T. G. Masaryk and His Imperial and Royal Opponents
The Czechoslovak Campaign Abroad during the Geneva Period
in the Struggle with Austro-Hungarian Diplomacy, Intelligence
Services and Propaganda (1915-1916)
Tomás Garrigue Masaryk, Edvard Benes and their contribu-
tions to the birth of the Czechoslovak state are among those
major themes of Czech historiography that extend well beyond
academic discourse in their perceived importance and are very
much part of political discourse. The ideological battle over the
“founders” of the republic has always inspired passions, from
the eulogistic to the sceptical and even demonizing. Views of
the founders have been reflected in political ideologies, group
identities, institutional development, and even the legal order
of the new state and its doctrinal foundations. The key issues
relate primarily to the outcome of the First World War and the
undoubtedly successful culmination of Masaryks campaign
abroad, which resulted in the recognition of the Czechoslovak
National Council by the great powers of the Entente and its
subsequent transformation into a provisional government in
the autumn of 1918.
The work focuses on the constitutive period of Masaryks cam-
paign abroad from January 1915 to the beginningof the springof
1916. This means that it starts with the arrival of T. G. Masaryk
in Geneva, where he first publicly announced his stance against
continuance of the Habsburg Monarchy and took the first of-
ficial steps in his open campaign against it, and ends with the
gradual move towards the new phase in this campaign that

would be characterized by the removal of its directing centre
from Switzerland to Paris following the dramatic narrowing of
the field of action of Czechoslovak resistance abroad in the neu-
tral Alpine country.
The work is built on the counterpoint of two perspectives on
the problem: the perspective of T. G. Masaryk on the one hand
and the perspective of his imperial-royal (Austrian), and by
extension imperial and royal (i.e. empire-wide) opponents on
the other. We term the first perspective the level of resistence,
and in exploring it we strive to obtain a view of Masaryk’s cam-
paign through the eyes of its participants, including not only
perceived successes, but also problems and partial defeats. In
this context we adopt a synthesizing approach that emphasiz-
es the architecture of the campaign abroad and its elementary
building blocks. This is followed by a chronological parallel
sketch of the fields of confrontation where T.G. Masaryk and
his colleagues clashed with Austro-Hungarian espionage, for-
eign policy and propaganda. The authors consider that this
aspect has been wrongly marginalized in historiography up
to now, when in fact it explains much about the conditions in
which T. G. Masaryk and those close to him were working, and
the methods they were using.
The fields of confrontation are divided into a number of
layers. The authors have investigated Masaryk’s relationship
to Czech associations abroad (Czech migrant communities) as
the organizational, social and especially economic basis for the
campaign abroad, and have also studied the press as a struc-
ture with not only informational but promotional and agitation
functions - the nerve fibre of the campaign. They have focused
particularly on one very important aspect of Masaryk s activities
that has tended to be obscured or overlooked in the litera-
ture, and at most tactfully mentioned as transmitting reports,
i.e. intelligence for the Entente on the one hand, and struggle
with Austro-Hungarian counter-espionage on the other. These
activities, problematic because they involved conspiracy and
contacts with the resistance at home, were often made light
of by the protagonists themselves. All the same, analysis of
these layers of the theme produces a major and entirely new

chapter in the story, overlooked in previous literature, which
illuminates the question of the status of Masaryk’s campaign
in Switzerland as host country and the realistic long-term pos-
sibilities of developing that campaign on its territory. This is
because the approach highlights not simply the bilateral con-
frontations of Masaryks campaign with the Austro-Hungarian
bureaucracy, but other key factors that influenced the develop-
ment of Masaryk’s campaign, i.e. the international situation of
neutral Switzerland during the world war and its relationship
with neighbouring countries, as expressed not just by official
relations conducted through diplomatic missions but also the
activities of its own intelligence services in confrontation, or
even in collaboration, with the intelligence services of the cen-
tral powers and the Entente powers.
The second perspective is conceived as the perspective
of the state defending its integrity. The Austro-Hungarian
bureaucracy is studied in five segments defined by different
competences, and mode of work. In first place the question is
that of Masaryk’s struggle with the Austro-Hungarian foreign
service (diplomacy), and in second place his struggle with the
military organs coming under the supreme military command
but represented abroad by the military attaché in Berne and the
Evidenzbureau (intelligence service). In a further segment
the subject is the state police represented by the Prague Police
Directorate. Here the authors want to offer readers an insight
into the activities of those who in their memoirs and in period
literature are often trivialized as the incompetent antagonists
of the eventual victors. Were the anti-Masaryk players truly so
inadequate and unprofessional? Austrian censorship, propa-
ganda and justice are considered as one whole, and in this way
we emphasize that we are not studying the judicial system as
a distinctive political, social, economic or cultural phenomenon
of wartime reality, but looking at it only in relation to the resist-
ance, and especially the resistance abroad, and as an instrument
of propaganda or counter-propaganda.
These two perspectives from which we explore the problem,
i.e. the “perspective of the resistance” and the “perspective of
the state defending its integrity”, are at first sight different in

