Contribution of polish society to national defence
before the outbreak of the Second World War
(1936-1939)
The following monograph constitutes an attempt to show the at
titudes of the society inhabiting the territory of the Second Republic of
Poland in the wake of military danger from two countries neighbour
ing with Poland. The author has made an attempt to answer various
research questions, which he has posed, including the question of how
the multicultural society inhabiting Poland reacted to the actions and
propositions of authorities concerning the issues associated with na-
tional defence. Additionally, an important issue was a specification of
the amount of money and gifts offered by the society to strengthen the
military potential of Poland.
In the face of threatening the recently acquired independence, the
Republic of Poland had to make a huge effort in order to speed up its
industrial and army development.. The abovementioned was impossible
to achieve without the help and generosity of the society. That is why
polish authorities set up the National Defence Fund. It was founded
in 1936.
The work consists of nine chapters, thirty six sub chapters, epilogue
and annex, covering both theoretical basis of the research, as well as
the empirical presentation of the authors research, the analysis and in-
terpretation. In order to provide a full assessment of social attitudes
towards the issues concerning national defence, the reaction for the ac-
tions of the authorities in that matter, the attitude towards the army, the
author has tried to keep a chronological problem order.
The first chapter characterises international and internal situation of
Poland in the first half of the thirties (1930 s), and the actions of polish
authorities in the scope of defensive, economical and foreign policy

In the second chapter, one has presented the circumstances and the
aims of setting up the National Defence Fund and its operating on the
national and local level.
The third chapter has been devoted to the activities of national and
local authorities, and administrative apparatus for the sake of national
defence power reinforcement.
However, in the fourth chapter, one has discussed the activity of
paramilitary organisations, social organisations, trade unions and co-
operative movement, considering the contribution and popularisation
of the issues concerning national defence by these associations. One
has extensively shown the range of action of the two biggest paramili-
tary organisations such as: Liga Obrony Powietrznej i Przeciwgazowej
(The Air and Antigas Defence League) and Liga Morska i Kolonialna
(The Naval and Colonial League). The first one comprised of approxi-
mately 1,7 million members in 1938, whereas the second one consisted
of almost 850 thousands members.
The aim of the fifth chapter was the presentation of the contribu-
tion of various branches of national and private economy in the services
concerning reinforcement of defensive potential of Poland. One has
presented the main branches of economy: agriculture, industry, crafts,
as well as financial institutions and other branches of national economy.
However, in chapter six, one has shown the actions of national au-
thorities realising the programme of patriotic upbringing of young
generation, and the attitude of children and young people towards the
issues concerning the support for polish army. Additionally, one has dis-
cussed the actions of the representatives of culture and sport for the sake
of supporting the defensive potential of the Second Republic of Poland.
One would be difficult to fully and accurately assess the attitudes
of polish society concerning contribution to rearmament of the army,
without exploring and examining the attitude of Polish diaspora to-
wards these questions, and, without the analysis of government policy
towards/regarding large number of Poles scattered around the world.
Chapter seven is devoted to this question.
In chapter eight, one has presented the stance of the main political
powers and groups of national minorities in Poland on the issues con-
cerning national defence power and the project of army areas, aiming
at the consolidation of the society with the army around Commander-
in- Chief.

However, in chapter nine, one has made an attempt to analyse the
attitudes of particular denominations and the Churches towards the is-
sues concerning the reinforcement of defence power of Poland.
The work includes the epilogue, in which one has very briefly pre-
sented the war and post war history of the resources of the National
Defence Fund.
A very important part of the study is the annex, in which one has
placed the list of individual and collective contributors of The National
Defence Fund, at the initial period of its operation, i.e. from 1st May
1936 till 31st December 1936. They (the contributors) voluntarily do-
nated the money, valuables and other precious items for the purchase of
army equipment, i.e. machine guns, planes, cannons, naval ships for pol-
ish army, so that it could efficiently defend its borders against the Nazis.
In the following work, one has managed to fully assess the attitude
of the polish society towards the issue of reinforcement of the defence
power of Poland by the means of voluntary social services. One has
shown the mechanisms serving the attempts to integrate the society by
the governing camp around the issues concerning the defence capabil-
ity/power and the army, and the effects of these actions. One has man-
aged, however, very carefully, to specify the approximate share of mate-
rial contribution of the society in the whole expenses of the national
budget, devoted to the modernisation of the army and the economic de-
velopment of Poland. One has presented, in a simplified and incomplete
form, the creation and operation of the National Defence Fund. One
has also managed to specify the material extent of the contributions to
the Naval Defence Fund, the Loan of Anti-air Defence, and partially, to
the National Defence Fund.
Unfortunately, it has been impossible to precisely and unequivocally
specify the general amount of social contribution to defensive aims, and
their participation in a whole pool of budget expenses for the mod-
ernisation of the army . One has not managed to verify the full amount
of the social contribution to the National Defence Fund, as well as to
calculate the whole sums of money donated by the Polish diaspora to
the national defence. The lack of resources disabled a full presentation
of the activity of organisation structures of the National Defence Fund.
These questions require further research.
Apart from the abovementioned deficiency, the material presented
in the monograph reveals an important aspect of the life of polish state
in the second half of the thirties (the 1930’s): patriotism, generosity, and

readiness to sacrifice for the Country. These attitudes were especially
visible during the defensive war in 1939, German and Soviet occupa-
tion, and the participation of the polish soldier in the whole Second
World War, and later, during the enslavement of Poland by the com-
munist system, when a part a part of the society by its attitude, gave
an evidence of supporting the rules set during the period of Second
Republic of Poland.
The range of problems concerning social contributions to the rear-
mament of the polish army has not been the subject of more extended
scientific research so far. The effect of this state is the lack of historical
monograph concerning this topic. Thus, more importantly, this study
has a huge significance for the extension of knowledge concerning his-
tory of Poland, the attitudes of the society towards their own country
and the attachment of the citizens to their Homeland.
