SUMMARY
The issue of deportations of the population from the Romanian ter-
ritories occupied by the Soviets is inexhaustible given the quantitative
and qualitative breadth of the phenomenon. Any contribution to the
topic is welcome and helps to put together the pieces of a big historical
puzzle: deported Bessarabia. Because there is no in depth research of
the mechanisms regarding the organization and carrying out of depor-
tations and their consequences, our goal is to explore this ourselves.
Each chapter of the present study could be extended into a more in
depth analysis; however this work provides a valuable overview of the
different aspects of the phenomenon.
The objective of this book is to reconstitute the historical picture
of the Stalinist deportations carried out on the territory of MSSR, oc-
cupied in 1940 and re-occupied in 1944, as well as to highlight some
new aspects of the deportations and their impact on national human
resources, by reevaluating the immediate and the long-term conse-
quences for Romanians under the communist dictatorship. Although
we focused the study on the deportations in the MSSR, during our re-
search we encountered sources referring to the Bessarabian territory
which remained outside the MSSR border. Therefore we considered it
useful to integrate these into the scientific circuit.
The chronological framework of the research (1941-1956) is deter-
mined logically by the historical evolution of the Stalinist deportations
— from the initial period (1940-1941) to the first “rehabilitated” per-
sons (year 1956).
The structure of the work reflects the chronological, thematic and
logical framework of the research subject. After the introduction into
the topic, we focused on the historiography of the phenomenon, stres-
sing the principles of investigation and the conclusions of the authors.
In the chapters we conducted various investigations hoping to enrich
the scientific heritage of the national historical fund.
The research carried out for the present study in based on novel his-
toric documents from the National Archive of the Republic of Moldova,
the Archive of the Social-Political Organizations and the Archive of
the Ministry of Internal Affairs of the Republic of Moldova (from Chi-
sinau). These resources, analyzed and printed fragmentarily in this
work, cover various topics. We examined documentary evidence from
Deportârile din Basarabia 1940-1941, 1944-1956
235
the administration of Ion Antonescu which speak about the repressive
actions taken by the Soviets against the inhabitants of Bessarabia du-
ring the first one year soviet occupation of the Bessarabia territory (28
of June, 1940 — 22 of June, 1941). Other documents highlight aspects
of the Stalinist deportation policy. The documents examined are copies
from the archives of the Council of People’s Commissars, the Council
of Ministers of USSR, NKVD-MIA of USSR, the Gulag, the Depart-
ment of Special Settlements of NKVD-MIA of USSR, the Councils for
the Russian Orthodox Church. Also, the personal files of the deported
families were examined. These contain copies of the documents from
the special archives of Stalin, Beria, Molotov, Mordovetz, Iakovlev etc.
This book is an important and exclusive contribution to the field as
it is the first to introduce these documents into the scientific circuit.
These new edited documents can be classified into three categories:
a) documents issued by the Central Soviet power and party organiza-
tion; b) acts issued by the state internal and security institutions from
MSSR; c) materials issued by the republican and local institutions and
structures. These pieces of evidence contain denunciations, minutes
and hand written letters by those who contributed to repressions or by
those who were deported. A part of the letters and requests signed by
the victims of the deportations were written in the special settlements
where Bessarabians were deported — Tiumen’, Perm’, Novosibirsk,
Kurgan, Kazakhstan, Uzbekistan etc. Also useful for the historical in-
vestigation of this subject are the inventories of assets left by former
owners, arrested and deported, and their requests for the rehabilita-
tion and return of the confiscated properties. Overall, the archive docu-

the archive study we researched the historiography of the time period,
especially the thematic works published in the Romanian space, but
also literature published in other European languages found at the

The Central University Library from Ia$i, Romania; the Library of the
Central European University from Budapest, Hungary; the Library of

