The period of Austro-Hungarian rule in Bosnia and Her¬
zegovina
(1878 — 1918)
was one of the hardest and most
dramatic periods in the history of Bosniacs. After
450
years
of Muslim rule under the Ottomans, Bosnia and Herzegovi¬
na and Bosniacs became part of one non-Muslim state
—
the
Austro-Hungarian Monarchy. With the Berlin Congress of
1878,
the position and outlook of Bosniacs changed, in terms
of their culture and civilization. Coming from one oriental-
Islamic ambient, Bosniacs now entered the sphere of Western
European culture and civilization and during this period a gre¬
at dispersal and division among Bosniacs took place. After the
arrival of the Austro-Hungarian Monarchy, a large number of
Bosniacs emigrated (made a hijra
—
flight or migration) to are¬
as that were still part of the Ottoman Empire. Some of them
stopped in
Sandžak,
some in Kosovo and Macedonia, but most
went on to Turkey. Another event which took place in accor¬
dance with the Berlin Congress was that
Sandžak
separated
from Bosnia and Herzegovina and temporarily remained part
of the Ottoman Empire, causing yet further division among
Bosniacs.
Soon after the occupation, Bosniacs could not take very
meaningful action because they were unprepared and lost du¬
ring a time of such complex historical processes

East and West
—
and this can be seen especially with regard

to an inadequately organized military resistance to the occu¬
pation. During the Ottoman period Bosniacs were mainly
preoccupied with thinking about the Muslim state, its pros¬
perity and safeguarding its borders. There are no works from
this period which
illustrate
that Bosniacs were studying Eu¬
rope, the events taking place there or even European ideas.
All of this indicates how lost and unprepared Bosniacs were.
As time went on, specific questions arose which then re¬
sulted in certain processes. However, a considerable period
of time had to elapse in order for this to happen. To be more
precise, during the first decade of the 20th century, there were
more activities and more decisive measures were taken with
regard to political, religious, cultural and educational plans.
Due to this, we can view the Bosniacs' understanding of
Europe at the time of Austro-Hungarian rule through two
different time periods. The first is the period which occurred
immediately after occupation and, for this time period, we
cannot say that Bosniacs possessed an adequate understan¬
ding of Europe and its ideas. During this time, Bosnian re¬
ligious scholars were mainly interested in other existential
questions, such as the emigration of Muslims, the boycott
of modern educational institutions, etc. Undoubtedly, some
individuals did go to some European cities while serving in
the army or for their schooling, and in such a way they came
into direct contact with Europe and its ideas. Such individu¬
als called for modern education and an acceptance of modern
European standards, but they did not enjoy much support
from many Bosniacs. The second period started with the de¬
cree of the Reis-ul-Ulema in which it became permissible
to serve in the Austro-Hungarian army, and then with the
opening of a school of Islamic jurisprudence, so that in the
early 1900s Bosnia became more active religiously, culturally

and politically. During this period, Europe and its values
were gradually accepted, as well as its useful achievements in
science, literature, philosophy, art, social life, democracy and
the law. The greatest contributions to these positive processes
belong to the distinguished Muslim scholars, visionaries and
reformers, such as:
Džemaludin Caušević, Muhamed
Seid
Serdarević,
Saŕvet-beg
Bašagić,
Edhem
Mulabdić,
Osman
Nuri
Hadžić
and Mehmed-beg
Kapetanović Ljubušak.
Among the Bosnian Muslim scholars of that period, the
majority were "traditionalists" who, fearing for the preserva¬
tion of faith, isolated themselves and rejected all new- chall¬
enges which came with new opportunities and situations.
Muslim scholars who wanted reforms were opposed to them
and they accepted the new authority and its culture as a geo¬
political reality. They were aware of the fact that to accept
Western European civilization was a historical reality and so
they called for an acceptance of new standards in order to
avoid being isolated from it. Additionally, there were some
who were mesmerized by Europe, and so they uncritically
accepted all of the challenges which were brought about by
the new circumstances. |
