SUMMARY
The last weeks of the German occupation in June 1944 saw a sequence of war crimes being
committed against the civilian population in the Wilno (Vilnius) Region by a Lithuanian police
battalion collaborating with the Germans and then, in reprisal, by a unit of the Polish Home Army
(Armia Krajowa - AK).
The origin of these events was an operation conducted by the Home Army 5th Wilno Brigade
in the early hours of 20 June 1944 in Glinciszki (Glitiškės), municipality of Podbrzezie (Paberžė).
A patrol from the 3rd company of the 258th Lithuanian Police Reserve Battalion was ambushed
by a Polish resistance unit. In retaliation for the losses incurred in the ambush (in which four were
dead and two wounded), on that same day the Lithuanian policemen shot down 39 Poles, mostly
women and children living near the place of the ambush.
In reprisal for this appalling crime, the partisans from the Home Army 5th Wilno Brigade
mounted a retaliatory operation on 22-24 June 1944, in the areas of the pre-war Republic of Lithua-
nia. It was began by a skirmish with Lithuanian policemen near Giedrojcie (Giedraičiai), which
left some of the policemen dead. Later on during the operation, selected families and individuals
from among the Lithuanian residents of the municipalities of: Giedrojcie, Janiszki (Joniškis) and
Malaty (Molėtai) were killed. There were no fewer than 68 civilian casualties (mostly women and
children), mainly from the families of Lithuanian military settlers. Most victims were killed in the
village of Dubinki (Dubingiai).
The acts committed by both Lithuanians and later Poles were unquestionably war crimes, and
were perpetrated on the initiative of line commanders themselves.
In addition to the stand-alone retaliatory operation by the Home Army 5th Wilno Brigade,
a punitive expedition of the 2nd Home Army Group was organised as part of the Polish reprisal
for the crime in Glinciszki. This took place in late June 1944, at the order of the Home Army Com-
mander of the Wilno District, Lieutenant Colonel Aleksander Krzyżanowski “Wilk”. On 27 June
1944, units of the Home Army mounted an unsuccessful attack on the enemy’s defence post in
Podbrzezie, where a German unit had already been stationed to replace the Lithuanian one, which
was responsible for the Glinciszki massacre. Later on the Home Army Group marched through
the municipality of Janiszki, situated in the area incorporated by the pre-war Lithuanian state. As
part of these retaliatory measures, the partisans killed no less than 13 men.
The Glinciszki massacre should also be associated with the increased brutality of the Home
Army soldiers towards Lithuanians in the remaining areas of the Wilno Region, sparked by re-
taliatory sentiments. In late June and early July 1944, there were a number of incidents in which
members of the Lithuanian police and military were executed, and some more cases when civilian
males were killed.
These tragic events from mid-1944 were all elements of the Polish-Lithuanian conflict, on
the rise since the end of the 19th century, which coincided with the emergence of a Lithuanian
nationalist movement and its confrontational stance against Poland. This antagonism had differ-
ent stages, including an armed conflict in the wake of independence of the two countries, in the
years 1919-1920 and the subsequent hostile mutual relations in the 1920s and 1930s. One of the

main controversial issues was regarding the Wilno Region as a part of Poland, a view which was
questioned by Lithuania.
During World War II, the conflict was exacerbated further after the Wilno Region had been
invaded by Lithuania in October 1939, which was one of the consequences of Poland’s occupation
and division by Germany and the Soviet Union. Depolonisation measures undertaken in the Wilno
Region by the Lithuanian authorities fuelled hostile feelings among the Polish population. They
became even more bitter during the period of German occupation (1941-1944), due to the active
participation of Lithuanian units collaborating with the Germans in the massacres committed by
the Germans on the local population. The symbol of this crime is the mass-murder site in Ponary
(Paneriai) near Wilno. It is estimated that some 100 thousand Polish citizens, mostly Jews, were
killed during the War at the hands of Lithuanians collaborating with the Germans or with their
assistance.
In the final period of the German occupation, Polish Home Army fighters started to respond
with violence to the long-lasting policy of discrimination and ferocity on the part of the Lithuanian
administrative authorities as well as the police and military units in German service. The Home
Army reported to the legal Polish government in exile and, as a component of the Polish Army
(Wojsko Polskie), it formed a part of the anti-Nazi coalition. The Home Army’s fight against the
German invaders in the Wilno Region involved inter alia liquidation of local Lithuanian police
units and local administration units, whose personnel included Lithuanians collaborating with the
Germans. Over time, extensive rural areas passed under sole control of the Home Army. In paral-
lel, Home Army units were fighting against the hostile Soviet partisans.
A spectacular success of the Home Army in the Wilno Region was defeating some of the
Lithuanian Local Squads (Lietuvos vietinė rinktinė - LVR), which, on German orders, were to
fight the Polish partisans. During Polish-Lithuanian military confrontation, some acts of violence
against civilians took place. The Lithuanian troops would murder residents of Polish villages,
whereas the Home Army fighters would shoot down Lithuanians collaborating with the Ger-
mans.
