Summary
The consequences of political
violence in Kosovo
The last decade of the 20th and beginning of the 21 st century did not yield the
expected reduction of violent behavior in general and, particularly, of gun
violence. Instead of losing importance, as violence is unlawful use of force in
solving various social problems, it remains the basic social security problem in
a great number of countries.
Geostrategic position of Serbia and of the former Yugoslavia (especially
Kosovo), interethnic and interreligious relations of peoples and ethnic commu-
nities and geopolitical interests of the great powers in the Balkans were the
cause of centuries of instability in the multiethnic and multireligious republics
and provinces of the former Yugoslavia. Through various forms of activities,
international factors have contributed to the spreading of the interethnic and
interreligious hatred, discord and exclusion, such are Albanian extremism and
separatism having the characteristics of historical Serb-Albanian conflict that
expanded and gave origin to Albanian terrorism in Kosovo and Metohija.
Geostrategic position, constitutionally legal and political status and ethno-de-
mographic characteristics of Kosovo and Metohija, the Albanian way of deal-
ing with national issues, international relations, human and minority rights in
Serbia, favored the creation, development and escalation of Albanian terrorism
in Kosovo at the end of the twentieth century. However, despite the evident im-
provement of the position of Albanian national minority, protecting and respect-
ing of the rights and freedoms of its members without any discrimination and
in spite of the evident financial investments in the country’s economic, cultural
and other developments, the nationalists did not stop the violent actions against
Serbia and Yugoslavia.
Blinded by the greater ideas, national and ethnic intolerance, as well as hatred
towards Serbs and other non-Albanian community members extended also to
other aspects regarding Yugoslav or Serbian state, consistent and persistent in
their demands and separatist activities, Albanian separatists only changed forms
and methods of their work, coordinating them with the current political situa-
tion, trends and relationships, both in Serbia and in Europe. The current ethnic
structure of the population in Kosovo, taken as a major argument for seeking
secession of this region from Serbia, despite the fact that such a state was just a

consequence of centuries of their violent activities that have led to enforced em-
igration and ethnic cleansing of Serbs and other non-Albanians from the area.
Due to the fact that it is primarily guided by the idea of creating an ethnically
pure state of Albanians on the territory of Serbia, Albanian terrorism in Kosovo
and Metohija is reasonably classified as an example of ethnically motivated
terrorism. While it is indisputable that its separatist motivation has a tradition of
many centuries, and that the background and guidance of Albanian terrorism in
Kosovo and Metohija in this regard is not entirely homogeneous. In addition to
ethnic, it has characteristics of ideological or religious motivation. In addition,
one of the main characteristics of Albanian terrorism are certainly its ties to or-
ganized crime, which is why it is often classified as mafia type terrorism.
The violent actions towards the neighbors and striving to achieve their goals,
from the Balkans to Turkey to date, Albanian extremists and separatists, in
addition to relying on the criminal clans, almost always rely on great power.
Therefore, the Albanian terrorism in its developmental stages often changed and
adapted to relations and geopolitical interests of the powers that had a domi-
nant function. They turn into Albanian extremism in which they recognize their
interests, for which they have a crucial influence on the historical process of
Serb-Albanian conflicts in the Balkans.
Using the combined elements of political, economic and military strategy,
tactics, and resources in the activities of Albanian terrorists was confirmed us-
ing a proven form of these strategies. In the late eighties and early nineties,
the Albanian extremists and separatists in their activities included also specific
methods of political strategy. As an element of political strategy in their acting
dominated: massive non-violent and violent protests of citizens, strikes of em-
ployees, boycott of the state bodies and public companies, boycott of partici-
pation in the census in local and parliamentary elections in Serbia, formation
of parallel illegal authorities, as well as internationalization of their problems.
Elements of military strategy confirmed the paramilitary structures of the KLA
paramilitary way of recruiting its members, their training, uniforms, insignia
and weapons of military nature, as well as their dominant tactics of guerrilla
activity type, while elements of the economic strategy of maintaining continu-
ity confirmed provocative KLA operations in order to constantly maintain high
level of security forces presence in Kosovo as a means of economic attrition
causing enormous costs for the government.
In the second half of the last century, the violent actions of Albanian ex-
tremists and separatists had escalating character, especially during 1968, 1981,
1988/90 to 1998/99, when the province was organized and different types of ba-
sic and complex forms of political violence, including violent acts of terrorism
were carried out. During the last decade of the last century, violent forms of Al-
banian terrorism have, in a relatively short period of time, continuously changed
and transformed, from violent protests, riots and unrest, and widespread guerilla
type attacks to direct and open support of the NATO aggression against Serbia
and Yugoslavia.
Violent actions of Albanian extremists were immoral because the targets of
immediate military and other violent attacks were more often innocent, ordinary
citizens of Kosovo and Metohija, and also members of the Serbian and Yugo-
slav security forces. The power of Albanian extremists has not grown so much
from the direct struggle against regular Serbian security forces, but rather from
their violent acts directed against innocent people (civilians, old men, women
and children), forced recruitment, forced manual labor, blackmail and extortion,
threats, interceptions, abductions and prosecution, assaults, bodily harm, and
even killing of persons. The focus of violent acts against those categories of

