ADMINISTRATION OF SECURITY AND PUBLIC ORDER.
ORGANIZATION AND FUNCTIONING
Security is a prerequisite for the functioning of the human being and its
various communities. It is one of those existential needs that remaining unmet
sufficiently block the social and subjective development. The importance of
security in today s world is increasing, and this happens in parallel with incre-
asing globalization, political and economic integration, as well as the rapid
development of modern information and communication technologies.
Security and protection of public order belong to tradition and have
been analyzed for long. Public safety and public order are usually combined.
Both concepts are ambiguous and their ranges of meaning to some extent
overlap. Even so, the legislature does not make legal definitions for any of
them, leaving the explanation of their meaning to doctrine and practice.
Protecting public safety and order is the responsibility of the state and
represents its protective function. Given the variety of threats, the task was
entrusted to a number of public entities, which together form the admini-
stration system of security and public order. The system consists of units at
different levels, with different legal status, belonging to different functional
systems equipped with different means and instruments of action. In addi-
tion, as each legal and organizational system, that one as well is constantly
influenced by the social environment, which in turn causes the inevitability
of its changes. With the constant development of institutional and functio-
nal components of the security system and public order, it is necessary to
make regular ordering treatments.
The authors of this monograph within conducted in nine chapters con-
siderations attempted to systematize the issues of safety and public order
in light of current research and practical experience. The subject of detailed
analysis became security threats and public order, organization of the system
of institutions responsible for the protection of public order and safety, as
well as prevention-protective actions implemented by entities belonging to
this system. Explanations undertaken by the authors include mainly issues
connected with legal and constitutional matters as well as legal and admi-
nistrative ones and, to the necessary extent also highlight the problems of
management, sociology and criminology.
The publication organizes the entire system of administration of public
safety and order, indicating the location of each of its entities, as well as the
importance and role used by these entities forms and methods of operation.

It is aimed at a wide audience interested in learning issues connected
with the organization and functioning of the administration of public secu-
rity and order. Presenting these issues in a complementary manner, it can
be used as a valuable teaching aid for students of internal security, national
security, administration, and other fields of study, which involve training
modules of safety and public order.