The novelty of this research lies in its approach and its methodo-
logy, which is based on the assessment of novel archival documents,
use of testimonials, documents collected from the survivors of the de-
portation and the analysis of the historiography of this topic.
The importance of the problem of mass deportations of the popula-
tion from MSSR is overwhelming, as it gives us insight into the ge-
neral phenomenon of Stalinist deportations within the USSR. The
mass deportations of people from the Romanian territories occupied
by the Soviets were organized in the same period as the waves of de-
portations in the Baltic States, annexed to the Soviet Union as a result
of the same Ribbentrop-Molotov Pact, Ukraine and Western Belarus.
The results of this Stalinist policy of mass deportations of people into
the depths of Siberia and Southern Kazakhstan, included outbreaks
of regional and ethnic conflicts, and entire villages of non-Russians
deserted in the Siberian cold, left amongst the cemeteries and mass
graves of those killed in the Stalinist purges.
Historians have started to explore this aspect of Soviet history, with
the “Archipelago Gulag” playing a crucial role in the field.
In this context, the exploration of the mass deportation of people
from the Romanian territories annexed to the Soviet Empire contri-
butes to a more objective and scientific history of the area.
After the occupation of Bessarabia by the Soviet Union on 28 June
1940, Romanians and other national/ethnic groups living in the area
were subjected to a systematic crime regime, massacres, and mass
deportations. Although we will never be able to estimate the precise
number of persons sequestrated and maltreated by Stalinism, we can
work with official data, comparing the number cited in the transcript
of the Session of the USSR Supreme Council from 2nd August 1940
which indicated that there were 3.200.000 people residing in Bessara-
bia at the time, to the data from the same source for 1950 which indi-
cated that 2.229.000 persons remained. From this data we can see that
historic sources by investigating the documents found in the archives. We identified
these persons which confirmed the data found in historical source and offered new
details which the Soviet clerks didn’t indicate on paper. We verified and confronted
the discovered with the list published in the catalogue of the victims, Cartea Memo-
riei (The Book of Memory). This method strengthened our conviction that we are
on the right way in the intention to describe the red ordeal and that this is a very
long process. Reproducing some personal histories we managed to complete the lists
from the Book of Memory, which cannot be considered as exhaustive as long as men
still have something to say. as long as they still have memories.

971.000 persons disappeared within 10 years, which constituted al-
most one third of the population534.
„The movement of a population from occupied territories has al-
ways been a tough method to annihilate and destroy any adversaries,
a method systematically used by the imperial power, tsarist or soviet
Russia. Undoubtedly, the deportations during the Bolshevik Stalinist
period carried out in the Gulags in the frozen regions of Siberia raised
the level of terror and humiliation inflicted by Stalin to new heights”535.
In the period of the Soviet occupation, Bessarabia (especially the
MSSR) was subjected to the ordeal of mass deportations. In the years
of the tough Stalinist regime, 1940-1941, 1944-1951, three waves of
mass deportation were carried out in the MSSR and throughout the
period there were daily singular or group deportations, arrests, execu-
tions and individual repressions.
The aims of the daily deportations from the MSSR during 1940-
1941 and the mass deportation from 12th-13th June 1941 do not dif-
fer in essence. The repressions during the first Soviet period (June
1940 - June 1941) aimed first at the liquidation of all of the leaders
in the region, deemed as “dangerous” persons for the Soviet state by
virtue of their qualification, culture and authority. Also, elements sus-
pected of collaboration with the Romanian authorities, or espionage
in favor of other European countries were subject to repressions. The
daily, drastic actions of arrest, and then deportation, were supposed to
spread fear among the other Bessarabians. Those convicted, deported
and forced to perform hard work in the Siberian camps, were deprived
of the possibility to maintain relations with their families. Afterwards,
most of the families of those repressed during that year of the Soviet
occupation were deported to the regions of Siberia and Southern Ka-
zakhstan on the night from 12th to 13th June 1941. In some cases, the
families were deported years later, including in the summer of 1949.
The mass deportation from 12th-13th June 1941 aimed to destroy the
national base of culture, language and history of this territory. The de-
population from Bessarabia of autochthonous-indigenous people, the
destruction of national sentiments amongst Romanians and the settle-
ment of the area with other peoples, as part of the creation of the “So-
viet man”, continued during the second Soviet occupation. This time a * ***

