RELIGIOUS ORGANISATIONS IN PUBLIC
ENVIRONMENT IN BELARUS AND UKRAINE:
BUILDING THE MECHANISMS OF PARTNERSHIP
The post-Soviet period was the beginning of a complicated
way of building the basis for state independence for Belarus and
Ukraine. Its geo-cultural specifics are caused by its long-lasting
peripheral position within the borders of the expansive Soviet
empire with its directive economic, social, and cultural politics
and ideology. Realizing and overcoming the status of «imperial
outskirts» and the totalitarian stereotypes connected with it,
building the strategy of independent state development
-
those
are the characteristics of transitional societies overcoming
their marginality and constructing independent identification
models, in religious sphere as well. Religion appeared to be a
significant factor for overcoming the post-Soviet syndrome. It
was the very sphere where people sought for the meaning of the
post-Soviet identity, as well as for the landmark for building new
post-colonial nations.
Religious structure of the societies of Belarus and Ukraine
is alike
-
prevailing Christian Churches and dominating Ortho¬
doxy. However, throughout history, Belarusian and Ukrainian
lands have always been a multi-religious region. The history has
given a chance for the Christians of different churches, Muslims
and Judaists to meet on Belarusian and Ukrainian lands. This
multi-religiosity of Belarusian and Ukrainian region became
the key factor for developing the models for social and
jurai
communication. Cooperation and rivalry of religious commu¬
nities in the spheres of culture and charity, as well as joint de¬
fence against external enemy often were the source of examples
of patriotism and mutual tolerance; these particular processes
made it possible to create a universal
jurai
field of cooperation
of religious societies and organisations and its members.

Religious organisations in Belarus and Ukraine are the juridically legiti¬
mate communities of followers of various religious traditions. Religious com¬
munities are existential islands of personal-social environment where the con¬
ceptualisation of the sense of life of one person as a member of society happens.
Spiritual and intellectual search determines and meaningfully guides ones so¬
cial activity.
The object of our collective study is the activity of religious organisations in
social environment of Belarus and Ukraine which, from the one hand, is aimed
at executing the higher religious meanings of social service and salvation and, on
the other hand, has to consider quite specific social circumstances: political and
jurai format,
ideological and political environment, fields of interest of the other
religious organisations.
The writing team defines social environment as a self-organising system of
social communication which is beholden for its origin to various actors. In re¬
ligiously heterogeneous societies, these are particularly stable (more often his¬
torical) religious communities that construct new rules and contents of the social
dialogue, create new management models based on wide social participation and
control. In this case the public sphere is open for the expression of cultural, lin¬
gual, and religious identities. The most resistant and in demand is the presence of
religious organisations in the spheres of family and non-school education, vul¬
nerable social groups assistance, culture, and media environment. Religious orga¬
nisations' functioning in social environment is based on socially acceptable and
understandable
jurai
principles of the freedom of thought and faith which lead to
jurai
regulation of the wide presence and interaction of religious organisations in
socially significant spheres.
The authors of this monograph build their working hypothesis on three as¬
sumptions: first
-
the assumption of potential connection between the multi-
religious factor and constructing pluralistic social environment in Belarus and
Ukraine which could be free of the
etatism
stereotypes; second
-
the assumption
of dependence of the qualitative state of social multi-religious communication
from the degree of integration of religious organisations into the life of society;
third
-
the assumption of dependence of socially effective activity of religious
organisations from existing in Belarus and Ukraine
jurai
and political systems
determining the format for this activity.
Working on the present monograph, the writing team has deliberately chosen
the path of field analytics which helped for the first time collect a vast evidential
and empirical material on positive effects and problems connected with the acti¬
vity of religious organisations in the spheres of social service and charity, media,
education, and culture. The authors consider this material a framework for further
field research, as well as the basis for scientific and analytical work including com¬
parative analysis with the experience of similar activity in other countries.

