Geographical research on tourism and
recreation in Slovenia
Summary
In the European context, Slovenia is only a moderately developed tourist destination,
ranking 23rd among EU members in 2012 based on the number of overnight stays.
Even so, tourism has made a noticeable imprint on many Slovenian regions, influen-
cing their economic and social structures as well as their outward appearance. At the
same time, tourism itself has been strongly dependent on the geographical features
of the area in which it is present, and this in turn has had a significant influence on the
characteristics of demand and supply in a given space.
Slovenia has experienced above-average growth in tourism during the most recent
period. But despite long-term trends showing growth, important differences among
particular tourism markets can be observed. Slovenia is becoming less dependent
on domestic tourists and those from neighboring countries, while the share of tour-
ists coming from more distant countries and even from other continents is growing.
Visitors from other countries often seek out a variety of tourism experiences and they
also visit and experience Slovenia as a vacation destination in a fairly selective way.
Accordingly, their perceptions of Slovenia as a tourist destination also differ consider-
ably. The differing motives of tourists from different countries are also reflected in
their behavior.
An important factor in Slovenian tourism has always been its great landscape diver-
sity, which is also reflected in the kind of tourism offered. However, for some time
there has been an observable trend towards the introduction of artificial tour-
ist attractions in enclosed spaces that are not weather-dependent. These types of
tourist attractions are in the majority of cases successful in attracting new tourists
while retaining tourists from before, while tourist areas that persist in offering more
traditional forms often show slow growth or even face stagnation. At the same time,
studies of foreign tourists performed by the Statistical Office of the Republic of Slo-
venia continue to show that tourists come to Slovenia primarily due to its natural
geographical features ( natural beauty ).The situation is therefore partly paradoxical:
the country s natural beauty is a principal reason why people visit Slovenia or a par-
ticular destination within it, yet at the same time this in and of itself is not sufficient
to attract tourists in greater numbers.
Due to its picturesque, diverse landscapes, relatively well preserved natural environ-
ment, and favorable location in relation to major tourism markets, it is likely that
Slovenia will continue to be a popular tourist destination in future. Nevertheless,
Slovenian tourism is even now facing many challenges (for example, unreliable snow
cover in ski resort areas due to climate changes, financial difficulties in a number
of tourism centers, and others). Given the growing competition on the global tour-
ism market, continuing adaptation to changing tourist demand, for which there is

also increasing internal differentiation, is required. Here it is important to consider
not only short-term benefits but above all the long-term success of tourism activity,
which is indispensably connected with the consideration of the interests of society
and the environment.Tourism as an important element in the quality of life must also
not be overlooked.
Slovenia has a long tradition of tourism development. The first tourist areas in the
Slovenian ethnic territory appeared back in the 19th century, and by the end of that
century they had developed into important tourism centers (Rogaska Slatina, Bled,
Portoroz, etc.). Health resorts were foremost among them. The healing power of wa-
ter was mentioned in some sources as long ago as the Middle Ages, but for the most
part the development of health spas began in the 19th century, when the cores of
present-day spas in Rogaska Slatina, DolenjskeToplice, Dobrna, Lasko, and Smarjeske
Toplice were built. After the Second World War towns with health spas developed
into an important segment of tourism in Slovenia, with well-developed infrastructure
and modern medical centers. A significant shift in the development of spa tourism ar-
eas took place after 1990. Some spas began to utilize thermal water for the purposes
of recreation, entertainment, and adventure by constructing modern pool complex-
es. This change of orientation towards mass tourism based on recreational sports,
leisure, and holidays brought about a significant increase in tourist visits to vacation
and recreational health resorts such as Catez, Moravske Toplice, Podcetrtek, Ptuj, etc.,
and with respect to number of overnight stays these considerably exceeded the clas-
sical health resorts, in which the predominant activity was therapy and rehabilitation.
In recent years a few classical health spa areas have also followed this example, build-
ing modern wellness hotels and spa centers alongside medical centers.
