Zusammenfassung: | Having completed the first combat operation in its history, the Federal Republic of Germany is undertaking its most far-reaching defence reform programme, under the innocuous title of a reorientation. Conscription, a facet of German society for most of the past 200 years will be suspended, command and control arrangements will be radically altered, and structures, equipment and doctrine will reflect the lessons learned in Afghanistan. As well as documentary sources, several interviews with German policy makers support the analysis in this paper, the main finding of which is that the journey of normalisation from pariah to paragon is long since complete, but political leadership is still required to convince a reluctant population of the responsibilities that accompany Germany's place in the World |
