BALKAN CONTEXT IN WORLD WAR II
Summary
Since the attack of the Axis on Yugoslavia and Greece in April
1941
the
Embassy of the Kingdom of Yugoslavia in neutral Turkey was the most im¬
portant (the only remaining reliable) Balkan political and informational ma¬
instay. By observing relations between Balkan governments and states during
World War II from such a specific perspective it was possible to gain an insi¬
ght into the functioning of the Yugoslav government in exile's foreign-policy
apparatus and its positions concerning the place and role of Yugoslavia in the
Balkans. Through its attitude toward Turkey one can also perceive the direc¬
tions of political action toward other countries that did not have the strength
of "decisive factors", either because they were (actual or potential) rivals or
allies, which referred to other Balkan neighbors, particularly Bulgaria and
Greece. Monitoring Turkish politics through activities of the Yugoslav Em¬
bassy in Ankara provided elements that served as a basis for more complex
analyses of Balkan issues in the historical period between
1940
and
1945.
Maintaining relations with the government in Ankara
(füll
diplomatic re¬
lations between Belgrade and Ankara were established in
1925)
was also poli¬
tically very important for the Yugoslav government
-
as a proof of continuity
of relations with a country that still had, though only formally, the „status of an
Ally" on the basis of its membership in the Balkan Entente. Besides supporting
the confidence of the Yugoslav government that Turkey would not recognize
the partition of Yugoslavia and its deletion from the political map of Europe,
this situation left open the possibility for monitoring the situation in the country
dismembered by the occupation from a relatively close distance.
A central point in the operation of the Embassy, besides collecting news
from Yugoslavia, was to monitor the situation in other Balkan states, parti-

the
"Balkan angle"
of Turkey's foreign policy. Its main components
have been defined by Ankara's policy toward great powers and Balkan states
that found themselves on the opposite sides in the war conflict (Greece and
Yugoslavia as victims of the Axis aggression and occupation, Romania and
Bulgaria as Axis members, Albania as part of the Italian fascist "empire").
Turkey has built a pragmatic policy and insisting on its neutrality has su¬
ccessfully balanced between two war camps. War policy of neutral Turkey
toward Balkan states and Balkan policy of great powers was studied through
preserved correspondence of the Yugoslav ambassador, Dr.
Ilija Šumenko-
vić.
In his analyses
Šumenković
drew attention to those segments of Turkish
policy that raised doubts about its ambitions for return to its "traditional po¬
sitions" in the Balkans. This was also, in his opinion, the catalyst of Turkey's
liberation from the complex of being inferior to great powers when foreign
policy is concerned.
Motives that led Turkish government to continue cooperation, even
very limited, with the Yugoslav government, have been sought in the
assumptions that it can very soon work as a support of a "protective sy¬
stem" in the Balkans against spread of communism and Soviet influence. It
should have also served to prevent possible post-war revival of Bulgaria's
aggressive policy. Reducing relations to a limited framework was the con¬
sequence not only of Turkey's understanding that these relations were of
secondary importance, but of similar position of the Yugoslav government
about their "usability" for its own purposes. Through intensive contacts
with key persons of Turkish government and public life, Ambassador Dr.
Ilija Šumenković
made great efforts to keep these relations alive. He defen¬
ded the idea about the need to keep pre-war Balkan allies together in face
of uncertain future.
Ankara viewed with "formal approval" the idea about the establishment
of a Balkan (con) federation, whose first step should have been the signing
of a document about the union of Yugoslavia and Greece at the beginning of
1942.
Characteristic for the Yugoslav government in exile and its ambassador
in Ankara, and for their Turkish interlocutors was that all plans that referred
to the future of the Balkans, i.e.
reestablishment
of pre-war status quo, have
been regarded only within the plans and intentions of great powers (notably
relations between the United Kingdom and the Soviet Union). The idea about
the creation of a new and more independent policy that would be opposite to
the pre-war policy and the policy pursued during the war was outside their
political comprehension.

A common point of the Yugoslav government with the governments
of Greece and Turkey were positions concerning dramatic changes in Yu¬
goslavia, Greece and Albania that became the biggest threat to return to the
situation before
1941 —
rise of communists and resistance movement under
their leadership. Fear from revolutionary changes was the strongest cohesion
factor in relations between the Balkan governments. Turkey accepted coope¬
ration on that ground, fearing from the spread of this "contagion" toward its
borders.
Monitoring the situation in the Balkans from the "Ankara angle", altho¬
ugh limited by reliance primarily on Yugoslav sources, nevertheless made it
possible to obtain a picture about complex circumstances and political game
involving governments in exile of Yugoslavia and Turkey, their big allies and
neutral Turkey. Such course of events indicated a new division of the Bal¬
kans: new "spheres of influence" threatened to replace "outdated forms" of
subordination imposed by the war with new ideological and political order.
Freedom and independence of Balkan peoples was again the main stake in
this case. These tendencies have commanded significant attention in the anal¬
yses of the Yugoslav ambassador Dr.
Ilija Šumenković.
He also monitored
the shift of influences on the Balkan scene: increasingly noticeable presence
of the United States of America, until the war not interested in this space
that was gradually taking over the position reserved until then for the United
Kingdom. The Soviet Union, that cast its shadow over this area toward the
end of war, was also getting increasingly "close". Liberating slogans offered
from the East and from the West concealed something quite different
—
divi¬
sion of the Balkans that will become post-war reality.
A very important task for the preservation of international legitimacy
of the Yugoslav Government in neutral Turkey was to prevent recogniti¬
on of the Ustashi-created Independent State of Croatia. Special missions
composed of representatives of the Ustashi movement from the ranks of
Muslims from Bosnia and Herzegovina have been dispatched from Zagreb
to Turkey, but returned to the country without result. The Embassy was also
in charge of managing and coordinating the work of Yugoslav intelligence
groups. Frictions that accompanied their work were also a reflection of pro¬
found conflicts within the Yugoslav emigration and the government. They
represented a problem that ambassador
Šumenković
unsuccessfully coped
with. They resulted in complication of relations with British allies that had
monopoly on organizing and coordinating intelligence work in the Balkans.
Monitoring Bulgarian policy in Yugoslavia, Turkish-Bulgarian relations and,

place in the work of the Embassy.
Changes caused by the Allies' shift from the Royal government and its
main military and political representative in the country, General
Mihailović,
to the partisan movement led by communists, creation of a provisional gover¬
nment after the
Tito-Šubašić
agreement in the summer of
1944,
all had effect
on the position of Ambassador
Šumenković.
He refused to accept communi¬
sts' national policy about Macedonia and closer relations with Bulgaria, until
recently an occupier after the turmoil of

September. That put an end to his
diplomatic career and instead of returning to Yugoslavia where communists
established their absolute government in
1945,
he chose emigration.