Today visitors to Slovenian spas can enjoy, in addition to high quality medical servic-
es, also a number of innovative forms of preventive as well as alternative treatments,
for health, beauty, relaxation, and pleasant experiences. With the increase in visits to
spas alongside the decrease in seaside and mountain resort areas, spa tourism has
taken the lead in types of tourism in Slovenia over the last two decades, account-
ing for a third of all overnight stays. Tourists in spas with a more prominent health
function stay on average for 5-6 days, and in those with a more holiday and recrea-
tional character for 3.5-4 days. Domestic tourists still account for more than half of
overnight stays in the majority of spa towns, but in recent years the share of foreign
visitors has been increasing rapidly (in 2013 it increased to 44.2%, with most foreign
visitors coming from Austria, Italy, Russia, Germany, and Croatia). There are also many
day visitors to recreational spa resorts in addition to those who stay there overnight;
the former are especially common in the summer months, making use of the wide
range of sports and recreational programs.
The countryside has hosted a significant number of tourist visits from the very begin-
ning of the development of mass tourism. Various forms of tourism have developed
in rural areas, with perhaps the most characteristic and typical form of rural tourism
being tourism on farms.
In Slovenia there were 1120 farms registering the supplementary activity of tour-
ism on farms at the beginning of 2014. This figure represents 1.6% of all farms in
Slovenia. Altogether these farms registered 1904 supplementary activities relating

to tourism on farms. Interviews with the holders of these supplementary activities
showed that the following features are crucial for the success of tourism on farms:
multigenerational decision making, a broad range of knowledge and skills among
all members of the multi-generational household, enthusiasm and innovativeness,
embeddedness in the local environment, a clear vision of their own, and versatile use
of available resources. On the other side are factors undermining the vitality of farms
involved with tourism: expectation of salvation from outside , too little self-initiative
and a relatively important role for other activities (including off-farm) in the income
structure of the household.
Farms with registered farm tourism activities are clustered both in areas offering
favorable possibilities on particular farms (labor force, available premises, surplus
production) and in areas making use of superior landscape suitability for the devel-
opment of tourism or the proximity of already developed tourism centers.
Tourism on the farm is an activity that can be an excellent complement to basic farm-
ing activity as well as other supplementary activities (e.g. food production, educa-
tion, activities associated with traditional knowledge). Many farms see in this activity
primarily the possibility to sell their produce and products (on more remote farms
this is indeed practically the only possibility).
Crucial factors that influence the distribution of tourism on farms in Slovenia have
not fundamentally changed in the last forty years. Of great importance are the vital-
ity of farms and their location in accessible and attractive areas. In recent years there
has been clear development not only quantitatively (the number of farms offering
such services) but also and above all in a qualitative sense: the goods and services
offered are increasingly diverse and integrated, the quality of services is higher and
the adaptation to demand is also increasing all the time.
A particular form of tourism is wine tourism, which has been around for a very long
time (especially in the Mediterranean) but has become a subject of interest among
researchers only in the last two decades. Most of these studies have been in the fields
of marketing, management, and of course tourism studies, but it should be pointed
out that some fundamental works have also been written by geographers, who in
this way contributed significantly to the understanding of the relationship between
wine tourism and the wine region. The contribution of the discipline of tourism geog-
raphy has been relatively modest. A few exceptions notwithstanding, wine tourism
in Slovenia has rarely been the subject of scientific research (although this has been
changing in the last few years); it has been perceived more as an important product
for the tourism as well as the wine sector.
One of the regions characteristic of wine tourism is the Primorska region, which is
characterized by variety and diversity on the one hand and a high degree of inter-
nal disconnectedness and discontinuity on the other. The internal heterogeneity
of the Primorska wine region, which is not territorially contiguous, stems from
four distinct wine-growing districts (the Gorizia Hills (Brda), the Vipava Valley, the
Karst, and Slovenian Istria), which despite their relative proximity to one another
are quite distinct, each having its own identity arising from specific microclimatic,
relief and pedological conditions, historical development, and human adaptation

to the environment. All this is reflected in terroir and characteristic grape and wine
varieties, typical products and dishes, i.e. specific features upon which the devel-
opment of wine tourism in these places is based. Of course some heterogeneity
can also be seen within individual districts, due in part to their administrative
disconnectedness and fragmentation into several municipalities. The wine tour-
ism routes (WTRs) are a potentially important factor in the development of wine
tourism in all the districts, but there are shortcomings preventing greater visibility
and effectiveness of WTRs. On the other hand, we find very high quality tourism
amenities. This is especially true of traditional as well as some innovative wine-
related events and festivals. Tourism products and services are varied and locally
specific, although in a few cases they overlap considerably, based as they are on
shared traditions and customs.