citizens was the result of expediency and arbitrariness, and psychological dis-
tortions of Albanian extremists.
Statistical data of the Serbian authorities, religious and other national and
international organizations, regarding the number and consequences of violent
acts by Albanian extremists in Kosovo and Metohija, represent the evidence for
their violent actions as a known fact. Although Albanian separatists sometimes
combined violent with nonviolent forms of their activity, they remained consis-
tent in the use of violence as their primary means of political struggle, which at
the same time clung to its own existence, and ethnic conflict in Kosovo. They
have always been closer to violence than to the negotiating table or the ballot
box as a means of nonviolent political struggle, and their nonviolent actions
have always been in the shadow of their violent actions.
The key operational carrier, the active subject of Albanian terrorism or exe-
cuting of terrorist acts of violence in Kosovo in the last decade of the twentieth
centuiy was the “Kosovo Liberation Army” (KLA), which was formed by merg-
ing of previously existing and armed criminal (terrorist) groups of Albanian
extremists (Adem Jashari and others), after the establishment of illegal, parallel
and separatist authorities in Kosovo. Since its inception, the KLA organized acts
following the tradition of ballistic and other terrorist groups from which it was
created, and its terrorism became the dominant means of fighting of Albanian
nationalists and separatists in the realization of the proclaimed separatist goals.
Despite the fact that some elements indicate that the KLA activities can be
seen as a guerrilla movement BORABORA for freedom, their avoidance of di-
rect conflict with the police forces and army, disregard of the basic rules of
humanitarian law as reflected in the dominant attacks against the innocent and
helpless, weak and unprotected categories of people such as women, children,
the elderly, present the key categories of evidence of its terrorist nature. Some
of the specific evidence, therefore, that the KLA was a terrorist organization is
its dominantly criminal structure and its actions coupled with organized crime.
Because of this, the KLA in 1997 and in 1998 was internationally treated as a
terrorist organization, and its members as terrorists, which was confirmed by a
number of positions and qualifications of certain international organizations and
officials, including several provisions of the UNSC resolutions and positions
of high officials of the United States of America and other countries. The KLA
was also built on terrorism and the use of terrorism as a means of generation and
maintenance of the conflict in Kosovo.
With certainty it was confirmed that the KLA and other less significant ter-
rorist organizations in Kosovo (FARK), despite the evident rivalry and even
conflict, had the support of various Albanian political and other legal and illegal
organizations, and the support of the illegal para-state structures of Albanian
extremists. The use and abuse of power provided support to the Albanian popu-
lation and other environmental conditions of the interior of holders of Albanian
terrorism, especially in filling and profiling of terrorist forces, preparation and
execution of terrorist acts and protection against terrorist actions, are also evi-
dence of the Albanian terrorism. One of key and initial factors that decisively
influenced the creation, growth, development and profiling of the KLA political
goals certainly is the National Movement of Kosovo (NPK). A key factor in the
financial material support to the KLA was a fund called “homeland security”
that was formed in Switzerland and/or Germany in 1993. Not less important
for the growth, training and equipping of the KLA is the disintegration of the
Albanian army, plundering of its military depots and camps for terrorist training
in Albania.

Terrorist acts supported by NATO airstrikes selectively targeted attacks by
the Albanian terrorists in Kosovo provoked a different, heavy foreseeable and
serious consequences, which were confirmed in losses of human lives, bodily
injuries, violation of human rights and freedom, destruction or disruption of
public service, material damage and serious environmental degradation.
On another level, regarding protected resources, the consequences are con-
firmed as to endangering the peace and safety of the population, citizens feel-
ing threatened, intimidated, lacking freedom, feeling insecure, which resulted
in a loss of confidence in the state’s ability to protect them, limited freedom of
movement and labor and exodus of citizens from Kosovo and Metohija. On the
strategic level, Albanian violence was primarily directed against the Serbian
territorial integrity and against the territorial integrity and sovereignty.
Violent repression of Serbs and other non-Albanians in Kosovo and Meto-
hija, before, during and especially after the NATO aggression against Serbia,
in fact the complete change of the ethnic structure of the region’s population,
resulted in albanization driving Serbs out of Kosovo, which in different forms
(persecution and migration of Albanians) and their continuously increasing birth
rate from the Turkish conquest of the Balkans until today.
With the arrival of the international forces in Kosovo and Metohija, followed
by the withdrawal of Serbian security authorities of the province, by mid 1999,
about 250,000 Serbs and other unprotected non-Albanians were forced by the
violence of Albanian terrorists to leave Kosovo. The remaining Serbs and other
non-Albanian population is object of further terrorism acts of Albanian extrem-
ists. Geopolitical interests of the great powers, inter-ethnic hatred, bigotry, and a
combination of historical and geostrategic, demographic and ethno-sociological
conditions, as well as inadequate disputed resolution, have reduced the absolute
majority of the Serbian people in one part of their country to a minority deprived
of elemental minority rights; its percentage in the ethnic structure is rapidly re-
duced, so that its survival in the area is at stake.
