adam_text | SUMMARY
Over the past twenty-odd years, the transformation of Belgrade s social
and residential space has been determined by numerous factors. These include
negative trends of change in the demographic and social structure (depopulation,
population aging, emigration, decline in living standards, etc.), economic,
political and market factors, the privatization of the housing stock, as well as the
intensive residential development in the urban and peri-urban zones. This study
is focused on socio-economic, demographic and socio-psychological
determinants of change in Belgrade s city core (central zone). Due to in-
migration into this zone, through the process of reurbanization, significant,
mostly qualitative changes occur within the neighbourhood. In this study, the
reurbanization process is observed from the perspective of the residential
mobility of an individual or a household, their assessment of a residential space,
way of life, decision making, personal attitudes and residential preferences.
The analysis of residential mobility (moving, changing place of living)
is an important segment of urban studies because it reveals the basic
characteristics of the spatial functioning of the city. One of the key hypotheses in
this study is the existence of migration currents towards Belgrade s central zone
(urban core). The presence of the assumed reurbanization process is confirmed
by the fact that it is possible to identify among survey participants a group of
newcomers in the central zone, who settled in their present place of residence
after
1991;
their share among the total survey participants is
20.3%.
The
majority of migrants from the central urban zone
(57.3%)
used to live in an area
(a neighbourhood) within the same zone, before they moved. Those survey
participants who moved to their current place of residence in the central zone
from an outer urban zone, i.e. from broader surroundings of the Belgrade
agglomeration (from Serbia or from abroad) were lesser in number.
In compliance with the initial hypothesis, the research confirms that
among the newcomers into the central zone (as the bearers of reurbanziation)
and other distinct groups there are numerous differences in terms of their social
and economic characteristics, their lifestyle and their residential preferences. On
the one hand, they are different from long-term residents in the same area,
whereas on the other, even more pronounced differences in the assumed values
are observed when they are compared to the inhabitants of the city s outer belt,
regardless of the length of their living there.
Data regarding employment status reveal a specific character of
newcomers into the central city zone: compared to other groups, a greater share
of them are either employed, or self-employed, or they run their own business
and are employers to other people, or they are pensioners

i.e. they have the

most regular and secure earnings. Furthermore, they are also a group with the
highest average monthly earnings per household member, which is an important
economic precondition in accomplishing the intention to move and aspirations
regarding the residential scheme and lifestyle. What is also typical of this group
is the highest share of university-educated individuals, compared to other
groups. The differences in education, economic security and prosperity have
given rise to various consumption habits, but also to a consumerist way of life,
typical of newcomers into the central zone.
As hypothesized, the analysis of the average size and type of households
has shown that small, non-traditional households
—
the emergence of which is
related to the second demographic transition, a consumerist way of life and a
more individual lifestyle
-
make the most common family type among the
newcomers into the central zone;
52.2 %
of them live in some of the mentioned
household types.
Apart from the mechanical component of population movement towards
the city core, the concept of reurbanization, as discussed in this study, also
implies the qualitative dimension of these migrations. It is embodied in the
desire on the part of newcomers in the central zone to live an urban lifestyle,
consume cultural, entertainment and other programmes normally offered by an
urban environment. Accordingly, one of the tasks posed by this study has been
to scrutinize the quality assessment and perception of the residential space in
which these new urban inhabitants live, as well as to examine their residential
preferences. Although these factors are not frequently subject to geographic
research, they obviously have an impact on the changes in the lines and
directions of human migrations.
The analysis of the reasons underlying desired and planned change of
living place offers explanations of participants motives to choose particular
living and residential schemes. In all groups of survey participants, the most
important reasons include the opportunity to gain independence, to start up or
extend a family, and the need for better living and housing conditions. As
expected, the study confirms that these reasons are primarily correlated to age
structure, predominant household types and the employment status of survey
participants. The desire and decision to move and the motive to do this are not
directly correlated to the financial status (income) but do depend on changing
phases in the lifecycle and the desire to improve living conditions in a
neighbourhood.
Although they are the youngest among participant groups, newcomers in
the outer zone show the greatest readiness to move. However, the smallest share
of them, as compared to other groups, highlight the importance of gaining
independence. They are predominantly guided by the occurrence of a new phase

