The biograms presented show that the centralization of power and the
extension of of imperial court brought about the appearance of a specific
group of dignitaries. Their significance in the empire, however, resulted not
only from the fact that they held prominent posts at the palace, but also
from being within the emperors milieu, among his most trusted advisors.
It provided them with the opportunity of influencing, also in an informal
way, the decisions made at the court. Among the palace ministers from this
period we come across numerous eminences grises of the empire. They were
often quaestors: Taurus, the executor of Constantius’s foreign policy, Datianus,
Saturninus Secundus Salutius, who as quaestor also advised Julian in Gaul also
in military matters, Ausonius, who was quaestor of not only Valentinian I,
but also of his former pupil Gratian, Cynegius, who was charged by the
emperor with the task of reviving city councils in the East of the empire,
Nicomachus Flavianus, nominated by Theodosius to start good relations
with Roman aristocracy, but also magistri: Aurelianus (the son of Taurus,
the quaestor), Caesarius i, sent by Theodosius to lead the trial of Antioch
citizens involved in “the riot of the statues” and Rufinus, who used the post
obtained to eliminate his political opponents in the emperor s milieu; comités
sacrarum largitionum: Mamertinus, who was nominated by Julian during the
preparation for the war against Constantius, Eucherius, the uncle of Emperor
Theodosius, Tatianus and Proculus - father and son - the former of whom
held the post for more than six years, Eutychianus (the son ofTaurus QSP and
the brother of Aurelianus Mag. Off.) and comités rerum privatarum՝. Mallius

Summary
Theodoras and Nebridius 2. The heads of court ministries were often educated
people who possessed numerous professional skills and competences. Among
palace ministers rhetors can also be encountered: CSL Mamertinus, CSL
Iovinus, CSL and Mag. Off. Palladius 3, rhetors and poets: QSP Ausonius,
CRP Pacatus Drepanius, advocates and lawyers: CSL Vindaonius Magnus,
CRP and CSL Severinus, QSP Eupraxius, Mag. Off. Rufinus, CSLTatianus,
CRP Mallius Theodorus, medics: QSP Oribasius, Mag. Off Siburius I Mag.
Off Marcellus, and even a philosopher: CRP Fortunatianus. Nominating
highly-educated people to palace ministers could be the consequence of the
nature of their posts, but also of the social conventions. If we assume that the
candidate s qualifications mattered in the process of choosing one for a post,
then we can draw one more conclusion: palace dignitaries in the Roman
Empire of the 4th century, despite functioning in a patrimonial state, were
more similar to bureaucrats characteristic of contemporary capitalist societies
and the model of legal rule by bureaucratic administrative central created
by Max Weber: they received regular salaries, were not irremovable - the
emperor had the right to remove the previously nominated dignitary, the
post held was considered their primary “employment”, the emperor could
promote (and, as we can see, often took advantage of this right, making
former civil officers prefects), they worked in separation from the property
of means of administration and had no right to “take advantage” of their
post, they were also subject to discipline and control.
