nune aude

(lat.
Dare

Here and Now!)
represents the people, procedures and the circumstances of events,
which contributed to the establishment of the University of
Primorska.
In the chapter titled
Po sledeh
spomina (Following Memories) the author
discloses the historical facts which show how individual centres had emerged
in the Slovenian
Istria
for several centuries; where knowledge had accumula¬
ted and the intellectual strength of the population had increased. The historic
view of the time of the
Koper
academies in the 16th and 17th century, their
emergence and succession had stimulated the
erTorts
to develop these centres
as real educational and scientific institutions. The introduction of Slovene as
a teaching language during the times of the Illyrian provinces, the meaning
of
Collegio dei Nobili
and the three lingual teachers college in
Koper
pre¬
sent the roots of the subsequent higher education in Slovenian
Istria.
The
establishment of the first Slovenian university in 1919 in Ljubljana as the
continuation of preliminary efforts to establish the first Slovenian university
in Trieste was a true accomplishment. The
1970s
and the foundation of new
higher education centres in Slovenia were also significant: the foundation of
the University of
Maribor,
the departments of the Academy of Education in
Koper,
Nova
Gorica
and
Novo
mesto,
the Faculty of Maritime Studies and
Transport in
Portorož.
However, the intellectuals from
Primorje
had a wish to
establish a real university in
Primorska.
The chapter titled
Vizije
in dejanja: razhajanja in zblizevanja
(1962-199 5)
(Visions and Actions: Differences and Reapproachments) presents the dyna¬
mics of the events in the second half of the 20th century in favour of the idea

Primorska.
Interest groups of experts were formed at that
time, incentives were signed and the first study programmes were formed
(engineering programme, study of education, first units of Slovenian univer¬
sities). The establishment of the Faculty of Maritime Studies and Transport
and the
Koper
unit of the Academy of Education were the first precursors of
the founding university. Interest work groups within the Coastal Community
of Municipalities conceived numerous projects. The Historical association of
Southern
Primorska
as the initiator of scientific research founded the
Annales
scientific publishing house. However, differences occurred in the presentation
of the vision of the university, as well as in the designing of the model and
the seat of the university. The university movement strengthened in different
informal and formal groups, including the Academy Association for the West
Slovenia University and in project groups which were named at the Coastal
Community of Municipalities and local authorities.
Koper
2020,
the main
developmental project of the
Koper
Municipality and the support provided to
higher education in the strategies of the development of municipalities in the
Primorska
region, consequently the reactions of the state and political parties
were the deciding factor. The first documents emerged on the national level,
namely in the favour of the third Slovenian university.
In the chapter
Nov
veter
v jadrih
(1995-2000)
(New Wind in Sails) the
author presents the reactions of intellectuals to the needs of the local economy
and the Slovenian expert public for a university centre in
Primorska.
Historic
similarities can be made in the processes of establishing the University of
Pri¬
morska
with procedures that accompanied the establishment of the Universi¬
ty of Ljubljana eight decades earlier: the opposition of the centre (Belgrade at
that time and Ljubljana in our case) against establishing a public university on
the periphery. However, several new higher education programmes and the
establishment of independent higher education institutions slowly changed
Koper
into a higher education centre. The new Act on Higher Education,
adopted in December
1993,
opened the possibilities for establishing the uni¬
versity, the European integration processes, however, set new challenges and
requirements for this area. The first units or members of the University of
Ljubljana (Faculty of Maritime Studies and Transport in
Portorož,
the
Ko¬
per
unit of the Faculty of Education in Ljubljana), followed by independent
faculties (Faculty of Hotel and Tourism Management and Gea College of
Entrepreneurship
in
Portorož,
Faculty of Management in
Koper)
and the Fa¬
culty of Environmental Sciences in
Gorica
formed alliances with the support
of the Higher Education Centre in
Koper
and with the support of the first
research institutions
(Koper
Science and Research Centre and the Institute