wider category of persons, according to different criteria: „enemies of
the people”, „collaborators” with the Romanian administration, mem-
bers of bourgeois parties etc. was targeted. There were also cases of
entire families of Bessarabians deported without „legal” justification,
in some cases as a means of vengeance by some wrongdoers. „The trai-
tor is, without expectation, a person from the entourage of the accused
former high school or university colleague, a relative or neighbor, who
willingly or forced by the KGB agrees to fabricate, prepare denuncia-
tions or give false testimony”536. In the night between 12th and 13th of
June 1941 not only men were deported, but also the members of their
families, old people, pregnant women and children.
The terrorist actions (assassinations, deportations, repression and
maltreatment) „devolved from the Bolshevik concept of “proletariat dic-
tatorship”, repression of „dominating, exploiting classes”, and “building
of socialism” ”537. The terror rose to the status of state policy motivated
by the desire to “clean the back of the front from hostile elements”.
According to the Stalinist doctrine the socialist transformations
initiated in Bessarabia in 1940 could take place only in the condition
of constant class conflict538. Therefore the regime initiated terror ac-
tions against former landowners, owners of enterprises, officers, for-
mer members of political parties, the clergy and intellectuals who re-
mained in the region after 28 June 1940 and who were regarded as
class enemies of the new regime. Their repression was not random:
they were the bearers of democratic traditions set in Bessarabia and
therefore they represented the most fertile soil for a resistance move-
ment which the regime could obviously not tolerate. On 12th-13th June
1941 the majority of people from the aforementioned categories were
deported from the MSSR.
It is obvious that the deportation from the 12tb-13th June 1941
should be regarded also as an element of the plan of „strengthening”
the borders, through the elimination from the region of the „fifth co-
lumn”, a plan carried out by the Stalinist regime on the eve and during
the Soviet-German war. After this war, the Stalinist regime did not
abandon the theory of class conflict which, according to Stalin’s thesis
from 1928, becomes more intense as socialism is built. As a result,
the deportations of 1949 and 1951 were organized. In the context of

the same theory of class conflict, the deportation from 1949 should be
regarded also as a means of the acceleration of agricultural collecti-
vization of the MSSR.
The communist regime is directly responsible for the terror in
Bessarabia in the years 1940-1941, namely I. Stalin, V. Molotov, S. A.
Goglidze, Serov (high NKVD commissar of SSR Ukraine), Dmitrenko
(high NKVD commissar of MSSR), Nasedkin (the chief of Gulag for the
entire Soviet Union), Borodin (first secretary of PCM), N. Sazakin (the
People’s commissar for state security — NKGB — MSSR).
The quantitative balance of a year (or less than a year) of Soviet
power in Bessarabia sounds terrible: arrest, deportation, assassina-
tion of 12,23 % of the total population, representing more than 300.000
inhabitants, mostly ethnic Romanians.
The second deportation wave was particularly painful; thousands
of families were destroyed with no consideration for human life by
the authorities. A total of 11 606 families were arrested and deported
to Siberia, namely 34 763 persons, including 9 233 men, 13 702 wo-
men, 11 828 children, which represented 76% of the planned number.
The files of the deported persons reveal the serious abuses committed
while making the lists of the so-called “kulaks/chiaburs”, often inven-
ting various pretexts to deport a certain person or family which did not
suit the regime. There were preserved documents which demonstrate
that the rebellion against the Bolsheviks grew step by step, from year
to year. We can affirm with certainty that there were numerous mani-
festations which denote the anti-Soviet attitude of the population from
the MSSR, therefore the leadership wanted a suppression of this re-
sistance, both ideological and social-economical, deporting the house-
holders and creating kolkhozes with their confiscated assets. During
this massive process of deportation, big abuses and irregularities were
committed while inventorying, keeping and using the property left be-
hind by the deported families. This drama had a disastrous impact on
the village and the Romanian character of the region: the depopula-
tion of the villages of true peasants and the predominant Romanian
element. The most elevated social categories, from peasants to intel-
lectuals, leaders of opinion, mayors and priests, were sequestrated
and killed in Siberian camps and hamlets.
The continuity of the Stalinist deportation politics is explained by
the thesis from the Stalinist doctrine which said that the elimination
of the “kulak/chiabur” as a class does not occur randomly but in special
240

