Summary
The book A Look Behind the Iron Curtain. The Yugoslav Policy Towards
the Neighboring Countries of Peoples Democracy
1953-1958
is based on Yu¬
goslav archival sources, for the greatest part from the Archives of Yugoslavia,
the Diplomatic Archives of the Ministry of Foreign Affairs of the Republic of
Serbia and the Military Archives, as well as on the relevant domestic and foreign
literature. It deals with Yugoslav policy towards Albania, Bulgaria, Romania and
Hungary during the period of normalization of Yugoslavia's relations with the¬
se countries after Stalin's death, i.e. after a five-year period during which their
relations had come to almost complete halt. It also represents an attempt at vi¬
ewing Yugoslavia's relations with the immediate neighborhood under Cold War
conditions and interplay of Yugoslav interests on one hand, with foreign factors
(such as the role of the Soviet Union in the process of normalization of relations
between Yugoslavia and the above mentioned countries or the role of the Western
countries and their interests in Yugoslavia and in the neighboring countries of
"people's democracy") on the other. The Yugoslavia's relations with Albanian,
Bulgaria, Romania and Hungary went through several phases between March
1953
and April
1958
(from Stalin's death to the signing of the Belgrade Declara¬
tion, from the signing of the Belgrade Declaration to the 20th Congress of the CP
of the USSR, from the 20th Congress of the CP of the USSR to the beginning of
the events in Hungary in
1956
and from the events in Hungary to the critique of
the new Party Program of the Union of the Communists of Yugoslavia). The Yu¬
goslav policy of that period changed in accordance with circumstances, keeping
as its constant features the pronounced interest in normalization of relations and
insistence that all neighboring countries of "people's democracy" publicly conde¬
mn their previous policy toward Yugoslavia, as well as rehabilitate all those who
had been sentenced at show trials for espionage activities in favor of Yugoslavia.
At the moment of Stalin's death the neighboring countries of "people's
democracy" were far from the focus of the Yugoslav foreign policy, because,
among other things, their importance for her was small due to the interruption of
inter-state relations. However, the changes that set in in the Soviet Union soon
after Stalin's death made possible the beginning of the normalization of relations
between Yugoslavia and the "first country of socialism", that entailed the po¬
ssibility that Yugoslavia normalize her relations with the neighboring countries
of "people's democracy" too. When these countries were in question, the major
Yugoslav interests didn't lie in the spheres of politics and economy as was the
case with the Soviet Union, but in the sphere of practical inter-state matters so
onerous for Yugoslavia.

In the first place stood the interest to avert as soon as possible the military
threat at the borders and to improve the situation on the "demarcation line" that
had incurred large investments of material and cadres since
1948.
Furthermore,
Yugoslavia had a clear interest in improving the situation of members of Yu¬
goslav minorities in neighboring countries of "people's democracy", as well as
the transportation conditions. The reason why Yugoslavia didn't set much store
by political and economic cooperation lied in the fact that she had meanwhile,
during the years of the conflict, managed to find alternative partners in spheres
of foreign policy and economy, making thus the blockade from the East irrele¬
vant. However, the price of finding an alternative was high and it threatened to
endanger the monopoly on power of the Union of Communists of Yugoslavia
-
which was unacceptable for Tito and his closest entourage. For these reasons
the possibility of finding a common ground with Moscow presented Tito with
the opportunity to reestablish balance in Yugoslavia's relations with conflicting
blocks in the atmosphere of the Cold War.
Yugoslavia's relation to the Soviet Union and vice versa can be considered
one of the most important factors shaping Yugoslavia's policy toward neighbo¬
ring countries of "people's democracy" on the one hand, and of Eastern European
countries toward Yugoslavia on the other. Another significant factor that influen¬
ced Yugoslav policy toward neighboring "people's democracies" between
1953
and
1958
was tightly interwoven with Yugoslav-Soviet relations and it primarily
concerned ideology and in connection with that, destalinization. Having created
her own brand of "self-managing" socialism during the years of conflict with
the Inform-Bureau, during the process of normalization of relations Yugoslavia
declined the "unity of the block" and her return to it, that was the main bone of
contention in her relations both with the USSR and other East-European countri¬
es, including the neighboring ones
-
Albania, Bulgaria, Hungary and Romania.
Connected with this was the process of destalinization
,
i.e. its headway and depth
in the neighboring countries of "people's democracy", as well as their willingness
to distance themselves from the Stalinist ideology, which was one of the main
factors shaping Yugoslav policy toward these countries. Finally, the important
factor influencing Yugoslav foreign policy in general as well as her policy towar¬
ds the whole Eastern block or its parts, were her relations with the West. For
pragmatic reasons they had been improved during the years of conflict with the
Inform-Bureau to such an extent that they brought Yugoslavia, albeit unwillingly,
to the verge of joining the Western military alliance. It was the West that didn't
like Yugoslavia's rapprochement with the USSR and East European countries.
During the period of normalization of their relations each step leading to rappro¬
chement between the two until then opposed parties, caused suspicion in the West
as to Yugoslavia's sincerity and fear for the future of Yugoslav-Western relations.

The Yugoslav Eastern policy in general and thus also towards Albania, Bul¬
garia, Romania and Hungary individually, was formed as a result of conjoint acti¬
on of several most important foreign factors and Yugoslav interests in immediate
vicinity in the socialist camp. Between
1953
and
1958
that policy was active and
positive but not without restrains. During those years Yugoslavia evinced an un¬
disguised interest in normalizing her relations with her neighbors with whom she
shared not only borders, but ideology too. However, in most cases she didn't want
to be the one to give the initiative for concrete steps in that process. Deeming
that mutual relations were upset not by her fault but by fault of her neighbors she
strictly observed the principle (that she also championed in her policy towards the
USSR) that the first step should be made by the party responsible for interruption
of normal good-neighborly relations.
Having in mind all interests, wishes and aspirations Yugoslavia cherished in
respect to the area immediately verging on her borders, as well as the factors that
unavoidably influenced her policy, it can be said that she led a policy of the possi¬
ble toward the countries of "people's democracy" during the period of normaliza¬
tion of mutual relations between
1953
and
1958.
However, that policy, although
designed in the same way, wasn't the same toward each individual country in the
vicinity, due to the fact that it didn't meet with the same conditions and possibi¬
lities. Where the possibilities were greater, Yugoslavia achieved more. However,
as the time went by, and as Yugoslavia became increasingly successful in finding
her own "third" way, it seems she cared increasingly less for more substantial
cooperation with most neighbors from whom (all of them belonging to the Ea¬
stern block) she wanted to distance herself somewhat
-
in keeping with her new
foreign-political strategy that held equidistance towards the blocks as a must.
