EU to be given the Status of the Candidate.
However, since receiving the Status of the Candidate to EU
Serbia has not respected any of the reached agreements with
Kosova.
Firstly, amongst the most flagrant cases was the arres-
ting of the president of the Metalist Trade Unionist of Repu-
blic of Kosova, Hasan Abazi 65, at the border pass Kosova-

Serbia, at “Dheu i Bardhé”, while travelling together with a
co-operator of his to take part in a conference of Eurpoean
Trade Union in Croatia. Abazi’s arresting* was done in
retaliation for the arresting of five members of Serbian MUP
in Gjilani region, one month before, as they were reported
by their serb fellows for their criminal activities.
In this sequence, on 31 March 2012, gendarmerie of
Serbia, grabbed two Kosova police officers in Dumnica vi-
llage, about 150 metres inside the territory of Republic of
Kosova. Just a few hours later, in a conference for media,
Dacie, made their ‘arresting’ public, illustrating it, even with
photos.
“What did they look for in the territory of Serbia, and
basing on which agreement? Serbia will not tolerate these
acts any more!”, threatened Dacie, forgetting that it was
exactly the Serbian gendarmerie the one which is everyday
violating territorial integrity of the Republic of Kosova,
getting into the depth of our territory along Kosova-Serbia
borderline.
On the night between 7 and 8 April, in the north of
Mitrovica, a terroristic act against Haradinaj family was
commited. There was plastic explosive put in the guardrail
of ground floor flat of Haradinaj family, one of the block

flats in the “Tre Rrokaqiejt” square, which is near the resi-
dence of the so-called Serb Paralel Structures, on which
occassion, from the strong explosion the householder Selver
Haradinaj 38, was killed, whereras his wife and his four
children were injured while they were sleeping. According
to the order authorities, the first investigations show a well-
organized terrorist act against this family. The internal affair
minister, Bajaram Rexhepi said to the media that what
happened in the north of Mitrovica (terroristic act against
Haradinaj family), is something that Serb criminal groups
led by Serbian MUP have been doing for a long time.
Referring to close sources of the investigation process,
two days later, media in Kosova made it public that behind
this act, it is suspected to be the so-called Serbian “Civil
Protection”, which is led by Jovica Lazarevic and Desimir
Janicijevic in the north of Kosova. The so-called “Civil Pro-
tection”, which officially operates within paralel munici-
palities, functions basing on the laws of Serbia.
On the other side, the later organized attack against
static check point of Kosova Police, which was put there on
the demand of residents near “Tre Rrokaqiejt” square, accor-
ding to media, which refer to sources from the north, was
reported to have been taken over by the representatives of
so-called the municipality of North Mitrovica. This act was
commited by Serbs Stevo Pavicevic, Jovica Lazarevic dhe
Slavolub Jovic, under directions of Momo Kasalevic, the de-
puty president of paralel municipality of the so-called North
Mitrovica, respectively the deputy of Kerstimir Pantic.

The punishment campaign against Albanians of the
Republic of Kosova as well as against Albanians of Eastern
Kosova, not leaving aside the serb direct implications on the
campaign against Albanians in the Republic of Macedonia, is
a clear indication of two-faced politics of Serbia, which
openly shows its orientation and tendencies for destabiliza-
tion of the region. Due to represión against Albanians, right
the same as during the Milosevic period, Dacic managed to
be the biggest winner of 6 May elections in Serbia.
The high former-representative of International Co-
mmunity for Bosnia and Herzegovina during 2006-2007,
Christian Schwarz-Schilling, minister of Post and Teleco-
munication in the governmnt of chancellor Helmut Kohl for
ten years (1982-1992), in a writing of his published in the
newspaper “Siiddeutsche Zeitung” (republished in “Koha
Ditore”, in August 2010), while treating the crisis in Kosova
and Bosnia, emphasises that “...it is not the lack of good will
or stupidity of politicians of these countries the cause for the
lack of progress. The biggest probrem still is the ideological
stiffness of Serbia. Belgrade has not yet gone away of
nationalistic greatserbian ideology, which, in the 1990s
caused the most terrible genocide in Europe since the
Second World War... ”Besides this, in his writing, Schwarz-
Schilling, concludes that “there is another factor, which
obstructs the positive development of the whole region:
This is the unstable, unconsequent and undecisive politics of
Europe”.
On the other side the KFOR commander, general
Erhard Buhler, in an interview given to British news-

paper “Observer”, in August 2011 (republished in news-
paper “Zeri”, on 9 August 2011) referring to the events
which happened in the north of Republic of Kosova, after
reminding that criminals control everything in the north of
Kosova and that they cause ethnical tensions as many times
as their interests are threatened, pointed out that besides
these criminals and extremists there are many other Serb
secret services which are believed to play a great role in
these struggles. What makes it more alarming is general
Buhler’s evaluation, that ‘2 thousand criminals (serbs) lead
the net, which holds all the world - EU, NA TO and UN and
up to Security Council on their toe
There has been pretty long time that the north of
Kosova has become an oasis for many criminals and cri-
minal groups not only from Serbia but also from the region,
who are wanted by Interpol and other international justice
organs.
The last report of ADS (American Departament of
State) for narcotic trading in Balkans describes Jarina dhe
Bernjak as border passes where drugs moves freely, giving a
warning to Serbia. As was reported in the media, referring
to local and international sources, Serb criminal groups are
getting a lot of profit from barricades relating to drug tra-
ding and smuggling. At the time when all the attention of
security structures in Kosova, both local and international
has been put on barricades, which have been put by Serb
criminal groups, on the other side, in the north of the
country, a small group of people, very powerful in crime,
have intensified drug smuggling. Drug of Heroine class

passes from Kosova to the north, and then through alterna-
tive ways to Serbia. As a matter of fact, drug traffic without
any obstacles through this region, which has become an
oasis of organized crime, is thought to be one of the main
reasons of barricading the north of Kosova.
The Austrian newspaper “M January 2010) wrote
that the government of Serbia was financing Serb paralel
structures even for municipalities where there were no
more Serbs living there. These structures have their head-
quarters not in Kosova, but in Belgrade. “This happened
with paralel structures for Peja town, which have their
headquarters in a flat in Belgrade. For the activity of the
paralel structures the government of Belgrade has allocated
13 million euros. There are 725 Serb officials from nine
municipalities of Kosova, which are inhabited only by Alba-
nians on the salary lists of the government of Belgrade. In
these municipalities now only 46 Serbs live there. These 725
officials, who are paid by the government of Serbia for their
activities in municipalities of Kosova where there are no
more Serbs, the newspaper writes, there is no doubt that
they are members of Serb Secret Service, and this is openly
seen that they are paid for their services they do in Kosova.
According to this calculation, it comes out that for each nine
municipalities “where there are no more Serbs”, there are
approximately 80 members of Serb Secret Security, who are
officially paid.
Having into consider published statistics of NATO, too,
which talk about a number of more than 43 thousand
cooperators of Serb Secret Services in Kosova, then it is a

worrying situation and there is a need for an adeqate
treatment.
Increasing calls, which come from Belgrade for sepa-
ration of Kosova, must be taken as calls for a new war, or as
they are diplomatically called, calls for a new conflict. It is
very clear that with the existing borders in the Balkans, the
Albanian people are the most damaged, so that in case of
calls for crushing the territories of Kosova, everyone must
know that this is a very dangerous process and it will not
end only with the separation of Kosova, but it will be a
chain process where borders of many countries of the region
will be involved.
