Summary
The basic idea of the book, which is based on the author's dis-
sertation of master’s degree, which was defended on the Academy
of Diplomacy and Security Sciences in Belgrade last year, is that
the only international legal document on which, in accordance with
the Agreement provided for arbitration to decide on the future
borders of the Republic of Slovenia with Croatia is. of October
16th, 1918. This is the only internationally valid legal document
and also the last one before formation of the common South Slavic
state, which in 1991 split into its constituent parts. The components
were sovereign Slovenian lands in the Austrian part of K K mo-
narchy, and sovereign Kingdom of Serbia with Montenegro. The
rest territory was only the occupied part of the Hungarian Kingdom,
this is the Hungarian part of the K K monarchy, what is now
called Croatia. The document, Manifesto of Emperor Karl I, which
is in the German-speaking area called Völkermanifest and on whi-
ch the present-day Republic of Austria is based, is proof of that. In
accordance with this document and the international legal princi-
ples must present-day Slovenia, at the discretion of the arbitral
tribunal, get back a full set of Istria with the Kvarner islands and
Medmurje on the left bank of the Drava river, territories now
occupied by Croatia.
In this way, the tribunal will repair since the end of WW1, con-
tinuing unsustainable and inequitable situation that remains also
after the WW2 consolidated by communists power, strongly linked
to former Ustasha regime of the Independent State of Croatia
during cooperation with Nazi Germany in the WW2.

In the book are proven some theses, and of course a number of
questions are opened about the current work of Slovenian com-
munist historians who have knowingly, under the communist or
before clericalist dictate, denied, hide and falsified actual history
of former South Slavic country. Definitely not withstand commu-
nist lie of brotherhood and unity of the peoples of the former Yu-
goslavia, when the Croatian state formation during the WW2 had
on their territory's largest and most brutal concentration camps
outside the German Reich, in which the Serbs, Gypsies, Jews, and
Slovenes, were annihilated.
From the facts presented in the book also raises the question of
the legality of the present state of Croatia, built on very arbitrary
actions without international legal legitimacy.
There are more and more documented evidence of objections
from USA and Great Britain against forming of South Slavic coun-
try after the WAV, as well as other international factors. But Vatican
- a German-Croatian alliance with the help of strong Slovenian
clerical elements allow the establishment of a common country as
a defence against Serbian orthodoxy religion from the south. Of
course the Slovenian clericalists were willing to give up the state-
hood of Slovenian lands and “borrowed” it to the Croatian side.
However, international legitimacy of Manifesto, despite the tem-
porary deviation commanded to oblivion, does not cancel out and
at the moment have its full power, legality and legitimacy. Return
of the actual condition, now that the total Yugoslavia disintegrated,
in time before the formation of common state is the only legal
option and commitment. By providing a fair Slovenian territorial
framework, based on the same international law, can solved all the
other territorials and any other questions within the former Yugo-
slavia, so Croatia with regard to Serbia, Hungary, Italy, Montenegro,
Bosnia with Croatia, Montenegro with Serbia, Serbia with Croatia,
Kosmet and so on. Of course, it is therefore essential to organize a
Peace Conference on Yugoslavia, because the only so-called Con-

ference on Yugoslavia from 1992 only lead to the development of
war within the former state and a huge number of casualties.
The only option for the development and prosperity, if not for
the existence of Slovenia in general, a solution in the form of the
federalization of the country, in accordance with the current Eu-
ropean idea of regionalization: Slovenia as a federal state of five
countries - Krajnska (Carniola), Štajerska (Styria), Primorska
(Littoral), Koroška (Carinthia) and Pomurska. All this can be done
according to the possibility that Emperor Karl I gave Slovenian
nation in his Manifesto, as internationally legal and never negated
possibility.
