Abstract
The book deals with the diplomatic and political activity of Edward
Bernard
Raczyński,
one of the most outstanding diplomats of the 20th cen¬
tury. Throughout his long life he actively participated in all matters pertain¬
ing to Poland, its sovereignty and integrity. He had to operate in the most
difficult, dramatic times in history.
The first chapter covers Edward Bernard Raczynski s family with spe¬
cial emphasis on the life of his father, Edward
Aleksander Raczyński,
and
his mother,
Róża Raczyńska,
née Potocka,
widow of
Władysław Krasiński.
Next, his education at the King John III
Sobieski
Junior High School
(Gimnazjum)
in Krakow, and then at universities in Leipzig, Krakow and
London is described. The following part describes his first steps in diplo¬
macy, initially in the service of the Austro-Hungarian Empire and then in
that of independent Poland (posts in Copenhagen and London) Those first
steps were preceded by a course at the Officer Cadet School at
Komorów
near
Ostrów Mazowiecka
and by a post in the office of the military attache
in Bern. This chapter also includes information on his work at the Eastern
and International Organizations (Systems) Department in the Ministry of
Foreign Affairs in Warsaw
The second part of the book is devoted to his activity as Permanent
Delegate of the Republic of Poland to the League of Nations in Geneva and
Ambassador to the Court of St. James. An attempt is made, on the basis of
Raczynski s reports, to characterize the internal situation in Europe at that
time, the foreign policy of Great Britain and the development of Polish

-British relations. The author tries to present Raczynski s influence on the
Polish foreign policy of his time. His most outstanding achievements are
described, e.g the signing of the Convention for the Definition of Aggression,
the preparation of the procedure to terminate the Little Treaty of Versailles

or the signing of the Polish-British Agreement of Mutual Assistance. In
addition, Raczynski s activity as a diplomat in London is described as is his
organisational work and the Polish foreign policy he pursued in Great Britain.
The third chapter is devoted to the period of World War Two. The author
presents Raczynski s work at his post in London and the moment of his tak¬
ing office as head of the Ministry of Foreign Affairs. Further on,
Krzysztof
Kania
describes the ambassador s endeavours to compel Britain to fulfil the
obligations created by the Agreement of
25
August
1939;
his participation
in the presidential election, his fight with vehement anti-Polish propaganda,
the organisation of visits of the Polish Foreign Minister and Prime Minister
to England, his efforts to finalise a Polish-British military agreement or the
formation of a Polish division in Canada. The author describes Raczynski s
works at the Ministry of Foreign Aifairs whose object was the development
of friendly relations with the USSR and his attempts to arouse US interest
in the Polish case and also to spread information about the German policy
of systematic extermination of the Jewish and Polish people under German
occupation in Poland and other European countries.
Raczyński
also sought
to create a Polish- Czechoslovak federation, open to other Central Eastern
European states who would in the future be able to stand up to the threat
of Germany and the Soviet Union. He spared no pains in the struggle for
Polish frontiers, both in the west, the north, and in the east.
The last part of the book sheds light on Raczynski s activities after the
United States and Great Britain withdrew their recognition of the legitimate
government of the Polish Republic on

July,
1945.
The author describes
Raczynski s assumption of the function of main Polish Representative on
the Interim Treasury Committee for Polish Questions and outlines the
Committee s operations among other activities, the closing down of Polish
offices and institutions, the attempts to organize life for the emigres who,
for various reasons, could not return to their country enslaved by the com¬
munists. Next the author describes Raczynski s work for the rapproche¬
ment between Central-Eastern European countries and his support for the
structures of European integration at that time (the Committee for Central-
-Eastern Europe at the European Movement and the Liberal International).
Two following subchapters are devoted to the political life of Polish emigres
in London. They describe the crisis caused by President August Zaleski s
failure to resign his office after seven years as President and the establishment
of the emigre Council of Three
-
a collégial
body of the Polish Presidency in
exile
-
in which
Raczyński
was a member for the eighteen years of its exist¬
ence. Then Raczynski s presidency and the last years of his life are described;
he was President of the Republic of Poland-in-exile from
1979
to
1986,
and
as President, he focused his attention mainly on the developments in his

homeland. He raised the spirit of strikers and organised financial help for
liberation movements in Poland. He also asked the Western powers for an
explicit and firm declaration in the event of a possible Soviet invasion. This
man, sick and almost completely blind in his later years, with his attitude
and commitment demonstrated great strength of character and exemplary
patriotism. It was at that time that the Polish emigre community began to
play an important part in the life of the independence opposition in Poland,
and
Raczyński
certainly had a significant share in this, for he brought Poles
at home and abroad closer together. His diplomatic and political activi¬
ties should be regarded as models. In his competence, insight, diligence
and conscientiousness he was superior to many of his colleagues, both in
the main office of the Ministry of Foreign Affairs and in diplomatic posts.
Edward
Raczyński
was, and still is, a point of reference for other diplomats
and politicians who should seek to emulate his achievements and even set
him as an example for others.
