EXTINGUISHED ALTHOUGH IT HAD NOT SHINED
1)
Guided by request presented in the Act of five-year plan for development
of the national economy of FPRY
1947-1951,
that is, considering a great impor¬
tance of agriculture, necessary its improvement, in the first place through raising
material, cultural and educational level of peasantry as a dominant social class,
as well as request for organizing and directing a scientific research on the practi¬
cal solution of scientific and technical problems in all sectors of the economy,
Serbian Academy of Sciences
(SAS)
founded in February
1947
Institute for con¬
struction and raising of the village, and its main goal would beiScientific research
of all factors influencing the construction of village;
2)
Processing of studied material for making programs of village construc¬
tion;
3)
Study of typical solutions;
4)
Implementation of solutions in field for experimental purposes and
5)
Helping propaganda for correct building of the village.
It was planned for the Institute to have intensive cooperation with other
institutions that are indirectly or directly dealing with rural construction and de¬
velopment, such as Ministry of Agriculture, Ministry of Architecture, Ministry of
Health etc. and to submit results of its work to the peoples'
authorities^ôr use,
and
those of greater importance and definitely determined'would have been published
in certain publications.
Institute would be managed by Narrow Expert Committee, which would
consist of three to five members from ranks of architects, agricultural experts and
doctors, while the Wider Expert Committee, as an advisory organ that would be
giving instructions for the operation and examining achieved results, would be
composed of twelve to fifteen members, experts that are active in „rural construc¬
tion and development" and representatives of all the institutions that the Institute
is cooperating with. At first it was considered that

be permanently hired by the Institute.
There were assigned some concrete tasks for the Institute:
-
To help people's government to make sketches, plans and other studies
for renewing of villages that had been destroyed during the War;
-
Writing a popular book about importance of building and settlement for
better rural life;

Studying and making plans for rational construction of rural silos for
green fodder;
-
Preparations for making an inventory of rural buildings.
After the discussion about this study held by the members of Institute com¬
mittee of
SAS
with the Minister of Education of the PR Serbia and President of
Planning Committee under the Government of PR Serbia, the Deputy of Minis¬
ter of Architecture in the above mentioned Government, engineer
Milutin
Mak-
simovic had made a new proposal for establishing a Scientific Institute for rural
studying, development and construction. Underlining that the foundation of such
an institute really is of acute need, Maksimovic, among other things, empha¬
sizes: „If we wish for our development plan to break to the village
-
which is
inevitable, and we want it to happen
-
than we must have the required documen¬
tation: actual situation, needs and possibilities, we have to recognize the current,
acute problems and to separate them from the less important and solve them by
priority."
The Institute, conceived in this way, would have two main tasks:
1)
The data collection and its scientific analysis
-
arranging in neat files,
cadastres, graphic displays and making conclusions out of them. The data would
contain all the necessary technical elements: houses, apartments and outbuildings
(technical and hygienic), economy data (agriculture, cattle breeding, horticulture
and viticulture, yield, profitability), water supply, traffic (roads), the needs and
supply of village with industrial products and rural crafts;
2)
Grouping and concentration of problems according to various processes,
their setting and solving.
Maksimovic is giving some practical examples for engagement of the In¬
stitute: Finding the most acute problems and their presentation to the Planning
Committee, for instance
-
some villages that have no chances for development
(for example, totally passive and village without water -just to build an aqueduct
it would cost more than whole village is worth of, and repayment of annuities
for this investment would be more than gross annual income of whole village.

all of our villages are unhygienic, and they could be cleaned in

Fourth example: it might be that at least

of our rural houses do not have any

to seek and to find solution for this problem.
Maksimovic thought that this Institute, considering the numerous tasks,
would „develop into one of the most important and the biggest scientific institutes"
that would cooperate with other Academy institutes and relevant ministries, Main

the Union, Planning Committee, receiving tasks from them
and giving them proposals and suggestions.
On a proposal of Institute Committee of Presidentship of
SAS,
of the Presi¬
dent of
SAS
and request of academician Belie, Sreten Vukosavljevic, founder
of rural sociology and professor at Faculty of Law, at the session of the Institute
Committee held on March 21st
1947,
had pointed out special question of coopera¬
tive movement and question of house and croft in relation with
atar,
as two main
tasks in Institute work and, at the end of the discussion, as the third question, he
had presented problems of the village in the broadest sense of the Word.
After Vukosavljvic's
exposé
and discussion about it, the Institute Commit¬
tee of
SAS
concluded „that all the problems of rural area should be solved with
one goal
-
to raise village from great backwardness", and asked Vukosavljevic
„to make, in general lines, Institute's issues and problems for
1947
whose solu¬
tion would be started as soon as the Institute is established". Having concluded
that the first part of Vukosavljevic
's exposé
doesn't contain enough concrete sug¬
gestions as expected, the Institute Committee organized one more conference in
which participated professors of the Faculty of Engineering
Branko
Maksimovic,
Aleksandar Deroko
and Branislav Kojic. At this conference Vukosavljevic „pre¬
sented extremely interesting and meaningful program of work that had an ex¬
traordinary good reception by all of present experts. Therefore, it was concluded
that he also should make the definitive activity project of the Institute and submit
it for consideration to the Institute Committee of Presidentship of
SAS.
Vukosavljevic made that project and named it Studies in the Institute for
rural construction and development. It had two main parts: Organization of
economy of life and Social and political life
—
social and political organizations,
separated in smaller units with numerous issues as themes for research. Its inte¬
gral part is, however, also an intended research of rural cooperatives in form of