conditions when „the kolkhoz movement tends to compact collectiviza-
tion”. In reality the things were different. The elimination of the “ku-
laks/chiaburs” through expropriation and deportation had as an aim
the acceleration of collectivization and the transformation of this pro-
cess into a mass action. This was supposed to be achieved through the
promotion of fear of deportation, which was being implanted deeper
and deeper into the peasants’ consciousness. The deportation from July
1949 reached the desired effect: for quite a long period the population
from MSSR lived with a huge fear of deportation to Siberia if they did
not join the kolkhoz. As a result, from 6th June to 1st September 1949,
the total number of 750 kolkhozes were organized on the territory of
MSSR which united 183 333 peasants’ households (the percentage of
the peasant households increasing from 32. 2% to 71. 7%).
After the two mass deportation waves which left the villages grie-
ving and fearful, the Soviet leadership planned another strike against
the local population. The spirituality of the peoples from the respec-
tive territories, who were mostly Christian, was inconvenient for the
authorities and came into contradiction with the new atheistic beha-
vior and materialist teaching. By seizing the property of the Christian
churches, maltreating priests and forbidding their activity, splitting
people into the enemies and friends of new regime, the Soviet leader-
ship managed in a relatively short time to take control of the Orthodox
Church on the MSSR territory. The contribution of the Moscow Patri-
archy to accomplish this goal was obvious. The heads of the Russian
Orthodox Church became accomplices in the destruction of the natio-
nal churches from newly annexed territories, reaching an agreement
with the Bolsheviks. It was considered that it was possible to control
and weaken the Orthodox Church from within.
However, the spirituality of other religious groups was less known
and controlled by the soviet power. It goes without saying that spe-
cific cults existed within all the conquered territories, and had their
own particularities and foreign relations. In the case of MSSR several
religious groups presented a “threat” to soviet power — Inochentists,
Adventists and Iehovists — for being pro-Romania and anti-Soviet.
Because of the international character of the Jehovah’s Witnesses
(The International Center of the Jehovah was in Brooklyn, USA) and
their criticism of the authorities (undermining the socialist construc-
tion, refusing to join kolkhozes, to abide by compulsory military ser-
vice, the wide campaign of proselytism and clash with the USSR, the

241
promotion of a theocratic regime which aimed to take power away
from the secularist communists), the leaders from Kremlin claimed
the need to deport the members of the religious sects and their fami-
lies from western Ukraine, Belarus, Moldova and the Baltic States.
A new decision on a mass deportation of people from the above men-
tioned territories was taken based on religious criteria.
Jehovah’s Witnesses were viewed as a dangerous opposition which
was gaining strength and acted against the socialist soviet power.
That is why the deportation of 670 Jehovah families (1 675 persons)
from the MSSR (out of a total 8 576 persons (3 048 families) from
the conquered territories by the Soviet Union) was a new “protection”
measure of ensuring the Soviet stability and order. The deportation
was decided on by the leaders in Moscow but implemented by the re-
publican leaders, L. Brejnev in the case of MSSR.
We consider that this wave of mass deportations was the best orga-
nized because of the smaller number of people deported; by the time
of this third deportation all the mechanisms were well known, and all
possible problems could be prevented to ensure the “success” of the
operation. The Jehovah’s Witnesses subject to deportation were re-
habilitated and freed from the special settlements later than other
groups, and they returned home only at the beginning of the sixties of
the 20th century.
As in the case of previous deportations, a decision regarding the
“confiscation and sale of the property of deported persons from the
MSSR territory” was taken; it allowed for the nationalization of the
property left by these families and its transmission to the kolkhozes.
Although the deportation of 1951 did not have a social but a reli-
gious criterion, it should be regarded in the context of the Stalinist
doctrine of “class conflict”. The biggest crime of the deported Jehovah’s
Witnesses against the republic was, according to the leadership of
the Ministry of Security of MSSR, their tendency to “organize hateful
work with the aim of maintaining a Romanian influence on the reli-
gious population through the church, and to spread a negative attitude
against the soviet order”. The priests and Jehovah’s witnesses were
also accused of “organizing meetings with an anti-soviet character,
spreading anti-soviet rumors, counteracting the efforts of the soviet
power in the rural areas, educating the youth in anti-soviet spirit”,
and of attempting to Romanize the population by attracting it into
national organizations etc.
242

