Republic of Poland
Summary
The book discusses theoretical aspects of the establishment and acti-
vity of minority governments, mainly in Poland after its transformation
starting in 1989. This kind of the executive authority appears also in
other Eastern democracies and is very often connected with an unstable
political system, a cabinet crisis or the fractionalization of party systems.
Contrary to widely accepted views, in the opinion of the author, mi-
nority governments need stable conditions, consensus of main forces in
parliament, and the kind of political culture which is functional for the
system. Its very useful and rational to see these governments in the holi-
stic perspective — always in the scheme of networks and interaction with
other institutions.
The first chapter of the book is dedicated to finding the optimal defi-
nition of a minority government, the typology of this kind of regimes, as
well as presenting various opinions in this field in the Polish and foreign
literature. Many authors and specialists in the constitutional law and po-
litical systems give some reasons why the government without majority
support may be a good and reasonable solution. Concerning these opi-
nions, minority cabinets are formed even when oppositional parties can
influence parliamentary legislation, and when government participation
is likely to be a liability in future elections. On the opposite side there are
some theories of other scientists who describe such cabinets as extraordi-
nary cases in specific political situations. A lot of Polish authors are very
close to the latter standpoint.
In fact, the most important is the answer to the following question:
Why was a minority government formed? Author presents three general
models of government without majority in the parliament, which are de-
scribed in the second chapter of the book. The first one situates minority
government as a symptom of the dysfunction of the system (which e.g.
may be the effect of the systemic change or the fractionalization of the
party system) — such a government starts working after political crisis,
for example a breakdown of the governmental coalition. This model is
very characteristic for the countries in transition (East-Central Europe,

including Poland). The second model assumes that minority government
is an equal par deviation in the functioning of the system. It does not
appear very often, but when it is formed, it works properly and has the
approval of the political elites. The last one is connected with the effect of
the consensual paradigm of governance and specific political traditions.
The realization of this model is performed mostly in the Scandinavian co-
untries. Some constitutional arrangements, as well as political traditions
contribute to the formation of the minority governments as one of the
form of exercising power in this region.
The third chapter presents legal and extralegal factors which interact
directly or indirectly with the institution of minority government in Po-
land.
After the Polish transformation eight minority governments were cre-
ated (out of 14 in to to). The last two chapters are dedicated to the de-
scription of activity of all these governments. The practical aspects and
experiences with minority governance were supplemented by opinions of
the former Polish President, Aleksander Kwasniewski, former Prime Mi-
nisters who headed minority governments and Chief of the Chancellery
of the Sejm, Lech Czapla. All the opinions are derived from interviews
conducted by the author.
What will be the dominant status of government in Poland in the
future: majority or minority? What quality of governance will they be
able to achieve? Everything depends on several factors: one issue is the
existence of rational legal mechanisms (such as constructive vote of no
confidence), another thing is the ability of the political elite to reach
a compromise and create political culture which will be functional for
the whole political system. The fulfillment of these criteria is positively
correlated with stability and legislative effectiveness of minority govern-
ments. The systemic approach proves that the institution of government
without majority itself is not dysfunctional for the political system. On
the contrary, sometimes the system and its components adversely affect
the operation of the state institutions.