questions.
Since this elaboration primarily had a sociological character, which was
pointed out by Vukosavljevic himself, Institute Committee of Presidentship of
SAS
departed from originally conceived main tasks of the Institute, with accent
on the highest possible applicability of its results in overall development of the
village. That symbolically indicates its decision, made on session held on April
8th
1947,
to omit from the name of the new-founded Institute words „construc¬
tion" and „raising" and to keep just Institute for rural research of
SAS.
It seems
that they didn't care too much about the name since the Presidentship of
SAS
had
decided to establish Institute for rural studying of
SAS,
and that name was mostly
used for the Institute. Both of these names were used even in the same act that
was, for instance, named To the Institute for rural research of
SAS,
while it was
received by Institute for rural studying of
SAS,
or vice versa. Even the associates

of the Institute, and the manager himself, used both names, although more fre¬
quently: Institute for rural studying of
SAS.
Furthermore, there were stamps with
both names. In official correspondence there is one more name
-
Institute for
rural examination of
SAS.
Having changed the originally conceived character of the Institute, Sreten
Vukosavljevic adapted even the personnel policy to his idea. Besides the fact
that he managed Institute as a freelance associate, at first as a professor of Fac¬
ulty of Law, then as a pensioner, although it was planned for the manager to be
permanently employed in the Institute, he had most confidence not in architects,
construction and agriculture engineers, but in lawyers and teachers, because those
vocations were closer to him as a teacher and professor of Faculty of Law. Special
advantage had the lawyers who cooperated with him in sociological expeditions,
mostly in Belgrade environment, as students and PhD students on Faculty of Law
before and after the World War II.
The fact that the Institute had not been what the Academy had intended
it to be, was already asserted during the discussion about report of its work in
1947
and working plan for
1948.
At the Institute Committee of Presidentship of
SAS
session, president of
SAS
academician
Aleksandar
Belie, for example, dis¬
appointedly stated: „We have had big illusions and conversations, but this plan
is pretty disappointing". He underlined that, by establishing the Institute, it was
intended to make a „systematic study of the village and support of its develop¬
ment", and pointed out that Vukosavljevic created the Institute in the way that
his associates were researching „what he was studying", he also expressed his
opinion that the work of the Institute should be closer to the Academy's point
of view. Other members of Institute Committee were critical too.
Pavle
Savie
described work of the Institute as „collection of ethnographic material", while
Sinisa
Stankovic stated that work of the Institute was related with issues „that are
from other sectors of studying".
Milka
Minie,
Minister of Education in Government of PR Serbia, empha¬
sized that the program of the Institute for rural studying of
SAS
„had gone far
away from Academy's proposal". She noticed that the Institute for realization of
originally set tasks needs appropriate associates.
Institute Committee of presidentship of
SAS
finally concluded that the man¬
ager Vukosavljevic narrowed down the topics of the Institute work in
1947
which
was also similar in plan for
1948,
and that is to a large degree of ethnographical
character, insisting that the working program of the Institute „has to be taken in
its whole scope", marked „as direct task of the Institute".
Given that nothing was changed in organization and work of the Institute
during
1948,
and no changes were planned for
1949,
critiques were getting
sharper even more. Vukosavljevic's expertise and ability to manage the Institute