It should be borne in mind that during World War II the antagonisms between Poles and
Lithuanians were on the rise and were used to further the interests of the successive invaders:
Soviets and Germans alike.
One of the final episodes in this undeclared Polish-Lithuanian “small war” in the Wilno Re-
gion were the massacres of Glinciszki and Dubinki. The brutality of these acts reflected the extent
of mutual hatred existing at the time. Even though the enormity of these events faded in view of
the mass repressions brought by the new Soviet occupation which started in July 1944, their traces
had been deeply entrenched in the memories of both Poles and Lithuanians.
The echoes of war crimes were revived in the early 1990s, when Poland and Lithuania re-
gained full sovereignty. The prosecutors of both countries initiated long-lasting proceedings aimed
to elucidate the massacres of Glinciszki and Dubinki, cooperating with each other as part of legal
assistance. The names of these two villages became permanent elements of the common Polish-
Lithuanian vocabulary, and the memory of these crimes formed an important part of the historic
and political discourse. Issues of contention included among others evaluation of the operations of
the Home Army in the Wilno Region during World War II. The massacre of Dubinki was viewed
by the Lithuanians as the key evidence of its anti-Lithuanian or even genocidai nature. The smear
campaign directed against the Home Army veterans living in Lithuania was a consequence of
such views. In 1993, the Lithuanian civic court was convened to pass judgement over the Home
Army unequivocally condemned its actions. The role of the Home Army was also investigated by
a special Lithuanian state committee. However, the specific context for the massacre in Dubinki,
which was directly provoked by the earlier Lithuanian massacre in Glinciszki, was completely
underestimated, nor was it taken into account that this was a never-to-be-repeated incident, stand-

ing in contradiction to the military principles embraced by the Home Army. For this reason, using
the negative evaluation of this single deed to form generalised opinions about the activities of the
Home Army in Lithuania was wholly unwarranted.
For Poles, the history of the Home Army remains a prominent part of the national history. This
is the reason why the Lithuanian views on this subject were received with surprise and strongly
opposed. The cases of war crimes committed by the Home Army soldiers such as the retaliatory
action of the Home Army 5th Brigade in the Wilno Region are hid somewhere in the recesses of
the collective memory of Poles. This helped a fallacious opinion to take root that the act of re-
taliation committed in Dubinki was partly an armed fight with the Lithuanian police and that the
whole massacre produced 27 victims, while this was the number of the people killed in this one
village alone.
As political cooperation between Poland and Lithuania developed around the pursuance of the
two countries’ common strategic goals, viz integration with NATO and the European Union, the
disputes concerning the history of the War were somewhat hushed up, which was manifested by
a symbolic reconciliation of the veterans of the LVR and those of the Home Army who were living
in Lithuania and who w'ere permitted by the Lithuanian authorities ֊ after 14 years of endeavours
֊֊ to register their association. In the Declaration of Reconciliation signed on 2 September 2004
in Wilno, both sides expressed their deep sorrow over the suffering inflicted upon the civilian
population as a result of mutual clashes. In 2005, Polish and Lithuanian veterans commemorated
together the memorial sites in Glinciszki and Dubinki.
However, a serious obstacle on the path towards genuine reconciliation is the lack of reflec-
tion on the war crimes. The massacres of Glinciszki and Dubinki can serve as very telling, but
not the only examples here. Their circumstances have never been expounded in depth, and their
consequences have neither been articulated nor recorded in public awareness. There is a visible re-
serve on both sides against condemning their own perpetrators. Undoubtedly, in order to develop
a desirable moral condition of a society it is equally important to explain and publicise those war
crimes in which this society was a victim as those in which it was a perpetrator.
For instance, it is difficult to accept that the inscription on the monument in Glinciszki pro-
vides no information that the massacre was committed by Lithuanians. However, expounding the
circumstances of the massacre in Dubinki remains a serious problem in Poland, too. Major Zyg-
munt Szendzielarz “Lupaszko”, the commander of the unit that was responsible for the murderous
act of retaliation on Lithuanian civilians in June 1944, in the recent years has been hailed as one of
the greatest Polish war heroes. In 2006, he was honoured with a special resolution passed by the
Parliament of the Republic of Poland, and in 2007 was posthumously awarded the Grand Cross
of the Order of Polonia Restituta. His name is commemorated on many monuments and plaques,
and is borne by streets and social organisations. However, the acts commemorating his indisput-
able services to his homeland, first and foremost his struggle against the communist bondage post
1944, are as a rule not accompanied by any reflection on his responsibility for the massacre in
Dubinki.
Problems with settling the mutual scores for the crimes committed during World War II remain
an important reason why Poles and Lithuanians do not seem as yet to share similar memories of
their historical past.