their entire structure. On the one hand we are dealing with
just one small subject, not subdivided but polyfunctional, and
on the other - opposing it - a whole group of professionally
profiled subjects with abundant staff and funding and relative-
ly clear delineation of functions. The analysis of this “battle
between David and Goliath” thus demands specific forms of
investigation with regard to how the two sides understood and
perceived the struggle. The apparent incommensurability in
the institutional character of the two sides must - in our view -
be taken into account as we look for answers to questions
about the performance of the protagonists of the campaign
abroad and its antagonists. The work as a whole provides
a picture of the development of the methods of Czechoslovak
foreign policy, the formation of part of its personnel and the
roots of what would become the foreign service of the new
state.
This unconventional and essentially entirely new structur-
ing of the problem, which is elaborated in ten functionally
specific stories from one and the other side, is the basis for
conclusions that are fundamental for Czech historiography
but also Central European history generally. They are a correc-
tive to one-sided judgments on the side that lost the battle and
is often dismissed or trivialized in its efforts, for history tends
to be written by the victors. The authors have summarized
their approach and findings in ways that seek to remedy the
usual interpretational one-sidedness, but it must be stressed
that the work is not intended as some sensational “rewriting”
of history. That Tomás G. Masaryk and Edvard Benes laid
the diplomatic foundations of modern Czech/Czechoslovak
statehood is a statement that can be carved in stone and will
hardly be overturned by any future researchers. Nonetheless,
emphasis and choice of facts, even without explicit untruths,
can blur retrospective accounts of events viewed through the
new lens of success or failure. Historiography and memoirs
after the 1st World War including the works of T.G. Masaryk
and E. Benes naturally strove to underline the legitimacy of
the state, and the legitimacy of these two exceptional men at
its head.

In this context it should be remembered that Austro-Hun-
gary too had its historical and state legitimacy, and this should
not be retrospectively trivialized. Masaryk’s campaign abroad
needs to be seen both from the angle of national emancipa-
tion as the culmination of the desires and development of the
modern Czech nation, i.e. as a foreign policy expression in the
Masarykian-Benesian spirit, but also from the angle of the Aus-
trian-Hungarian bureaucracy and in the spirit of its attempts to
maintain the integrity of a state and preserve it. Austro-Hun-
garian bureaucracy operated within the limits of the existing
legal order, and even though during the war restrictions were
placed on normal civil rights, the legal framework overall was
not undermined. This was a legal order that was generally ad-
vanced and modern, and in fact became the basis for the legal
order of the First Czechoslovak Republic. All the same, a le-
gal order as such is one thing and its everyday application and
realization is another, for the latter can be nationally, econom-
ically, socially or otherwise discriminatory, and judicial power
may be abused for political trials. This was the case with the
legal order of Austro-Hungary and its military judicial system
during the 1st World War and the problems in this context give
Masaryk’s campaign and the constitutive process of the Czech-
oslovak state a new dimension.
Austrian German circles deliberately tendentiously harped
on and inflated Czech treachery with a view to politically ex-
ploiting the issue after the war. It is an irony that in doing so
they created political capital not for themselves but for their
Czech antagonists, who used it both in the course of the war
and after the war at the peace conferences. Exaggerated charges
of treachery actually consolidated the prestige of the leaders of
the domestic and foreign resistance, who then took important
positions in the state apparatus.
Although as part of its official representation in Switzerland
Austria-Hungary maintained diplomats, consuls, military at-
tachés and unofficially even members of the police, and they
were all linked to the embassy or consulate, each of these el-
ements worked independently, with the results of their work
finding some intersection in the diplomatic corps, the supreme

army command and judiciary. Despite a lack of systematic
co-operation, their networks of informers and activities can
hardly be considered ineffective.
One weak point in Masaryk’s campaign was Swiss neutrali-
ty, considered fragile even by the Swiss themselves. The Swiss
feared interference both from the Central Powers and the
Entente, and felt vulnerable not only in the military-political
sense, but economically. Trade contracts with Germans and
Austria-Hungary secured Switzerland’s strategically important
supplies. In addition to considering this factor, the work also
draws attention to Masaryk’s need to improvise as he gradually
built up the institutional aspects of the campaign abroad and
his personnel. Inexperience meant trial and sometimes error,
although this was counterweighed by Masaryk’s unusual fore-
sight and charisma, which gave his campaign a viability that led
at the end of the war to the recognition of the independent state,
paradoxically even before it was established.
The question of whether the Austro-Hungarian bureau-
cracy might not have been under a certain pressure from its
more powerful ally — Germany, is answered in this work in the
negative. The diplomatic correspondence between Berlin and
Vienna shows that although Germany kept track of the Czech/
Czechoslovak resistance attentively and with interest, in the
period concerned it expressed no direct views on internal Aus-
trian affairs. Nor is there any sign of co-operation between the
two powers in the foreign policy forum with an eye to putting
pressure on the diplomats of the Swiss Confederation. Nor did
their intelligence services collaborate in any systematic way in
Switzerland itself, even though their chiefs Maximilan Ronge
(head of the Austro-Hungarian military intelligence service)
and Walter Nicolai (head of the German military intelligence
service) met several times in the course of the war. In this con-
text our research confirmed that on Swiss soil Masaryk did not
have to cope with the activities of German diplomacy and the
intelligence service, but only with Austro-Hungarian diplomacy
and intelligence.
The Swiss period of Masaryk’s campaign was its consti-
tutive period. It laid the foundations of the Czechoslovak