In order to accomplish these three mass deportations, additional
forces of the MGB (Ministry of State Security) were brought from other
towns of the Soviet Union. All the structures of the soviet state were
involved in this process.
The road to the special settlements and the conditions in the trains
were particularly difficult. The deportees were taken to the regions
Kurgan, Tomsk, Altaj, Southern Kazakhstan etc.
Studying the mass deportations of people carried out in the MSSR
in the years of Stalinism, we should also underline the fact that the
main responsibility for the deportations lies with the leadership of
the USSR. The opinion of the heads of the MSSR regarding the mass
movement of people was not examined by Moscow. It is also true that
conditions of that time meant that it would be unlikely for such an
opinion to be taken into account or to be different from that of the
Kremlin. For example, the problem of evacuating the German popula-
tion from Bessarabia and northern Bucovina was completely avoided
by the party leadership and the Government of the MSSR. No repre-
sentative of the MSSR was included in the mixed Soviet-German com-
mission which handled the evacuation of the German population. Also,
no representative of MSSR participated in the evacuation operation.
Moreover, the lands left by the Germans from the territory of MSSR
were made subordinate to the Peoples’ Commissariat of Sovkhozes
of USSR, not in the republican subordination. None of the decisions
adopted by the Government of MSSR regarding the deportations from
1941, 1949 nor 1951 can be regarded as independent from the central
soviet power. They were adopted as a means of implementation of the
decisions adopted by Moscow.
It is necessary to underline the fact that the deportation of popula-
tion from the MSSR is not reduced only to the mass ones from 13th June
1941, 6th July 1949 and 1st April 1951. Certain categories of persons and
their families were deported from the MSSR and other occupied territo-
ries after the signing of the Ribbentrop-Molotov Pact almost daily. For
example, on 26th November 1940, a special conference convicted around
200 persons to 5 to 10 years of work in the Gulag. According to orders
from of NKVD of the USSR a total of 668 persons of German origin,
who were repatriated into the MSSR from Germany were deported,
in the month of May and December 1945, 333 of them from the ASSR
Komi. This makes it impossible to estimate the exact number of all the
deported persons from Moldova in the Stalinist years.
Deportarile din Basarabia 1940-1941, 1944-1956
243
Although starting with 1950 the consequences of the war were be-
ginning to be overcome and the ideological pillars for the construction
of socialism were created, the repressions were less important, the
attempts made during the Stalin leadership to change the hardness
of the special settlement system where 2 819 776 deportees lived in
harsh conditions, was unsuccessful.
Immediately after the death of the dictator, the attitudes towards
the deported persons improved somewhat to some extent. As of the
decision from 17th September 1955 of the Supreme Presidium “Re-
garding the amnesty of Soviet citizens who collaborated with the oc-
cupants during the war for the defending of the homeland”, on 27th
September 1955 adopted the top secret act of MVD of USSR “Regar-
ding the removal of the record of the persons from the MSSR who
collaborated with the German and Romanian occupants, deported in
1949”. Therefore, around 10 000 persons from the MSSR were freed.
However, this measure often did not lead to their rehabilitation.
Rehabilitations and liberations of the deported began occurring
after the 10th Congress of the CP when the cult of personality was
condemned; however, cases of rehabilitation remained rare in the So-
viet period. The problem of the cult of personality and overcoming its
consequences, the return to the Leninist norms within the party, the
development of democracy within the party led to the adoption of the
decision from 30th June 1956 „Regarding the overcoming of the cult of
personality and it consequences”. This resulted in the simplification
of the liberation process and the return home of the deported. But the
treatment the deportees received upon their return home was reserved
and suspicious; their families suffered from material deprivations, and
from being branded as inferior “enemies of the people”. Their property
was not returned to them, they did not benefit from full citizenship
rights and they continued to be supervised by the security services.
Most of the political prisoners and repressed persons did not gain
full citizen s rights until after the fall of the soviet regime, being re-
habilitated in 1989 — 1992. However, problems remain regarding the
return of confiscated property, payment of emotional damages and
the healing of spiritual wounds of those who returned from the Soviet
Gulag.
During 8 years of Soviet power (1940 — 1941 and 1944 — 1951) three
waves of mass deportations of people and daily singular or group ar-
rests were carried out in the MSSR. The violence and the repressions
244
Viorica Olaru-Cemirtan
were used by the Soviet power to impose its will and build socialism in
record time in a foreign land. All inconvenient and anti-Soviet social
categories suffered. Roughly, we can characterize these three waves of
deportation as a total offensive against the people of the MSSR: politi-
cal offensive (deportation from 1941 of 3 470 families / 22 648 people),
economical offensive (deportation from 1949 of 11 293 families / 35 000
people) and spiritual offensive (deportation from 1951 of 723 families
/ 2600 persons).
We have to add the hundreds and thousands of cases of singular
deportations and dispatches to forced labor, the unknown cases and
those removed from historical annals to the official number of the vic-
tims of the deportations.
The deportations had immediate and long term consequences, all
enormous. Referring to the social, economical and psychological im-
pact of the Stalinist deportations we need to highlight that certain
social groups from Bessarabia were completely erased in a few years of
Bolshevik occupation due to the deportation and other crimes: repre-
sentatives of the clergy, intellectuals, wealthy peasants, former clerks
of the Romanian administration, owners, traders, former officers of
the Romanian and tsarist armies, the signatories of the Unification act
from 1918, journalists etc. The NKGB’s of MSSR Final Report about
the results of the fight with the anti-Soviet elements present the vic-
tims of the deportations structured according to categories. Former
landowners, entrepreneurs, clerks of the Romanian public adminis-
tration and their families suffered most of all. We can conclude that
MSSR had suffered an enormous loss, not only social but also eco-
nomical. A similar big loss with long term effects was psychological in
nature, because the deportation of the active members of “counter-re-
volutionary, anti-Soviet, nationalist, and white-guard” organizations
and their families forced the opposition, the political activists etc. to
remain silent for a while, allowing the fear of the authorities to sink
deep into the consciousness of the Bessarabians.
The negative religious, spiritual and cultural consequences of the
disaster provoked by the Stalinist politics of deportation and destruc-
tion of the domestic element were deep as well. „If we look at the past
of our Church it is hard to find an equivalently tragic era as the one of
the communist experiment starting in 1940 on the Romanian lands”539,