finally con¬
vinced the higher education policy makers that the time has come for young
Slovenia to establish a new centre of knowledge in the strategic area along the
western border prior to accessing the European Union.
Koper
Higher Edu¬
cation Centre became the interest centre and the coordinator in establishing
the first higher education institutions, the Science and Research Centre set up
the scientific foundations for establishing the Faculty of Humanities in
Koper.
Med čermi
(Between the Cliffs) is the title of the fourth chapter, which
predicts the presentation of problems from
2000
to
2003,
which had to be
overcome in the process of establishing the university. Contributions at vario¬
us meetings and conferences, publications including arguments in favour of
establishing the university, especially the most noticeable 105 th issue of the
Društvo
2000 s magazine, at the end of the
1990s
introduced the needs for
decentralised higher education to the people of
Primorska
region. The move¬
ment involved students, sportsmen and the civil society. After the passing of a
vote of no confidence to the Government led by Janez
Drnovšek
in the spring
of
2000,
Bajuk s intermediate Government continued with the efforts of es¬
tablishing the university in
Primorska,
however, it had started from scratch.
The support of the economy and local communities strengthened with the
support of the Ministry of Higher Education, led by Lucija
Cok
from
2000
to
2002.
The fundamental structures of cooperation were designed and they
were given a formal role in the form of Council of Trusties, a higher education
and economy consortium as well as other connections which were enforced
on the basis of agreements. The university s organisational structure, however,
was distancing from the original idea, therefore, many differences occurred;
in
2002,
the idea about a joint university for the entire
Primorska
region
finally dissolved. Higher education legislation, which stiffly determined the
university model and the enforcement of specialties of municipal environ¬
ments instead of common interests, and subsequently also the withdrawal
of the Faculty of Maritime Studies and Transport from accessing the new
university, conditioned the university s structure, which was smaller than ori¬
ginally planned. The University of Ljubljana intervened in the events and
played the key role in establishing the critical mass of lecturers with consen¬
suses for cooperation in study programmes. The
Koper
unit of the Faculty of
Education from Ljubljana also parted from it and transformed into a faculty
that was afterwards a member of the new university. The National Higher
Education Programme in
2000
predicted the establishment of the University
of
Primorska
as a public higher education institution. Despite the changes in
the Government at the end of
2002,
i.e. the election of Janez
Drnovšek
as the

President
of the State and the replacement of Minister Lucija
Čok,
national
and local politics had made every effort not to postpone the realisation of the
set goal. The consensus of the Higher Education Council had finally enabled
the preparation of a decree, which was adopted by the National Assembly on
29
January
2003,
thus establishing the University of
Primorska.
The year
2003
was the founding year of the University. In the fifth chap¬
ter titled Lastna pot (Own Way) the author presents how a period of hard
work followed the celebration of the establishment: the formation of all legal,
material, hr and administrative tasks which were necessary to start the first
2003/2004
study year at the University of
Primorska.
The text of the Universi¬
ty Statute was based on the theses, which were signed by the future members
prior to accessing the University. The relation between the members and the
chancellors office as well as the desire for a modern organisation were difficult
to harmonise with the actual status of members at accession, mostly due to
the established model of the organisation of the University of Ljubljana. The¬
refore, the first Statute had distanced from the agreed contents of the proposal
due to stiff legislation that did not permit agreed specialities of the organisa¬
tion, for instance university centres within the same university, and mostly
due to rejecting any novelties by the accessing members. At establishment, the
University had the support of the Slovenian Government; however, the latter
did not provide the University with sufficient means for full operations. The
members contributed their dowry (activities, hr and equipment), however, the
assets were acquired on the basis of special contracts, concluded between the
Government and local communities. The united assets of members and a fra¬
mework contract on financing concluded between the University and the Mi¬
nistry of Education and Sport enabled the University to undertake its mission.
After the establishment the University set its first short-term strategic plan
for
2004-2008
in the educational and research areas, international coopera¬
tion, activities in national and international networks and on the impact on
close and wider environment. It had set an ambitious investment programme
on the basis of state s budget for fundamental development programmes or
the so-called Third School
Tolar
(2003-2008),
and in the first five years of its
existence, it realised most of its plans. The crown was put on the festive begin¬
nings of the first academic year by the introductory speeches of the President
of the Republic of Slovenia, universities chancellors, ministers and members
of parliament as well as managers of companies, which were published in the
regional and national press. The start of the year was especially honoured by
the university godmother
Viviane
Reding, European Commissioner, who vi¬
sited the University in September
2003.

Čok.
In the chapter titled
Pričevanja
ustanoviteljev (Statements of Founders),
the author completed the documentation materials with data arising from
a structured questionnaire which was completed by
37
persons: higher edu¬
cation lecturers and researchers, private sector representatives, cultural wor¬
kers, representatives of the national and local authorities from August
2010
to August
2011.
The answers to questions, assessing the achievements of the
University during its first eight years of work, were collected and processed;
individual citations and especially the frequency of statements, opinions and
standpoints partially present to what extent the University of
Primorska
fol¬
lowed its mission and the goal of strategic planning, which were set by the
founders prior to the establishment of the University.
In conclusion the author chronologically processes data and analyses ex¬
tensive documentation, thus transferring to the readers her final thoughts,
wishes and expectations at the ten year anniversary of the University, similarly
to a sportsman running the track towards the finish line. The run is now over
and new challenges arise.