Chapter
1
«Jurai
basis for adjusting social activity of religious organisations
in Belarus and Ukraine» demonstrates that for religious organisations functioned
normally in their usual spheres (social service, public morals, culture) the cor¬
responding legal framework is necessary based on recognized principles and
standards in human rights, freedom of thought and faith. At the same time, the
experience of various countries shows that it is not enough just to have good laws,
it is very important that these laws are applied accurately. And, vice versa, it is im¬
portant that the restrictive rules are not applied as a matter of common practice. It
is also vital that believers being the members of religious communities are active
participants of law making, advocate their interests and realize that their activity
is significant for society.
In Belarus and Ukraine, building the institutes of partnership in frames of
state-religious-public relations goes at different pace. Chapter
2
«Religious organ¬
isations in the system of partnership» shows that the difference between Belaru-
sian and Ukrainian partnership models is in the position on the assigned «ruler»
of state-religious-public relations: during almost two decades, Ukraine through
trial and error has tried to build religious-public relations while Belarus is «stuck»
in more strict and rational format of state-religious relations. These peculiarities
are evident not only in official declamation, but also in the conceptual structure of
research in religious studies.
Belarusian model is vertical and single vector with Belarusian Orthodox
Church as its dominant which significantly reduces its effectiveness in part of con¬
sidering interests of the multi-religious society and declared secular state. Techni¬
cally, both Belarusian Orthodox Church and the state have become «hostages»
of the counterproductive situation in which the state uses the Church to handle
ideological work and limits its natural functions
-
mission and social service. The
state covers expenses on building cult object, paying the students and the teachers
of Minsk Clerical Academy and Seminary bursaries and salaries, entrusts state
officials of various Ministries to report on cooperation with Belarusian Orthodox
Church. As a result, the counterproductive model of relations is formed, namely
obvious domination of Belarusian Orthodox Church in state-religious environ¬
ment is fraught with risks which have already shown themselves: a) the admin¬
istration of Belarusian Orthodox Church got used to constant financial support
from the state which weakens the ability of the Church to organise itself, to mo¬
bilize its missionary resource as the main condition of collecting funds for self-
development; b) manipulating the feelings of the believers
-
in conditions of state
ideological protectionism the dean is tempted to fill the parish coffer not by volun¬
tary donations of the people, but by the «voluntary-mandatory» donations from
organisations. The Belarusian Orthodox Church domination on state scale does
not mean its domination in public environment but causes its religious dysfunc¬
tion. The latter is expressed in provoking; a) the understanding of the image of the

Roman Catholic Church and Protestant organisations as opposition, b) the leaders
of the Roman Catholic Church and
protestant
organisations to amend the affected
confessional balance by intensive construction, excessively build up relations with
the authorities sometimes pushing too much, etc.
Unfortunately, the named and the similar factors lead to weakening bit by bit
the trust of the public to the state policy in religious sphere and to administration
of the most influential religious organisations, to weakening of the trust of reli¬
gious organisations to the authorities and to each other. At the same time, the sys¬
tem of public environment can only exist in conditions of free self-organisation,
trust and respect to the opponents which are now expressed extremely weakly in
Belarusian society; therefore, the prospects of Belarusian public-religious model
(unlike the state-religious one) are quite clouded.
The Ukrainian model is unique in its principal anti-etatism and religious
multi-vector; to function successfully it requires a high-level public self-organ¬
isation, a straight dialogue and cooperation of religious organisations with each
other and with public structures.
Chapter
3
«Representation of religious organisations in public environment
of Belarus and Ukraine» considers the main spheres of representation of reli¬
gious organisations in public environment of Belarus and Ukraine: social ser¬
vice expressed through charity projects and social activity; media environment,
meaning both religious mass media itself and religious issues in secular media;
culture. Despite different models of partnership in our countries, religious or¬
ganisations aim to be up-to-date, useful and responsible for the development of
the society.
Several megatrends were described as well: first, the necessity of profes¬
sional approach to teaching specialists for religious organisations in the spheres
of culture, tourism, media, social service; second, the popularity of forms of inter-
religious interaction which allow centralize the resources properly, quickly and
accurately solve critical problems of the society; third, historical past and future of
our countries in supporting the existing multi-religiosity, strengthening tolerance,
forming partnership in the whole spectrum of religious-public-state interaction
with ultimate following the principles of freedom of thought and faith.

4
«Religious organisations in educational environment of Belarus and
Ukraine: problems and prospects» comparing the reviews on the issues of religious
education and interaction of religion and education reveals several processes
which already form the future of this sphere: a) the intensity of religious organisa¬
tions' activity in Ukraine may soon lead to full legalisation of religious educational
establishments of all stages and to permission for religious organisations to cre¬
ate secular educational establishments; b) the problem of distinguishing religious
education and education on religions as well as the presence of these forms in
various segments of educational spheres will quite soon demand a clear decision

in Belarus, and notably this decision is to be sought in the field of following the
equality of religions and Churches.
The multi-religious factor is the basis for the making of the pluralistic society
in Belarus and Ukraine, but it does not happen on impulse, its real subjects are as
follows:
a) religious organisations which in their service are to be aimed at the needs
of the society, the care about public moral and along with that should not forget
about partnership in religious environment;
b) public non-religious structures and communities which should not forget
about their potential partners, religious organisations', existence and know how to
build relations based on the principles of trust and tolerance;
c) the state which primary task in the described sphere is to provide the de¬
velopment and well-being for the society based on the principles of confessional
neutrality, respect of human rights and freedoms, freedom of thought and faith.
