ON THE DEMOGRAPHIC PROBLEM
IN BULGARIA AFTER
1990:
PRONATALISM AND SOCIAL POLICY
(Summary)
The current project offers an interdisciplinary analysis of the visions
for the demographic problem in Bulgaria after
1990
from the perspective
of social and family policies. This analysis can be used for establishing
a set of criteria for monitoring and evaluation of the impact of social
policies. The main focus in the current study is put on the link between the
demographic changes in Bulgaria after
1990
and the transformations in
the system of social protection with an emphasis on the policies oriented
towards fertility and family. The idea is to reveal how the socio-political
elements of the models of welfare state (based on G. Esping-Andersen's
typology of welfare state) are intertwined in a common European social
model which the country tries to follow after the end of socialism and also
to discuss how the ambivalent interconnection between these elements
brings about the prevailing visions for alleviation of the demographic
crisis in the country.
In chapter one 'Welfare states
-
specifics, models and directions of
family policies'" we present the debate in social sciences on the development
of the welfare state in conditions of dominance of
neoliberalism
with an
emphasis on the influential theory of G. Esping Andersen on the models
of welfare state and social policy (Esping-Anderson
1990, 1997).
In the
second part of the first chapter we delineate the main discourses through
which the public concerns about the worsened demographic situation
in Bulgaria during the transitional period are debated. The analysis of
nationalist,
neoliberal
and state-interventionist discourse includes an
identification of the authors behind them, the ideologies that these authors
support, their legitimating resources in support of particular vision
about the demographic problem and the strategies which these authors
suggest for alleviation of the negative demographic trends. In the focus
of the analysis is also the restructuring of gender relationships and the
ambivalence of social policy regarding the demographic development
within the three prevailing discourses.
In chapter two "Media
dataset
-
methodology, main characteristics
and results
"
we present an empirical database (with more than
600
media

publications
collected for the period November
2011
-April
2013)
that
we use for a detailed analysis of each of the outlined discourses about
the demographic problem in Bulgaria and the policies directed towards
family, fertility and children. We present also the main principles of the
media
dataset
generation and the main results from coding and analysis of
the collected empirical material which reveals the discursive frameworks
in a quantitative aspect.
In chapter three "The demographic problem in the focus of
nationalist ideas
"
we begin from the main interpretations of nationalism
and the ideas for reproduction of the nation and ethnic homogeneity in
the frames of the "politics of reproduction" (Gail
&
Klingman
2000)
in
order to delineate the link between nationalism and pronatalism. In the
empirical part of the chapter we also try to outline different themes and
nuances of interpretations/presentations of the demographic crisis within
the boundaries of nationalist thinking. Precisely, we try to reconstruct
the ways in which the themes about population decrease are discussed in
the official positions of experts, researchers and politicians and also vox
populi presented in blogs, forums and internet sites.
In chapter four "Liberalism, social benefits and directions of social
policy during a demographic crisis" we focus on key arguments of the new
liberal position in regard to concrete problems that attract public attention
such as the family benefits and more precisely, child allowances, and we
analyze also the vision of the demographic crisis as a main problem of
the Bulgarian society.
In chapter five "Public attitudes towards family policy during a
demographic crisis" we analyze the main principles of effectiveness of
family policy. We focus also on the work-family balance as one of the
main instruments for effective family policy and after that we delineate
the attitudes and expectations of people towards family policy and family
benefits, in particular.
In methodological perspective we use both qualitative and
quantitative methods in this study. The media
dataset
is analyzed by
the means of descriptive statistics, while the analyses of selected media
publications is conducted by the means of qualitative content analysis
(Mayring,
2000;
Keller,
2005)
and analysis of internet forums
(Im
and
Chee,
2006: 267-273).
Additionally, we also use a secondary analysis of
national and international surveys on public opinion towards social and
family policy measures.

On the basis of the empirical analysis we outline two thematic areas
in the public debate
-
the theme about the declining Bulgarian population
as a result of the strong decrease in fertility and the theme of growing
ethnic disproportions in reproduction. In this debate the prevailing state-
interventionist vision for alleviation of the demographic crisis quite often
has strong nationalist flavor. In the frame of the interwoven nationalist
and state-interventionist visions the ethnic disproportion in fertility is
presented as the biggest threat for the Bulgarian nation. In the frame of
the
neoliberal
vision a priority is given to the theme of more adequate
redistribution of public resources which aims to help the needy families
which should not be done at the expense of middle class citizens and their
reproduction lifestyles.
The increasing differences in reproduction of people belonging
to different social groups in the last decade put forward the question
about the role of the state to facilitate the emergence of "middle class"
as well as to protect the most vulnerable families in their childrearing
practices. The clash between the expectations inherited from the past for
active
redistributive
function of the state and the minimization of social
support for families after
1990
brings tensions and discrepancies in the
expectations of the citizens and the state.
The visions of different political parties for mitigation of the
demographic crisis and the role of the state to support the families become
topics of hot debates in the Bulgarian public sphere. The complicated
social construction of these visions that our study tries to delineate
reveals that the implementation of social policies in the context of "risky"
post-socialist societies is a "risky endeavor". One of the main reasons for
this is that the level of public consensus about social benefits is strongly
influenced by the prevailing visions about their "fair redistribution"
among "competing" vulnerable social groups.