were underestimated. It was pointed out that the associates of the Institute were
elaborating themes of excessively local character, and that some of them „weren't
making any contribution to the study of village", but, only maybe, just a material
for ethnographic study of village. Critics underlined that work of the Institute
„was set rather narrowly", that was widely oriented only „on economic develop¬
ment and history of legal relations in villages", on research of forms of economy
life which were disappearing due to new social-economic changes. They also
concluded that Vukosavljevic, who devoted decades to these questions, „gave
trademark" to whole scientific-research work of the Institute, and that he was the
greatest obstacle to take this assignment to other direction, not just for research
orientation „to what is dying", but for inability „to associate this with what was
developing", for not being able to „process as a synthesis" certain themes from
rural life.
SAS
contributed to the campaign against Sreten Vukosavljevic in this way
too: Djordje Krahtis, jobs manager signed, on March 16th
1949
the copy of char¬
acteristics of Sreten Vukosavljevic written by
docent
PhD
Dragoslav
Jankovic,
dated from February 11th
1948,
in which was told that not only Vukosavljevic
refused to use Marxist method in village studies, but that he did not even know it
nor wanted to learn it.
Dimitrije Vucenov, thinking the same as
Dragoslav
Jankovic about work
of Sreten Vukosavljevic, went even further
-
he claimed that, despite Vukosav-
ljevic's vast experience in village study and knowledge of its circumstances, sci¬
entific process of this data could not be expected from him.
This criticism caused even greater suspicions towards Institute's work,
above all towards its manager. This was probably related to request of
SAS,
dat¬
ing from August 13th
1949,
directed to the Institute to make report about final
works. Extremely bad production of the Institute additionally complicated its po¬
sition and gave the right to the critics. Conclusions:
-
PhD
Vojislav Radovanovic:
the anthology of Institute Social development
ofJasika village was not „neither of anthropogeographic, nor ethnological, but
of rather new, sociological direction, according to the method of professor Sreten
Vukosavljevic, whose work opens a new page in history of our human science";
-
PhD Mihailo Konstantinovic: it was a „doubtlessly brand new approach to
study of our village" and
-
PhD Milorad Dragic: the anthology „is at the same time study done using
scientific methods of our sociological school" and its publication in edition of
SAS
would represent „value and original scientific contribution".
All of these conclusions could not refute, even in Serbian Academy of Sci¬
ence itself, the presence of negative opinion about work of the Institute for rural
studying and of its manager, especially because the reviewers of Anthology about

Jasika, appointed by Department of Human Sciences of
SAS,
had serious objec¬
tions to most of the works. Mostly because the Institute associates were delay¬
ing correction of the works in accordance with the remarks of reviewers, this
Anthology, for which essays Vukosavljevic claimed that „they are not worse"
than works of Cvijic school, was never printed. It is hard to say how many inten¬
tional obstructions by
SAS
were there, above all by its Department for Human
Sciences, but we cannot exclude them. Vukosavljevic himself underlined that
the Department for Human Sciences of
SAS
had made „many obstacles" to his
Institute, that he was treated in bad manner and that the Institute hadn't been un¬
derstood in the Department.
Despite almost permanent suspicion in its work and despite frequent and
very open criticism, especially for its manager Sreten Vukosavljevic, the Institute
for rural studying did little to deny this criticism and to fight for equal treatment
as other
SAS
institutes. Besides it remained mostly sociological institute during
all the time of existence, ignoring the aims for which it was primarily established,
the Institute had not achieved significant results, not even in research of issues
that had been determined by manager himself. For almost seven years of exist¬
ence, only the study Organization of Peasant land ownership by Sreten Vukosav¬
ljevic was published, and, by the way, author had finished this study even before
the World War II, in which his manuscript was destroyed. That was not, therefore,
a paper which was derived exclusively from research done during the manage¬
ment of the Institute for rural studying of
SAS.
It could be that poor production of the Institute, at some extent, was influ¬
enced by „inadequate" treatment in the Department of Human Sciences of
SAS,
lingering to give opinion about manuscript or having too high criteria in its evalu¬
ation, because
ofthat
it took some extra time and effort to correct it. Main cause
was still in lack of activities of Institute associates themselves. Apparently, Sreten
Vukosavljevic failed to make Institute associates, which he himself had taught
how to do research, to place at the disposal to the public their own works by pub¬
lishing shorter or larger texts. While he was trying to appoint this in one occasion,
he came into conflict with the most experienced associate Milorad Milosevic
-
Brevinac, who had the support of some other associates. Since he failed to remove
Milosevic from the Institute, which he explicitly requested from Presidentship of
SAS,
Vukosavljevic resigned his manager position of the Institute. It was long
desired action for many.
SAS
accepted resignation of Sreten Vukosavljevic with¬
out much discussion, agreeing in this way with Milorad Milosevic
-
Brevinac.
Since it was left without manager, whose authority should be respected de¬
spite certain denials and justified objections that he gave to the Institute quite dif¬
ferent character from the one it was established for, with associates in conflict be¬
cause of support to Milosevic, or Vukosavljevic, it was much more easier to close

down the Institute for rural studying of
SAS,
especially in circumstances such as
reorganization of Academy's institutes. It was shut on March 1st
1954
by decision
of the plenum of Presidentship of
SAS
held on January 30th
1954
with explana¬
tion that it „remained without manager", which caused „such conflict among the
associates" that „paralyzed any work", with criticism that „it even failed to find
the right issues of its work", and with conclusion that in circumstances of intend¬
ed reorganization of Academy's institutes based on self-management, this Insti¬
tute would not be able, like the Institute for Literature, to „independently work",
but would be extinguished by itself, which would harm „Academy's reputation".
