Between Ankara and Tirana
Introduction
For 10 consecutive years, in the period 1990-2000, Mr.
Limaj is our country’s first military diplomat who worked
on the creation, development and consolidation of the
political and military relations with the Republic of Turkey.
Until 1994 these tasks head through the Ministry functions,
often moving services in Turkey, and in the years 1995-2000,
for about 6 years, carrying out the mission of the Military
Attaché of the Republic of Albania in the Republic of Turkey.
It was a very intense and critical period for our country,
for political developments and reforms in the Ministry of
Defence and Armed Forces. These have filled the publicist
and renowned diplomat, Colonel Hajro Limaj with a lot of
impressions and unusual value information. The largest
values of the book “Between Ankara and Tirana” stay in
real facts and conclusions for the crucial role played by the
Turkish state in the early years of transition in Albania, to
overcome the serious political crisis in Albania in 1996 -1997
and for the liberation of Kosovo from Serbian. Many facts
and events are introduced for the first time to the Albanian
public, so they will serve to the present and the future to

study the historiography of the two countries and to have
a more accurate coverage of this difficult and dangerous
period of Albanian World. As a cadre with a lot of experience
in the field of military strategic intelligence, through this
very significant book shows his unquestionable values in
the way they create more reliable cooperation relationship
with senior political and military authorities of the two
countries, Albania and Turkey. This conclusion emerges
naturally from the way he was welcomed by the presidents
of the two countries: Sali Berisha, Turgut Ozal and Suleyman
Demirel; prime-ministers, Bashkim Fino and Pandeli Majko,
of Albania and Tansu Çiller, Necmettin Erbakan and Biilent
Ecevit, of Turkey; from the defence ministers Safet Zhulali,
Shaqir Vukaj, Sabit Brokaj, Luan Hajdaraga and Ilir Gjoni
from Albania and Mehmet Gôlhan, Vefa Tanner, Oltan
Sungurlu, Ismet Sezgin, Hikmet Sami Tiirk and Sabahattin
Çakmakoglu from Turkey; chiefs of the Turkish General
Staff, General Army, Dogan Guresh, Ismail Hakki Karadayi,
Hiiseyin Kivrikoglu and the Albanian General Staff chiefs,
generals Ilia Vasho, Sheme Kosovo, Adem Çopani and Alex
Andoni.
This professional elite skill and untiring commitment
of this outstanding military diplomat gave a long-term
contribution to the establishment and consolidation of
cooperation bridges and successfully intensive cooperation
in the fields of politics and defence between our two
countries. The creation and the establishment of institutional
relations with statesmen of every political force, who were
or came to power, giving priority to country’s national
interest, are clearly depicted in his intense activity. This

is the main reason why he became a reliable personality
and was proposed and appointed to important tasks in the
governance mandates of the two main political forces.
Through intensive engagement and high achievements
in favour of the Albanian state and national interests
naturally understood that Colonel Hajro Limaj was a
diplomat, who has the commitment, accountability,
professionalism and high idealism which he put in the
service of the country and state representing, standing above
party interests and conjectural government. Based on these
qualities and principles, he had no prejudice to co-operate
with the same correctness and sense of responsibility with
superiors and colleagues of every political force in power
or opposition, because he was too clear and confident while
performing these state tasks for the national interest. In the
main memories contained in this book, Mr. Hajro known
for his complete objectivity in the judgment and evaluation
of the cadres, their merits, also for the limitations or errors
of all senior state government and military leaders he
collaborated with in the period he was the head office of the
Albanian military attaché in Turkey, or before and after it in
the Ministry of Defence, trying and successfully managing
to avoid biases, tendencies, preferences, or grievances
towards some of them.
These have helped him to be highly praised and
honoured by all the staff at the Ministry of Defence,
viewed and presented as a model diplomat and official for
his high level of commitment, reliability and performance
accountability, communication and cooperation with