write researchers of this field. 540. As a result of the soviet occupa-
tion from 1940, the Bessarabian Metropolitan Church was forced to
interrupt its activity. First it is to be noted that the in place of the Ro-
manian clergy, forced to take refuge in Bucharest, the new Soviet au-
thorities sent the Russian bishop Alexie of Tula here in the autumn of
1940 who settled into a private house from Chisinau. He immediately
ordered the church services to be held in Slavonic, and Christmas and
other holidays to be marked by the old calendar. Alexie of Tula acted
as the main bishop in Chisinau until 24th June 1941 when he was ar-
rested by the Soviets541.
The Bolshevik authorities committed crimes against the servants
of the church, starting with their arrest and ending with their torture.
In parallel with the vandal acts committed in the cellars of the Me-
tropolitan Palace in Chisinau, , the Soviets established an espionage
section of the NKVD where the Church Consistory and the candles fac-
tory were located, with many torture instruments found on the premi-
ses. The building of the Seminar and the Faculty of Theology, church
schools were desecrated in the same way; all of them being transformed
into prisons for civilians, and the military, including priests. After the
priests were removed and deported, the churches from Bessarabia
were transformed into deposits, stables, concert halls, theaters. The
crosses from the towers were taken down; those in relief were covered
with red panels representing the hammer and sickle or portraits of
Stalin and Lenin542.
Through the deportation of intellectuals and the political elite the
natural and historical development of traditional culture, of the Roma-
nian language and Romanian values were stopped. Instead an abnor-

ment of any form and attempt to preserve the national identity, and of

pathological fear of the neighbor who could turn out to be a traitor or
informer was created.
The deportation became a visit card of the Soviet Union; a style of
state politics with which many problems, including nationalism, could
be “resolved”.
The deportations from Moldova can be considered or appreciated
from various perspectives: as elements of a „fear subsystem”543, insti-
tuted in the years of Stalinism in the USSR, as part of the dis-natio-
nalization policy of the Romanians east of the Prut River, as a method
of depopulation of Bessarabia, as a method of fighting against “the
enemies of the people” etc, „Besides their main objective, of elimina-
ting „the hateful elements” and the intensification of the rhythm of
collectivization of the peasant households, the mass deportations of
the population had as an aim the uprooting of Bessarabians from their
native places and the changing the ethnical structure of Bessarabia in
favor of the foreign element”544.
We consider the soviet repressions as having a chauvinist charac-
ter, directed against some groups which declared themselves as anti-
Soviet. The deportations had an impact on all the nations from the
Soviet colossus. For some peoples from Crimea, Caucasus, Povoljia —
they were fatal. For others, from Bessarabia, Baltic States, Belarus,
Ukraine, the deportations had an enormous influence, affecting the
biggest nationalities, regardless of religion, age, sex etc. The repres-
sion system had an anti-national and deeply inhumane character.
The repressions are an indicator of the weak character of the Soviet
power because this was the only way it could maintain itself. The ter-
ror, the repressions and the deportations are a characteristic of socia-
lism, of the Soviet leadership from the 20ies-50ies of the past century.
The violence was a tool, a method of solving problems at the stage of
establishing socialism. The violence was also an inevitable result. The
„ideal” to which it aspired was supreme, and the fate of a single man
or even a group of human beings was subordinate to its accomplish-
ment. The repressions became a norm of life deforming through its
effects human psychology. “The Romanian holocaust” involved up to
two million persons in the occupied territories, almost 60% from the
total population living on the left bank of the Prut at the beginning of
the war545.

Romania, along with other Eastern European countries, has ex-
posed and condemned the communist period which unbalanced and
mutilated nations. Big efforts were undertaken to recuperate the living
memory of the witnesses and survivors of the Soviet times. A similar
important step to be taken would refer to the Romanian territories —
Bessarabia, Bucovina and Hertza regions — which suffered greatly due