Among the forms of tourism accorded greater attention recently is also youth tour-
ism. Certain characteristic features are typical of the behavior of young Slovenian
tourists, first of all their high degree of participation in tourism. A shortage of funds
(at least relatively speaking) does not prove to be a barrier decreasing the younger
generation s involvement in tourism, who clearly accord travel a higher priority than
does the general Slovenian population. This is related to the different motives and
lifestyles of young people.
This greater participation in travel can be seen in their greater spatial mobility and the
higher proportion of long distance trips. Nevertheless, typical trips by young tourists
remain within the framework of classical tourism . These are usually shorter trips to
regions that are also typical regions of mass tourism. Motives are predominantly re-
lated to seeking out sun, sea, fun and relaxation. The destinations for these trips are
usually already well-known or previously visited countries, visitors stay in one place,
the route to the destination is direct, with only necessary stops along the way (e.g.
for food and restroom breaks). The group traveling together in most cases numbers
from two to five persons. It is most often composed of friends or acquaintances, and
frequently the travel companion is also (or only) a partner. The forms of tourism that
do not belong in this category are strongly in the minority. Nevertheless, a significant
portion of these tourist trips differ from that presented above in their characteristics.
in the case of trips that include overnights in more than one place and that are not
organized by tourist agencies, there are usually up to six locations involved (on aver-
age 2-3), and the main means of transportation for the route between locations is
most often bus, although the spectrum of transport means is very broad. The group
size is on average relatively small and there are hardly ever any large groups. These
trips also include longer stays in one place. During this stay there are typically a lot of
day trips and sight-seeing of natural and cultural attractions.
Regarding the spatial characteristics of these trips, the picture is considerably more
complex than might be concluded from the data provided by regular statistical sur-
veys. Although most trips are directed towards just one tourism destination from
the place of residence and the entire holiday is spent there, many tourists during the
time of a particular trip visit several places and use the space within, around, and be-
tween these places in different ways (sight-seeing, sports and recreational activities,
etc.), adding to their different type of experience. For many tourists the boundary

between the tourist destination and the space that must simply be traversed in order
to reach the destination (and in itself constitutes at best an obstacle) is not sharp.
One of the most important ways of spending leisure time that is very widespread
in Slovenia and represents a particular form of tourism is residence in holiday
homes (second homes). Holiday homes can be found in virtually all Slovenian
municipalities, with a particular concentration of such structures in regions that
are attractive to tourists due to their landscapes and the experiences they offer.
Among them is also the Municipality of Piran, which boasts the greatest number
of such homes in Slovenia.
Holiday homes have a strong impact on settlement design and landscape in the Mu-
nicipality of Piran. During the last census by the Statistical Office, 1042 holiday homes
were recorded in this municipality, or 5% of all registered holiday homes in Slovenia.
In the last four decades the number of such buildings at the level of the municipality
has increased 173.5 percentage points, with the most intensive development taking
place in the 1970s.The numerical increase in these types of residences throughout all
the census years was greatest in three towns that are located in the immediate vicinity
of the sea: Portoroz, Piran and Luclja. Holiday homes in the hinterland are relatively
sparse. The greatest index of growth in holiday homes in the period from 1971 to
2011 was experienced by the town of Lucija (an increase of 1543 percentage points),
which developed from an agricultural and salt-making settlement and in the 1970s
merged into a conurbation with the nearby town of Portoroz. The latter had the great-
est number of holiday homes recorded in the municipality in the 2011 census (a total
of 349). From the very outset of statistical monitoring of holiday homes a high num-
ber of such residences has been recorded in the town of Piran in addition to Portoroz.
In recent years in addition to the already existing morphological forms of holiday
homes, apartment villas and multi-family dwellings have come into being. Due pri-
marily to their nontraditional architecture, these have an especially strong impact
on the cultural landscape. Local residents frequently call attention to the problem
of how out of place they are. Besides the architectural aspects, local residents note
the problem of weekend residence , something that already saturates the coastal
settlements of the municipality.
An analysis of the regional origin of the owners of holiday homes in the Municipality
of Piran shows that most owners come from the Central Slovenia statistical region
(54.4% of all owners); among the more frequent are also owners and co-owners of
holiday homes from the Drava region (7% of the total) and the Coastal-Karst and
Upper Carniola regions (5.9% each).