superiors and colleagues in his department in Tirana;
governors and senior military leaders of Turkey as well as
its counterparts from other countries accredited to the same
office in Turkey. Precisely for these values, during his time
in Ankara, or when he returned to his homeland in charge
as adviser to the Minister of Defence, he was proposed to
other important tasks, at home and abroad but to preserve
and protect his purity and dignity from the politicians and
politics instability he refused them. To do this he retired
with his will from state duties, becoming director of the
Institute for National Security Policy, a think-tank strategic
civil institution. As he got this independent status, through
publications in Albanian and foreign media, or through
various conferences overseas, he has become a public
personality with identity worldwide and beyond.
Therefore the book “Between Ankara and Tirana”
will serve to further strengthen ongoing relations, sincere
and friendly relations between our two nations; he will be
a reference book for diplomacy, history and international
relations students of both countries, and many more.
Just like the book “Albanian World and National
Security”, with 490 pages, published in mid- 2005 and in
2011 which is listed as one of the best books of European
researchers on political science and international relations,
in All Bookstores.com, even this book will be surely
accepted with interest and will be appreciated as much as
the previous one.
For the preparation and publication of this book with
facts and events unpublished so far the author has thought

ever since he was in charge as a military attaché of the
Republic of Albania in the Republic of Turkey, a fact that is
confirmed by the excellent diary he has kept; newspapers
and other sources of information that he has preserved;
pictures of meetings held during the period of performance
of his high function, thus putting the book the intriguing
title “Between Ankara and Tirana.”
I can say with conviction that Mr. Limaj has given
Albanian, Turkish and international readers a book of great
interest and once you begin reading it will be difficult to
put it away.
The information provided by the publicist and diplomat
Hajro Limaj comes from remote times of the splendour and
the fall of the Ottoman Empire, with dozens of paschas and
prime ministers of Albanian origin; to continue with the
period of Turkey governed by Mustafa Kemal Atatürk and
they end up with the years of governing of the modern
Turkey by the President Demirel, prime-ministers Tansu
Çiler, Necmettin Erbakan, Bylent Ecevit and the last, Recep
Tayyip Erdoğan.
It is worth to mention that the author is presented as
a skilled diplomat, conscious and responsible, dedicated for
the status and the mission; a visionary politician and smart
observer. In official meetings and informal conversations,
he does not miss the opportunity to get a message even
from a physical reaction or even a gesture that may seem
quite instinctive, to obtain valuable information from his
counterparts and interlocutors for his department, Albanian

diplomacy and politics, strategic and national interests of
the country he represented.
In addition to notes and memories of specific meetings
at the time when they were held, while writing this book
he is helped a lot by his passionate commitment, civic and
intellectual courage in the field of journalism, as an analyst
and columnist in daily newspapers, “Panorama”, “Koha
Jone”, “Balkan”, “Metropol” and “Shekulli”.
Journalism involvement and the early, strong and
spiritual connection with Turkey, which dates back to
the year 1974, has enabled daily tracking of events, with
regular entries in his diaries of any political-economic and
military development in Turkey, in general and the Turkish-
Albanian relations in particular. Today he is considered
as the best expert in this field, which is confirmed by the
analysis and comments that he frequently publishes in the
media.
By abundant facts it is clearly stated and understood
that during the period of service and length of stay in Turkey
Mr. Hajro Limaj has faced not only the military diplomatic
front, but also that of a committed self-voluntary officer,
loyal and committed in other directions. He has even been
close to ill people coming for medical treatment and surgery
operations in the best military and civil hospitals of Turkey
treating them as a family wasting a lot of his time; also
for the cadres and students, who came for further training
or to graduate in Turkey’s prestigious military academies
pride not only for this country but for all NATO;

outstanding ability of a writer, portraying or characterizing
in a few words and details the personality, political
positioning, the role and the importance of senior Albanians
and Turks that we know or meet through the pages of the
book; into concise but highly expressive fragments from
the information about such meetings, forwarded to the
Ministry of Defence or the Ministry of Foreign Affairs in
Tirana.
This book is of great and concrete value seen
another viewpoint. It enriches not only the libraries of
the Ministries of Defence and Foreign Affairs of Albania
and Turkey, but also the civil libraries serving therefore
to history scholars and political scientists, students of
today and tomorrow interested and engaged in studies
and publications for centuries and to multilateral relations
between the two countries and their people.
