Summary
After the end of the Civil War in Russia the Soviet state, being in the
clutches of the political and socio-economical crisis caused mostly by the
War Communism policy, was forced to make concessions to peasantry and
temporarily refuse to continue the War-communist attack. The consequence
of introducing the
NEP
was the restoration of the commodity-money rela¬
tions system in the country, the allowance of the free trade and legalisation of
the private
entrepreneurship
activity. However, having reserved all their mo¬
nopoly over the political power and not having refused their program aims,
the construction of the communist society, Bolsheviks did not supplement
economic reforms with political ones. The state also reserved the command¬
ing heights of the economy in its hands. As a result, there was no consistency
in the implementation of the
NEP
that had not been established as an integral
system of economic relations.
After the legalisation of the private entrepreneurs, the Soviet state did
not give them equal conditions with the state owned enterprises, but putting
the most active economic group of the society under the social pressure, in
fact, turned them into the second-rate citizen status.
The situation became more complicated with the fact that during the
years of the War Communism the Soviet state tried to liquidate completely
the market system, the institutions of private property and
entrepreneurship,
as well as the «exploiting class»
-
the bourgeoisie. The result of this policy
was almost entire disappearance of the civilised (Europeanized in its essence)
stratum of private entrepreneurs
-
bearers of the entrepreneurs' professional
ethics and traditions.
The negative consequences of the current transformations appeared
clearly in the years of the
NEP.
The deprofessionalisation processes in the
entrepreneurs stratum whose representatives were not burdened with the
traditional moral-ethic norms of businessmen influenced greatly the public
image and the entrepreneur activity of nepmen. The new bourgeoisie, whose
formation process occurred in the years of the
NEP,
was not a «fragment» of
the old prerevolutionary bourgeoisie, but was a new social formation, as for
the conditions of its activity, the sources of recruitment, the socio-profession-
al content and mentality. The majority of the nepmen stratum consisted of
persons who executed the
entrepreneurship
activity for the first time in their
lives and had not done anything like that before.

In the specific circumstances of the Soviet regime, the trade and in¬
termediation became the main part of the
entrepreneurship
activity. Their
great role in the trade helped to reconstruct the regular economic connections
between the city and the village devastated during the War communism years
and greatly influenced the rebuilding of the national economy and the proc¬
ess of overcoming the crisis. The conditions of the private
entrepreneurship
activity in the industrial production sphere were less more favourable. The
absence of legal guarantees of private ownership of the means of production
and the liberty of the private
entrepreneurship
activity, the continuous tax
and administrative pressure from the State and trade-unions, the reservation
of the «commanding heights of the economy» in the hands of the party ap¬
paratus
-
all of these aspects slowed down the
entrepreneurship
activity in
the industrial sphere.
The evolution of the private
entrepreneurship
activity of the new bour¬
geoisie was realized in different judicial forms (different types of coopera¬
tives and joint stock companies, etc.), but under the Soviet conditions the
associated forms of the private
entrepreneurship
activity and the spheres of
their usage were not large-scale.
In the field of the financial market, the new bourgeoisie played a very
positive role. This gave a chance to the State to mobilise money resources
from the private sector to the needs of the development of the national eco¬
nomy.
The regulatory policy of the State, with a great class-oriented approach,
had a determinative influence on the private economic activity. The under¬
estimation of the role of the economic regulation mechanisms of the private
activity and sometimes their total ignorance, did not allow the state to use the
considerable potential of the private sector of the national economy for the
industrial modernisation of the country rationally and effectively.
The development of the private
entrepreneurship
in the UkrSSR in the
years of the
NEP
had some specific aspects. The Soviet order was established
in Ukraine much later than in the centre of Russia and the policy of the War
communism was not so durable, therefore, entrepreneurs suffered less than
in other regions of Russia and the Soviet state. These circumstances helped
to restore the
entrepreneurship
activity in the UkrSSR quickly during the
transition to the
NEP.
At same time, the party-political leaders of the republic
adhered to a much more conservative policy than even the centre of the State
and very often delayed the conclusions concerning the development of the
private capital. In Ukraine the credit policy towards the entrepreneurs stratum

was not so extensive and prosecutions of the illegal
entrepreneurship
activity
were much harder as compared to other republics of the USSR.
The rapid industrialisation shift resulted in the emergence of the plan¬
ning and directive basis and the centralisation in the management of the
national economy, which in its turn greatly worsened the conditions of the
nepmen activity.
Shortly after the transition to the industrialisation, the sharp party con¬
flict ended in the victory of Stalin and his group. They were followers of
the administrative command methods of management in economy and the
implementation of forced industrialisation by means of the fast repumping
of funds from the agricultural and non-state sectors of economy to the state
industry. As a consequence of this step the Bolshevik party apparatus leaders
decided to reject the further
NEP
development and to reduce the market rela¬
tions
-
in fact it was a return to the War-communist methods of State control.
The realisation of the ACP(b) [VKPfb)] political course was accompanied
with the active use of repressions added with the economic means (confisca-
tory taxation) designed to liquidate the new bourgeoisie. The liquidation of
the private sector of economy and the prohibition of the
entrepreneurship
in
the early 1930-s resulted in the elimination of the most active economic part
of the society from the economic life of the State and the liquidation of the
whole corps of entrepreneurs. |