Tourism and recreation are the source of both positive and negative impacts. Among
the latter are also environmental stresses that are especially problematic in the most
sensitive areas, for example in the high mountains. High mountain areas are also
subjected to a considerable number of visitors who spend their leisure time there,
concentrated in a few overly popular areas. In such cases it is necessary to make spe-
cial efforts for the sustainable development of tourism. By assessing the vulnerability
of an area we can make an important contribution towards the planning of sustain-
able tourism and recreation in high mountain areas. Based on a determination of the

carrying capacities of the natural environment, grounded in the functional evaluation
of natural geographic elements, and an accurate determination of anthropogenic
pressures that are the basis for the final assessment of environmental pressures, we
can arrive at a total assessment of the vulnerability of regions.
Among the most visited Slovenian high mountain areas are the Triglav Lakes Valley
and the high plateau called Kriski podi. An assessment of the vulnerability of the
high mountain landscape of the two areas mentioned warns of their considerable
vulnerability. The total assessment of the landscape ecological unit (LEU) of the valley
floor is poor (grade 3), which means that the capacity of individual landscape form-
ing elements is seriously threatened. The vulnerability of the other two LEUs - sunny
slopes and shady slopes - is moderate (grade 2), which means that the capacity of
landscape forming elements is moderately threatened. Similarly, the assessments are
the same for the LEUs in both the Triglav Lakes Valley and the area of Kriski podi,
although the latter area has fewer visitors than the Triglav Lakes Valley. The area of
Kriski podi is considerably smaller and thus the impacts of pressures despite fewer
visitors can be more intensive, and it is also located at a higher elevation and hence
is a more sensitive high mountain environment than in the case of the Triglav Lakes
Valley. In future planning of sustainable development of tourism and recreation in
both areas the different assessments of vulnerability of particular LEUs must be taken
into account, despite the small area.
Due to the dependence of tourism and recreation on landscape features and the sig-
nificant impacts (environmental, social, and economic) of both activities it is essential
to examine the two in the framework of spatial and regional planning. In the 1970s
the concept of suitability was introduced and established in Slovenia in the field of
tourism and recreation, and this was also a tool in defining land use.
In planning the use of space for recreation, two aspects were considered: a) the needs
of people and society for recreation and b) economic impacts and associated solving
of structural problems in the development of tourist activities. At the forefront of the
analysis were questions regarding recreational habits that are dependent on natural or
anthropogenized spatial conditions. The analysis of the natural suitability for recreation
considered the fundamental connection of recreational activities with the natural fea-
tures of a place. In this way the natural suitability has been defined for summer outdoor
recreation, winter recreation, and water recreation; for each activity specific evaluation
criteria were defined. The concept of suitability is an important geographical method-
ological approach in planning the evaluation of the space for particular activities (in
the concept of regional planning), but in later years it was not able to become suitably
established due to the rapid change from regional planning in the direction of social
planning. Earlier efforts in elaborating regional spatial plans were thus undermined.
With the growing importance of tourism and recreation after the Second World War,
Slovenian geographers also gradually began to show an interest in it. Particular geog-
raphers studying tourism thus appeared as early as the 1950s and to an even greater
degree in the 1960s. The first Slovenian geographer to work continuously on tourism
was Dr. Matjaz Jersic. The history of Slovenian geography of tourism and recreation
is strongly associated with his work, which treated a number of issues relevant to
a better understanding of tourism and recreation from a geographical perspective.

Jersic examined a number of relevant and important topics in the field of tourism
and recreation, the first Slovenian geographer to do so. Some of them were given
particular attention: especially noteworthy are his studies on excursion tourism and
nearby recreation, various aspects of tourism in alpine environments, and the prob-
lem of second homes, though he has also done work on many other topics. His works
have shed light on tourism and recreation as important elements of contemporary
life. Thus tourism as well as recreation are dependent on the natural environment
and society while also impacting them. Tourism and recreation represent an impor-
tant spatial phenomenon which therefore requires special treatment. Early on, Jersic
noted the potential conflicts between tourism and recreation and nature conserva-
tion. Both highlight the need to consider the different needs and interests involved,
in the field of spatial planning as well as nature conservation.
Jersic s work represents a crucial contribution to geographical research on tourism
and recreation. It has brought a range of findings that help us even today to better
understand the past as well as current situation. At the same time it has shown that
tourism and recreation must not be examined only (or chiefly) from an economic
standpoint but that we must also consider the spatial implications of their develop-
ment and their importance for the quality of life.