resistances drive for legitimation, and launched the process
of accreditation of the ideal of the independent Czechoslovak
state in the milieu of Entente diplomacy. It marks the transition
from conspiratorial work conceived as a matter of passing on
intelligence to the activation of Czechs (Czech communities)
abroad and their associations so that Masaryk’s organization
could emerge as official coordination centre and voice of a sub-
jugated nation in its resistance against the Habsburg Monarchy.
This period is defined by the rise of a qualitatively new and
higher phase of resistance, which enters the field of action of
Entente foreign policy, even if for the moment only in the form
of personal contacts and “informal” audiences. The conspira-
torial intelligence side of activities did not entirely disappear
even in the following years, but it was pushed into the back-
ground by new factors, above all military force, the formation
of the legions and the associated entry into real diplomacy and
high politics, in which Masaryk with Benes and their National
Czechoslovak Council undoubtedly became players.
The Geneva period contributed (and this is less well-
known), to the formation of the personnel core of the future
Ministry of Foreign Affairs of the New Czechoslovak Repub-
lic. Masaryk’s colleagues of the Geneva period brought to the
ministry their experience with underground work, conspiracy,
espionage and paid propaganda. The publication of the mem-
oirs of couriers and “foot soldiers” who engaged in intelligence
and other secret tasks, even provoked the distaste of some lead-
ers of the Czechoslovak foreign service in the first years of the
new republic, because they felt that publicizing certain resist-
ance activities compromised hard won know how, and might
even upset the aura of sanctity that had been created around
the founders of the state.
Knowledge and understanding of events built on a modern
hermeneutically conceived historical approach involving crit-
ical interpretation of sources does not change history, but it
makes it more meaningful - just a little “different”. It rids it of
glib simplicities, and humanizes figures who were not after all
completely perfect, and who made mistakes and errors. Doing
so can hardly erase from social memory their immense, indis-

putable achievements and brilliant intellectual powers, but it
means that historiography becomes more populous, more hu-
man and draws closer to real life. Its task is not to construct
monuments, but to increase understanding.
* * *
The work submitted explores the tension between two mutually
exclusive approaches to the future of the monarchy, i.e. resist-
ance culminating in its dissolution (division) and endeavours
to preserve its integrity. The conflict between them opens up
a series of legal and moral questions and a search for alternative
possibilities. There will always be a range of opinions on all this,
but the basic outlines of understanding, as indicated below and
as the authors themselves see them, remain. They are integral to
the doctrine of revived Czech/Czechoslovak statehood.
The Habsburg Monarchy was essentially a multinational
state, but with a bureaucratic culture in which the dominant
element was ethnically German, and from 1867 German-Hun-
garian. It behaved towards the other ethnic groups in ways that
were authoritarian, dismissive and even discriminatory. The
state of Austria-Hungary at the beginning of the 20th century
ineluctably raised the question of the modernizing reforms nec-
essary if it was to remain viable (constitutional, political, social,
economic and other reforms). The dualist solution was turning
out to be ever more obviously stopgap, and indefensible in the
long term. The moment that the generals and some of the top
politicians tried, at the price of military adventure, to conserve
the existing constitution and social form and internal organi-
zation of the monarchy, the non-German and non-Hungarian
ethnic communities were faced with the question of whether to
respect the legal order of Austria-Hungary, to maintain civic
loyalty to the state, or to consider its dissolution. T. G. Masaryk
grasped these facts very well right at the beginning of the war
and asked himself the existential question of whether the mon-
archy was still reformable. After a brief period of thought he
decided that it was not. Masaryk’s decision to leave the country
and launch his campaign abroad followed from this decision.
The Czech question had ceased to be a question of an evolu-

tionary political discourse in the framework of existing state
structures and had become a question of their replacement by
other institutions, Le. a question of revolution.
The dilemma as to whether to retain a reformed Habsburg
Monarchy or to establish a whole group of successor states
was hardly one that only faced the Czech political leadership
at home and abroad... It also faced the Entente coalition as
the war continued. The increasing predominance of the view
that the Monarchy would be hard or even impossible to re-
form found its reflection in the progress of recognition of
Masaryk’s campaign as representative of the future Czechoslo-
vakia state. It is no accident that this was a very gradual process,
full of uncertainties and calculations, and that the balance only
swung decisively in favour of Czechoslovakia in the very last
year of the war. In this context there is no need to point out
at any length that the Czechoslovak Republic could only have
been established in the very favourable international political
constellation created by the power vacuum in Central Europe
resulting from the unconditional capitulation of Germany and
the political retreat of Russia.
