SUMMARY
Initial presence of Muslims on the European continent is a 12-century-
old fact. However, something that most authors have named'a new presence'
extends barely
50
years back, to the fifties of the 20th century.
Last decade of the 20th century on the world stage was marked by
several phenomena: fall of communism and the end of the Cold War,
emergence of a new economy, technological revolution in production and
communications and the rise of political Islam. However, in the first decade
of the 21st century Islam, in the broadest sense, has arrived in the center
of interest. Thousands of works have been written, numerous books have
been published, and so many researches on social, political, legal, cultural
and other implications of the mentioned rise of Islam have been conducted.
Before the Islamic Revolution in Iran, interest for Islam in the West
was reduced merely to departments of Oriental studies at American and
European universities. Islamic Revolution, followed by 'Rushdi affair', the
Gulf War in 1990,'hijab affair' in several European countries, have started a
new western discourse on Islam and opened new perspectives on its studies.
It was followed by a range of events which provoked serious and tumultuous
reactions of European Muslims, by which their presence in public has
become unavoidable fact. The first invasion of Iraq in
1990,
aggression on
Bosnia and Herzegovina in the period of
1992-1995
and genocide against
Bosnian Muslims, crimes against Muslims of Chechnya done by Russian
armed forces, terroristic attacks on New York followed by invasion of
Afghanistan and then of Iraq. All those incidents have lightened presence
of about
15
million of Muslims in the countries of Western Europe and
exposed it to European public. Although the question of accommodation
of Muslims in the societies of concerned European countries had already
been discussed earlier, only in recent years an intensive search for models
of integration has been taken into a consideration. However, after terroristic
attacks on New York and Washington on September
11, 2001,
Islam and
Muslims have been put in the center of attention in Europe and the USA. The
latest serious affair that attracted global media attention was in connection
with publishing of the caricatures of the Prophet Muhammad, p.b.u.h.
Muslims have become a significant demographic fact in particular
countries of the European Union. Number of Muslims in the countries of
the European Union is estimated to be at more than
15
million. The most
numerous Muslim communities are in France, with
5.6
million
(8-10%),
Germany, with
3.5
million
(3.5%)
and Great Britain, with
1.6
million
(3%)

Muslims,
while the least numerous Muslim communities can be found
in Luxemburg, with
9,000,
Ireland, with
32,000,
and Finland, with
30,000
Muslims. Total number of Muslims in Europe, without Turkey and Russia, is
estimated to be around
25
million, including about
100,000
converts among
them. In Republic of Turkey, which has been a candidate for membership
in the European Union, there are
70.5
million citizens and
99%
of them
are Muslims. About
20
million Muslims live in Russia, which has a total
population of about
142
million people. The question of their integration
into social orders of European countries has naturally become relevant for
taking into consideration. Initially, with the arrival of guest workers during
5th and 6th decades of the 20th century, the question of integration wasn't
considered to be important because those guest workers had planned to
go back to their home countries after some time spent in Europe and after
acquiring a certain amount of financial and material resources. However,
the actual process was opposite and their families, wives and children,
and not rarely their parents, whom they had left in the countries of their
origin, started coming to Europe for the purpose of joining families. With
the emergence of the second and third generations of Muslims, born and
educated in Europe, the question of integration has become very important.
European societies
dont
have a prepared answer to this question.
However, Muslims also don't have a definite answer to challenges of living
in the European societies. Muslim attitudes towards life in Europe fluctuate
between self-isolation and a complete assimilation. Indeed, propagators
of either the first or the second stand represent a minority. The majority
consist of those who have been searching for model which will allow
them to preserve their personal identity and protect their own values. In
addition, it can be said that a new Muslim identity, on one hand, and a new
European identity, on the other hand, are emerging in Europe. In this sense,
converts, whose numbers in Europe are estimated to be about
100,000,
has
had a significant role. Therefore, although they represent a small, but not
insignificant, percentage of the total population of Europe, Muslims and
Islam have become an unavoidable fact and visible, even recognizable part
of European social landscape.
Regarding their identity, belonging, loyalty and integration, an
agreement on the following issues prevails among European Muslims:
Muslim, resident or citizen, should consider himself obliged, in accordance
with moral and social agreement, to obey the laws of the country in which
he/she lives; the laws of European countries allow Muslims to practice their
religion; Muslims should take part and participate in social, economic,

and political life of the countries they live in, respecting and nourishing
uniqueness of their own Islamic identity at the same time.
The public of Western European countries has had a very little
knowledge of Islam, which has caused numerous prejudices, and which
in general has mistakenly been considered an Arabic religion. Relation to
Muslims in Western European societies has been polyvalent and it goes
from recognizing the citizenship rights, on one hand, to Islamophobia and
requests for extradition, on the other hand, which has been propagated by
some radical groups and ultra rightist political forces.
Contemporary European societies have been facing a phenomenon of
multiculturalism. Numerous differences, various different interests, wishes,
social and class differences, as well as differences in origin have been the
European reality. Multicultural European societies have been facing issues
they had never been facing in the past. It is necessary to find the ways to
reconcile legitimate requests of unity and differences, of acquiring political
unity without cultural uniformity, inclusion without assimilation, and
cultivation of the sense of belonging and simultaneous respect for cultural
differences, nourishing more cultural identities without weakening
common citizen identity. In that sense, so many European countries have
intended to make Islam more domestic

European religion. Muslims
are expected to be able to establish institutions that will represent their
interests in contacts with governmental institution. As Islamic teaching
reject institution of clericalism or more precisely the institution of church,
that fact creates a new situation and challenge for highly heterogeneous
Muslim communities Europe-wide.
The idea of united Europe which has been realized in the form of
the European Union can be a good example in the way of forming a new
European identity. Europe hasn
t
been, indeed, monolith in social, political,
legal or cultural terms. European country-nations, European societies have
their own identities and histories. However, European nations have decided
to transcendent their divisions in the past and to progress in their common
destiny, the idea of the 'unity in differences'. Muslims in Europe has been
a fact and a new value in stratification of identities of a New Europe in
development, in the true sense of'unity in differences'.
In many Western European countries, Islam has been in transition
from a position of immigrant religion to a position of a domestic religion.
Still, there is an open question whether Europe can be transformed into
a real multicultural society, capable of naturalizing Islam, and whether
Muslims can adapt themselves to European conditions? At the same time,

the rise of Islam in Europe has been reshaping Muslim self-perception and
European identity, breaking monolithic self-determination of European
culture as a Judeo-Christian one. Both Muslims and Europeans have been
in a position to redefine their own picture of themselves as well as their
mutual perception.
