In
2008,
the Study Centre for National Reconciliation began working on a large-scale
research project entitled Revolutionary Violence in Slovenia
1941-1945.
The goal of the
research is to comprehensively display revolutionary violence during the Second World
War in individual Slovenian regions, i.e.
Styria
and Prekmurje, Carinthia, Upper Carniola,
Lower Carniola with White Carniola, Inner Carniola and the coastal region. In the years
to come, the Study Centre will prepare and issue several monographs which, along with
introductory studies, will feature documents and testimonies on this research topic; they
will be issued in a series entitled Revolutionary Violence.
The research of revolutionary violence in Slovenia is done mostly on the basis of archival
materials, among which we wish to mention in particular, documents on the organization
and actions of individual military (Partisan) units, the Liberation Front and the Commu¬
nist Party of Slovenia, the Security and Intelligence Service (SIS), the Department for the
Protection of the People (DPP), the Army of State Security (ASS), the Corps of National
Liberation of Yugoslavia (CNLY), the National Guard and military courts with Partisan
units. On the basis of these materials, the authors, in respect of writings, newspapers
and professional periodicals, will explain in the introductory study the happenings during
the Second World War in individual regions and highlight the background, i.e. the causes
and effects of important events and processes.They will present the different forms of
violence inflicted upon the civilian population during the Second World War by Partisan
units, members of the SIS, ASS, CNLY, National Guard and field operatives. They will also
present the actions of military courts and expose the death sentences they imposed and
the violence against members of Partisan fighter units. They will illustrate, using concrete
examples, the most typical examples of revolutionary violence, among which are the tor¬
ture and executions of so-called enemies of the state, for which members of the Partisan
movement used the terms liquidation and justification ; the expulsion of the families of
so-called enemies of the state from their places of residence; the burning of villages and
individual homesteads of so-called enemies of the state; the implementation of violent
requisitions and rape and various other forms of intimidation of the people.

Revolutionary violence in eastern Upper Carniola
Although during the civil war there were fewer casualties in Upper Carniola in comparison
with the so-called region of Ljubljana, it is possible here to recognize strong traces of the
civil war, which, at first, seems less apparent than in the region of Ljubljana.
The research thus fills the gap further, as until now, this topic had been almost untouched
for various reasons.
During the communist revolution in Upper Carniola, cases of direct revolutionary violence
in
1941
and
1942
in the Kamnik region were rare and separate, and the population felt
the activity of the party indirectly through the revenge of the German occupying forces
for the Partisan actions. The direct violence of the party increased in the middle of
1943,
especially after the capitulation of Italy in the autumn of
1943
The ideologization of the
so-called national liberation movement began to intensify, which led to the increasing
intensification of the civil war in the Kamnik region, reaching a climax at the end of
1943
and in the middle of
1944.
One of the possible beginnings of ideological differentiation
within the hitherto relatively harmonious, but quite fragile, resistance movement in the
Kamnik region is the
Mejač-Kvartíč
affair from the end of November
1943,
which ended
very tragically, as did the affair relating to the German shooting of Kamnik hostages in
Šentvid
in January
1944,
among which there were many intellectuals and entrepreneurs,
which the Partisan party could have prevented or at least mitigated. In short, when the
German Nazi terror was more intense, the civil war, or ideologization, was not as intense,
but as soon as the pressure of the German occupation was alleviated, the ideological dis¬
pute between Slovenians began to deepen, resulting in the intensification of the civil war,
the constituents of which were also revolutionary violence in all possible forms, such as
the forfeiture of the property of political enemies, expulsions, threats, torture, killings, etc.