in the life cycle (starting up or extending a family), and among the identified
groups, they show the greatest affinity for traditional family life. As for the
reasons to move, the affinities and motives of newcomers in the central city zone
are not significantly different from the motives and aspirations of the other
identified groups. It is only that their space evaluation system is different and
they find the central urban zone attractive because it offers them opportunities to
enjoy typically urban activities, as well as an instant availability to
entertainment, cultural and consumer facilities.
As opposed to those survey participants who live in Belgrade s outer
zone, the newcomers in the central zone are generally the most satisfied with
their current housing status. Judging by the reasons to move mentioned in the
survey, the greatest part
(33 %)
of the participants from this group are guided by
the need to improve the quality of life and residence, and this desire has pushed
them towards the central zone, as the most attractive.
They constitute a group satisfied with the availability of cultural and
entertainment programmes and the fact that they are at a pedestrian distance
from everything that is important . Although they are dissatisfied with the
unplanned development in the central zone (too densely arranged buildings,
frequently illegally built, traffic problems, lack of parking space, air pollution,
dirty streets, noise, aesthetic deterioration of the neighbourhood, etc.),
44%
of
them show neither desire nor intention to move. If they moved, a great part of
them
(36%)
would again choose the neighbourhood where they already live.
While newcomers in the central zone are the most satisfied with their
residential status, the long-terms residents of the same zone show the strongest
affiliation to their neighbourhood. Those who would choose the same
neighbourhood if they had no financial, family or other limitations account for
55.2 %
of responses. As opposed to the inhabitants of the central zone, survey
participants from the city s outer belt would generally prefer if they could move.
The analysis of the residential satisfaction shows that all of the identified
groups are very satisfied with the traffic connections between their
neighbourhood and other parts of the city. The inhabitants of the outer zone
largely express their satisfaction with the presence of green spaces and a
peaceful surroundings , while their responses often address the quality of
buildings in which they live. Due to their dissatisfaction with the poor state of
the infrastructure, this group of survey participants lays stress on infrastructure
-
primarily communal facilities but also cultural and entertainment facilities.
When referring to the social element of their neighbourhood, the
inhabitants of the outer zone use terms such as neighbours , neighbourhood
relations or relationships between neighbours , while the inhabitants of the
central zone highlight the solid social structure of the people living in the

neighbourhood and the culture of the inhabitants of the neighbourhood or the
neighbourhood s subculture. What bothers them is a lack of an urban culture, as
well as the uncultured behaviour on the part of their neighbours; in this context,
they put the word neighbours under quotation marks. Their attitudes are sharp
and resolute, opinions precisely defined, the measures they propose for
improving living conditions are strict, and they explicitly refer to the
responsibilities of the communal police and municipal authorities, as well as the
enactment of legal provisions. Their suggestions are principally aimed at
preserving the authenticity and uniqueness of the urban environment and the
culture of residents.
The experience and assessment of the residential space in the central
zone are subjective indicators of reurbanization. They result from social
differentiation and are related to the divergence of lifestyles, values and
aspirations. When selecting the location of residence, newcomers in the central
zone are also motivated by the reputation of prestigious locations they move
into. They are a distinct status group, while living at elite residential locations is
understood as a status symbol of wealthy inhabitants. Long-term residents of the
central zone also stress the image of the neighbourhood, the symbolic and status
meaning of the life in the city core. Accordingly, the responses of central-zone
inhabitants suggest the existence of a specific (local) neighbourhood identity,
whose part they make.
Generally speaking, the mentioned changes fit into the broad definition
of reurbanization. They are related to the abandonment of traditional patterns of
a family lifestyle. The households who move into the central zone (city core) are
related to the second demographic transition. It may be concluded that an urban
way of thinking is an important determinant of the residential choice and
preferences both among newcomers and the long-term residents in the central
urban zone. Households in various urban zones differ in their social status, just
like the spaces they inhabit are different. These differences gave rise to different
needs, levels of residential satisfaction or dissatisfaction, and residential
preferences. A 28-year-old participant from Belgrade s central zone, who does
not know whether he would recommend his neighbourhood to a friend, explains
his attitude in an illustrative manner: I would not recommend it to families, but
I would to people who are single. This place has so many advantages but also
many disadvantages .
Therefore, the rising residential attractiveness of the central zone is
explained in the context of its inhabitants attitudes rather than in terms of
preferences of other inhabitants of Belgrade who would like to move there.

are implanted in it through immigration, i.e. reurbanization, giving a new
urbanistic
quality to the old, traditional city core.
This study confirms that Belgrade is entering the initial stage of
reurbanization, whose bearers are groups of new urban dwellers. Further
development of these neighbourhoods and their inhabitants will be determined
by the overall socio-economic situation, planning policies and strategies, as well
as the local characteristics of the residential culture and preferences.
